Jeff Allen's daughter found this dog wandering on Albion Road, Oakfield, last night. Jeff said he checked with neighbors and nobody had seen the dog before. It appears to have been at large for some time. The dog has a collar but no tags. If it's your dog, contact Jeff at (585) 356-9705. The owner should be able to describe the collar or present proof of ownership.

A 77-year-old resident of Sunny Brook Trailer Park in Oakfield never even left his property today to cut limbs from a tree in his neighbor's yard.

His tree trimming with a chainsaw on a pole resulted, however, in a trespassing charge.

James Herbert Manes, of Sunset Parkway, Oakfield, was arrested by Deputy Chris Parker.

Parker said Manes and his neighbors have a documented history -- at least two prior law enforcement contacts in 2011 and 2012 -- of disputes.

The trespassing charge, Parker said, is the result of that history and the assertion that the park manager told Manes he couldn't cut the tree limbs.

Manes allegedly stood on the roof of his storage shed to cut the limbs.

Parker was dispatched to the scene at 11:30 a.m.

"Obviously, you're allowed to cut tree branches on your side of the property, but he reached over and cut the limbs down to the base," Parker said.

Manes was issued an appearance ticket.

James Joseph Argento, 36, of Keeney Road, Le Roy, is charged with grand larceny, 3rd. Argento allegedly stole property with an approximate value of $5,000 from a location on Keeney Road, Le Roy. Argento was jailed on $10,000 bail.

Arlin Joselin Reyes, 31, of Townsend Avenue, Bronx, is charged with harassment, 2nd. Reyes was arrested on a warrant out of Darien Town Court. The incident was reported at 5:30 a.m., Nov. 24. Reyes was arraigned on the charged, entered a guilty plea, paid his fines and was released.

Abraham Lyn Rendon-Matadamas, 31, of Lewiston Road, Alabama, is charged with assault, 3rd. Rendon-Matadamas allegedly struck another person in the face. The alleged victim was treated at Medina Hospital. Rendon-Matadamas was arraigned in Town of Alabama Court and released on his own recognizance. He was also handed an order of protection. 

Devon Michael Husted, 16, of Broadway Road, Alexander, is charged with criminal sale of marijuana, 5th, and unlawful possession of marijuana. Husted allegedly sold marijuana while at Darien Lake Theme Park.

Michael Anthony King Jr., 16, of Oakfield, is charged with first-degree sexual abuse and endangering the welfare of a child. King is accused of sexual contact with a child less than 11 years old. He was arraigned and released under supervision of Genesee Justice.

Derek G. Thomas, 37, of Bank Street, Batavia, is charged with endangering the welfare of a child and menacing, 3rd. Thomas was allegedly involved in an incident at 9:30 p.m. July 6 on Lewis Place. He is accused of shoving one person and threatening another. 

Alicia May Lyons, 34, of State Street, Batavia, is charged with petit larceny. Lyons is accused of wrapping several items in her coat while at Tops Market and then proceeding out of the store without paying for the items.

Thomas C. McJury, 48, of Brooklyn Avenue, Batavia, is charged with deteriorated roof covering. McJury was arrested on a City Court warrant stemming from an alleged property maintenance code violation. McJury posted bail and was released.

Emily N. Indovina, 19, of Erie Street, Mt. Morris, is charged with trespass. Indovina is accused of going to a residence she was advised not to visit by a Batavia PD officer the day before.

Konstantin Logvinsky, 28, of Middlesex Road, Rochester, is charged with aggravated unlicensed operation, 3rd. Logvinsky was arrested on a warrant, posted bail and was released.

Alexandria C. Pisarek, 21, of Oakfield, is charged with criminal possession of a controlled substance, 7th. Pisarek was arrested by State Police at 2:42 p.m. Saturday in the Town of Batavia on Route 33. No further details released.

Dominique D. Davis, 21, of Rochester, is charged with issuing a bad check. Davis was arrested by state police. No further details released.

The Board of Directors of the Genesee County Economic Development Center (GCEDC) approved a final resolution for application for assistance from United States Gypsum Co. (USG) at the July 10, 2014, board meeting. 

United States Gypsum Company Co. (USG) is planning to upgrade its paper mill at 2750 Maple Ave. in Oakfield, NY. The project will include replacing and relocating equipment, stock cleaning and enhanced manila production to improve the safety, quality and efficiency of the facility.

The upgrades will consist of three phases and is expected to commence in 2016. The projected capital investment is approximately $23 million and the investment will retain 98 manufacturing jobs and create 12 new production jobs.

In other matters, Graham Corporation’s 2013 project with the GCEDC involved expansion of its operations on Harvester Avenue, Howard Street and Florence Streets, in the city of Batavia. There has been a longer than anticipated construction time on these projects and Graham Corporation is requesting a PILOT amendment in order to delay the commencement of the PILOT by one year. This amendment will not result in any additional incentives for the project.   

“The significant investments in businesses right here in our region is strongly reflective of the ongoing economic growth we continue to witness in all industry sectors,” said Wallace Hinchey, GCEDC Board chairman.

Master Sgt. Jason Earle (retired), a former Genesee County resident, was visiting the U.S. Air Force Museum at Wright-Patterson AFB in Ohio when the word "Oakfield" caught his eye.

A bag of beans labeled "George W. Haxton & Son, Inc., Oakfield, N.Y." was in a display showcasing the USAF's efforts during the Berlin Airlift following World War II.

Earle said, "I'm quite sure there was a lot of war effort going on with the numerous factories the county had at the time, but nobody really thinks of what effect our local farmers had as well."

A rollover accident with injuries is reported at 2990 Maple Ave. Road, west of Pine Street. Oakfield fire and Mercy medics are responding.

UPDATE 6:23 p.m.: Oakfield is returning to service.

A driver involved in an accident yesterday that sent one person to the hospital has been charged with driving under the influence of a drug.

Keith Allen Hackett, 48, of South Pearl Street, Oakfield, was also cited for alleged failure to yield right of way.

Hackett was reportedly parked at 80 South Pearl St. in the greenway at 1:30 p.m. when he pulled left into traffic to initiate a U-turn.

His 2003 Ford sedan was struck by a car driven by Shelly G. Bucci, 53, of Knowsville Road, Oakfield.

Bucci was transported to UMMC with minor injuries.

Her passenger, 84-year-old Lorraine E. Balduf, was uninjured.

The accident was investigated by Deputy Chris Parker.

A two-car accident is reported at 78 S. Pearl St. in Oakfield. The vehicles are partially blocking. The occupants are likely sign-off and Mercy medics are responding non-emergency for evaluation. Oakfield Fire Police are called to handle traffic.

Chad Graham Desmit, 20, of Gillette Road, Albion, is charged with unlawful fleeing a police in a motor vehicle, 3rd, reckless driving, speeding (120 in 55 mph), failure to stop at stop sign and unsafe turn. Desmit allegedly failed to stop for an alleged traffic violation and instead fled from police. Deputy Joseph Corona attempted to stop Desmit at 9:24 p.m. Monday on Lockport Road, Oakfield. Desmit was allegedly pursued through the towns of Oakfield, Elba and Byron and into Orleans County, where he eventually stopped. Desmit was jailed on $10,000 cash bail or $20,000 bond.

Richard Gerald Harfford Jr., 36, of Central Avenue, Batavia, was arrested on a bench warrant related to an unlawful possession of marijuana charge. Harfford was located by Batavia PD during an unrelated investigation and turned over to the Sheriff's Office. He was jailed on $340 bail.

Lance M. Mercado Sr., 24, of Holland Avenue, Batavia, is charged with disorderly conduct. Mercado allegedly tried to fight another person while in the presence of a police officer.

Loma J. Burshtynsky, 55, of Otis Street, Batavia, is charged with felony DWI and felony driving with a BAC of .08 or greater. Burshtynsky was arrested following a complaint at 7:33 p.m. Sunday of a driver entering Wendy's and becoming belligerent. Burshtynsky was jailed without bail.

A 17-year-old resident of Haven Lane, Batavia, is charged with forcible touching. The youth is accused of forcibly touching the intimate parts of another person.

The Oakfield Fire Department is shocked and saddened by the news of the alleged larceny by our Treasurer. We have been cooperating with the authorities including the New York State comptrollers and the State Police during this investigation. The department would like to apologize for the bad publicity and the mistrust that this may cause with the residents of our community, and with the Town and Village of Oakfield. The Oakfield Fire Department is in the process of changing our financial policies to keep this type of activity from happening in the future. We as a department are committed to providing the best service we can to our community, and will strive to work hard to restore your faith in our department.

Following a state audit, the treasurer of the Oakfield Fire Department was arrested today by State Police for allegedly misappropriating department funds.

Samantha Hilchey, 31, of Batavia, is charged with grand larceny, 3rd, a Class D felony.

Hilchey is accused of stealing more than $6,000 through unauthorized transactions, including paying her personal utility bills and making cash withdrawals.

"Instead of safeguarding department funds, this individual took advantage of her position to pay her personal bills and make unauthorized cash withdrawals," said State Comptroller Thomas P. DiNapoli. "I want to thank department officials for helping bring this situation to light and to the State Police for working closely with my staff as we continue our audit and investigation into the department's finances."

The department's audit isn't expected to be completed for another couple of months.

Justin Robert Swift, 35, of Guildhall Road, Henrietta, is charged with two counts of reckless endangerment and harassment, 2nd. Swift is accused of fighting with another person, then after the initial confrontation, driving his vehicle through the lawn of the Village of Corfu resident's home and attempting to strike him with the vehicle. Swift was jailed on $15,000 cash bail or $30,000 bond.

William R. Sturgeon Jr., 38, of South Main Street, Oakfield, is charged with two counts of forgery, 2nd. Sturgeon allegedly used another person's credit card on two separate occasions in April, 2013, to make purchases without the cardholder's knowledge or consent.

Village of Oakfield Mayor Jason Armbrewster submitted this picture of "OAKFIELD" being painted on the community's new water tower. He said the picture was taken Saturday by Dave Drexel, the project inspector from Clark Patterson Lee. Armbrewster said the old water tower will come down some time this summer and there will also be a ribbon cutting at a later date for the new water tower.

The public is invited to weigh in during a public hearing at 4 p.m. Monday Tuesday, June 24, on a proposal to provide U.S. Gypsum with tax incentives for a major upgrade to its Oakfield plant.

The proposed tax abatements total $375,748.

U.S. Gypsum is considering investing $23.6 million in the plant, adding production capabilities that would create 12 new production jobs within three years after the project is completed.

Project description:

The United States Gypsum Corporation (USG) is considering upgrading its Oakfield, NY, paper mill, which currently supplies USG wallboard plants with the back paper "newsline" for sheetrock wallboard, to include face paper "manila" production capacity.

The Project includes replacing and relocating the hydropulper and detrashing equipment, stock cleaning, and manila production. Management has been considering upgrades to the facility as it is more efficient to produce the back as well as the front paper applications. Completing this Project will improve safety, quality, and efficiency to ensure the longevity of the facility as well as the retention and creation of manufacturing jobs.

The investment for the Project is expected to be approximately $23 million and will be implemented in three separate phases. Phase I activities, which are expected to commence approximately in the second quarter of 2014, will include replacing and relocating the filler pulper. Phase II will require stock cleaning which will commence in 2015. During Phase III, the facility will begin manila production which will commence in 2016.

If completed, the project is expected to retain 98 jobs at the Oakfield plant.

The proposed tax relief package includes $132,960 in sales tax exemption and $242,788 in property tax abatements on an 18,400-square-foot addition, creating an increased assessed value.

U.S. Gypsum would save $242,788 in taxes on the increase assessed value (while continuing to pay current property taxes) over 10 years.

The public hearing is scheduled to be held at the Oakfield Town Hall, 3219 Drake St., Oakfield.

John A. Snook, 26, of Central Avenue, Batavia, was arrested June 10 and charged with criminal obstruction of breathing/blood circulation, second-degree harassment, and unlawful imprisonment. The arrest was made following his release from Orleans County Jail on a separate charge. The new charges stem from a domestic incident in the City of Batavia. Orleans County Sheriff's Department transported Snook to the Genesee County line and he was taken to Batavia City Court and arraigned in front of Judge Balbick. He was then put in county jail and bail was set at $2,500. The matter was investigated by Batavia Police officer Jamie Givens.

Nathen Edward Donald Brege, 22, of South Main Street, Batavia, is charged with second-degree criminal contempt. On June 11 he was arrested for allegedly violating an order of protection issued by the Town of Oakfield Court by allegedly threatening the protected individual in an incident on May 31 on South Pearl Street in Oakfield. He was issued an appearance ticket. The matter was investigated by Sheriff's deputy Joseph Loftus.

Sean Robert Doran, 24, of Harper Street, Rochester, is charged with DWI, aggrevated DWI, and speeding over 55 mph on June 11 on Route 20 in the Town of Alexander. He is scheduled to be arraigned on July 1 in Alexander Town Court. The incident was investigated by Sheriff's deputy Kevin McCarthy.

Thomas Edward Bobeck, 44, of Parwood Drive, Cheektowaga, is charged with operation of a motor vehicle with a BAC of .08 or more as a first offense, and DWI, first offense. He was arrested on said charges after being observed allegedly driving in an unsafe manner while on Alleghany Road in Darien on June 12. He is to be arraigned on July 8 in Darien Town Court. The matter was investigated by Sheriff's deputy Joseph Corona, assisted by deputy Brian Thompson.

Ivan Jerrod Walton, 21, of Yates Avenue, Sauk Village, Ill., is charged with criminal possession of a forged instrument, 2nd, stemming from an incident on March 25 at the Sears Hometown Store on Lewiston Road, Batavia. The subject was being held in the Livingston County Jail on an unrelated matter. He was arrested on June 9 and arraigned in front of Justice Williams from Batavia Town Court on said charge and returned to Livingston County Jail. Bail was set at $2,500. The matter was investigated by Sheriff's deputy Christopher Parker, assisted by deputy John Baiocco.

The Vietnam Moving Wall returned to Genesee County today and was transported in with an honor escort from Batavia to Pembroke this morning.

The wall will be on display as part of the Cost of Freedom Tribute sponsored by Oakfield-Alabama Legion Post #626 at Pembroke Town Park through Sunday.

The Oakfield-Alabama American Legion Post #626 is hosting a series of events this week as part of its Cost of Freedom Tribute at the Pembroke Town Park, located next to Pembroke High School, 1145 Main Road (Route 77) in Corfu. On Thursday, June 12, opening ceremonies will take place.

First, at 11 a.m., is the Assembly of Color Guards in the athletic field.

Starting at noon:

• The American flag at the park will be lowered to half staff, led by the 98th Division drill sargeant;
• The Special Forces Association Parachute Team from Fort Bragg, N.C., will conduct the "Jumping in of the American Flag." Air support will be provided by WYN Sky Diving from Akron;
