Freedom and pursuit of happiness should be the default in all cases of personal choice, providing it does not harm others.

Why is gambling OK as long as it is regulated (spelled t-a-x-e-d) by the government.

Our government, for the past 130 years, as adhered to a "parens patriae" style of governing. You as a person, are too stupid to make any decisions for yourself, and the government acts in a benevolent or protective capacity to keep you from harming yourself.
But who protects you from the government? Let's see:
racinos
horse racing
lotto
quick draw
powerball
mega millions
daily numbers
win four
pick 10
sweet million
take five
$1,2,5,10,20 and 30 scratch offs

And you thought they were looking out for you, when all they really want to do is monopolize the business of gambling, and crush the entrepreneurial nature of those booking bets.
As an American, I should be free to make choices, good or bad, and deal with the outcome. I have parents, and I don't want the government thinking that parenting is their role.
