Oak Street to go from 4 to 2 lanes?

I recently heared a rumor that Oak Street will be going from a road that is two lanes each way, to a road that is only one lane each way. If this is true, this will be a disaster! How is anyone supposed to make a left turn onto Richmond, Allen or LaCrosse with the traffic coming from the other way in one lane? Do we expect everyone behind them to patiently wait for them to turn? This will be a road of disaster and road rage along with backups! Why do we we need parking along both sides of the street? People can park there now but no one does! The developers are beginning to make a mess out of things!

Conversations with Calliope- Under Construction

CALLIOPE: Good morning Joe. Ready for a new week?
JOE: Indeed.
CALLIOPE: What's afoot?
JOE: I spent all day Saturday poring over my Dreamweaver manual.
CALLIOPE: To any avail?
JOE: Fortunately yes. I was then able to begin reconstructing my website in Dreamweaver.
CALLIOPE: Effortlessly?
JOE: No such luck. In the beginning I struggled with every step. By the time I arrived at my third page I was much better and my development started to hum along.
CALLIOPE: Any other findings?
JOE: More a realization. I had difficulty with some of the automated tasks but found I could do them manually with the help of my understanding of html.
CALLIOPE: Where did that come from?
JOE: Once I thought it would be a challenge to write my own website from scratch and delved into html.
CALLIOPE: And?
JOE: The task was beyond me but gained a rudimentary understanding and facility with html workings. Everything I learn seems to come in handy eventually. Talk with you tomorrow.

News roundup: City could tap into stimulus package for $4.5 million

Batavia's City Council voted in favor of a measure last night that would use $425,000 to "design work for a half dozen" infrastructure projects, WBTA's Dan Fischer reports. That investment of $425,000 is supposed to yield $4.5 million worth of construction, on projects such as: undersized water mains, waterline break history, inoperable valves, sanitary sewer line conditions and road conditions.

Fischer explains that the $425,000 would be part of the aid received by the city from the Video Lottery Terminal Aid that was received earlier this year.

Councilman Frank Ferrando is quoted in the Daily News this morning as saying: "If we can get $4.5 million to get jobs that we have to do and can get it for an investment of $425,000, I think we have to do it,” he said. “There’s going to be a lot of money out there."

No one, however, explains how any of this would work. In fact, rather than explaining it, the article today in the Daily has only this to say:

It is a gamble. Assistant Manager Sally Kuzon said there’s no guarantee of the city actually getting the money from the state Economic Facility Corp. But spending $425,000 to design those six projects is a move toward it, she said.

It's a gamble!? So the city plans to gamble with gambling money. A little irony, perhaps. Furthermore, where did the state Economic Facility Corp. come from? No one is explaining this to us, folks. All we hear is Frank Ferrando saying: 'Hey, we can turn $425,000 into $4.5 million. Poof! We're rich and we have jobs. How can we not do this?'

What everyone has failed to note is that the hoped-for millions that would magically be available if only the city spent this $425,000 are part of the proposed economic stimulus package that just last night was the subject of a national news conference.

From a letter drafted by Assistant City Manager Sally Kuzon:

I have been monitoring the progress of the President's proposed Economic Stimulus Package over the last several weeks in an attempt to place the city in a competitive position to receive funding for infrastructure improvements.

Kuzon goes on to say that while there has been "tremendous debate" over just what will happen with the stimulus, she believes that "infrastructure improvements nationwide will have a prominent position within this initiative." In other words, the city should get it on it. We should submit "shovel ready projects" to the state's Economic Facility Corp., which will adminster the federal funds allocated to New York.

She continues:

Although there is a certain amount of uncertainty as to whether or not the programs will include loans or grants or whether the program will extend to projects not currently listed on the (Intended Use Plan); it is clear that only shovel ready projects submitted to the EFC will be considered for the current or future funding rounds. Based on this premise, I am recommending several projects for Council to consider submitting tothe EFC for economic stimulus funding.

We mentioned some of those projects above. The $425,000 requested by Kuzon would be used to design the projects and submit the designs to the state so that they would be eligible to receive the funding if and when it became available. However...

It is unknown at this time if the design phase or only construction cost will be eligible for reimbursement. If for some reason the city does not receive economic stimulus funding the projects will be designed and ready for construction as funds or grants become available in the future.

In a letter drafted to the City Council on Kuzon's proposal, City Manager Jason Molino writes: "The crux of this stimulus package is to get people back to work receiving pay checks; with $4,500,000 of infrastructure improvements that goal will be acheived."

Nowhere does anyone explain how these infrastructure improvements will acheive the goal of "getting people back to work." Kuzon never once takes up this issue in her letter, and nothing from Council addresses this either. We only hear people tell us: It will happen.

Molino justifies this use of these funds in this way:

Utilizing a portion of this years (sic) VLT aid to support the project design costs is both appropriate and realistic considering the City did not budget for this one-time revenue and these costs are one-time capital costs.

Council President Charlie Mallow can be heard in an audio quote on WBTA as saying that Batavia needs to do this. Otherwise, the jobs will go to New York City. He wrote to us in an e-mail this morning:

The action council took last night was about job creation right here in Genesee County, instead of New York City. Regardless of how we feel about the spending on the national level, we owe it to our residents to secure our share of this huge stimulus package. We are all going to pay for it whether we have enough foresight to act or not on a local level.

We're waiting to hear back on how this will create jobs. See below.

Councilmen Sam Barone and Bob Bialkowski were the only two members of Council who voted against the measure, saying that the state aid could be used instead to reduce the city's deficit or for "future needs."

Updated (8:28 a.m.): Council President Charlie Mallow responded to our question of how this stimulus money would create jobs.

Any aid we receive needs to be spent on projects that are shovel ready and can break ground in 180 days. That means putting people to work this summer. Local construction workers would be the first ones to work or to keep on working. Then there is the trickle down affect with people who work driving trucks, making concrete, selling building supplies, laying pipe, and even restaurants the workers, etc. We as a local government decided to do what we needed to do so that our people would feel the benefits of these make work projects that will be going on around the country. I believe this depression era type projects will boost our economy up and out of the slump we find ourselves in.
 
If fully funded, these projects will rebuild parts of 11 streets in the city this year. These projects are for sewer, water, road surface and sidewalks, and most call for complete reconstruction. This work will be on top of the work being done on Walnut, Oak and the $150,000 of sidewalk repair already budgeted this year. There will be a lot of activity going on this summer to rebuild the city from the ground up.

Update (8:35 a.m.): A very timely headline in the Buffalo News this morning reads: New York loses millions in revised Senate stimulus bill. From the article:

Gone entirely is funding for higher education construction, which, under the House-passed version, could have meant up to $242 million for the University at Buffalo.

Similarly, the Senate eliminated funding for school construction. The House bill would have provided $31.9 million for the district of Rep. Brian Higgins, D-Buffalo.

Senators also halved a $79 billion fiscal stabilization fund for the states. While much of the aid to local school districts remains intact, the cuts included a $25 billion fund aimed at helping governors balance their budgets.

Will we see even more funds cut from the stimulus by the time it is passed?

Ellicott Street gets a facelift

Work begun this morning on the Ellicott Street sidewalk renovation project in downtown Batavia. Proof of this was the brief blackout this morning when construction crews struck an unexpected power line.

The Batavian sat with Batavia Business Improvement Director Don Burkel this morning to find out some details about the project—we also got a photo of the plans: a section of the project at the intersection of Liberty and Ellicott streets (see below).

"We want to create a pedestrian area that is safe and attractive so that shoppers will want to come downtown to Ellicott Street," he said.

Making things attractive means breaking up the existing sidewalk, putting in new concrete pavers, adding some trees here and there, putting in some curbing and bumpouts, even a gazebo. Work stretches from the Evans and Court streets interesection east down Ellicott to the interesection with Swan Street.

Burkel said the project should be complete by the end of November and that there should be no interference with traffic in the meantime. Anyone interested in the project or any other downtown initiatives for that matter should visit the BID's Web site.

Funds for the project came mostly from a street enhancement grant from the Federal Highway Administration, said Burkel. They pitched in $500,000. The BID gave $150,000, and another $100,000 was supplied by the city.

Road work on Route 33

Don't know about any of you folks, but my commute takes me straight down Route 33 to Batavia from Route 490 and back every day, a long haul but a beautiful drive with so much more character than swinging up and around via the lifeless thruway. Starting next week, and likely through to November, that could mean the occasional delay or at least a slow down in traffic through a stretch of that road.

The state Department of Transportation released this info about the upgrade to the Black Creek Bridge in Stafford (between Route 237 and Caswell Road on Route 33):

Steel and concrete elements of the 75-year old structure have been showing signs of age and deterioration. Plans call for the removal of the existing concrete parapets on the bridge and for the installation of railing. Repairs will be made to deteriorated sections of concrete above and below the bridge and improving drainage to further slow down deterioration of substructure elements.

Construction work is slated to begin the week of August 25 and will likely be complete by the first week of November.  Motorists can expect limited travel impacts while the bridge is under construction. Shoulder closures and lane closures controlled by a flagger will be used on a daily basis. Motorists should drive with caution through the work zone.

Walnut Street reconstruction — further explained

Since more than a few folks have taken interest in the proposed roundabout for Walnut Street, we have put together some more information passed on by City Council President Charlie Mallow.

From a press release issued by the city:

The Walnut Street Project will involve the complete removal and reconstruction of the roadway, starting at the south City line and extending north to the Oak Street intersection. A modern roundabout will be installed at the Pearl/Franklin/South Main intersection. Additional infrastructure upgrades will include the replacement of curbing, the City of Batavia’s water main, sidewalks, driveway aprons, drainage structures, and street lighting. In addition, stabilization of the Tonawanda Creek stream bank, as well as a variety of landscaping improvements will be included in the project’s scope.

In preparing their construction schedule, CATCO has chosen to compress the roundabout and major street reconstruction work into the 2009 season.

Work that will be performed this year will include: utility relocation, drainage improvements, water main replacement, stream bank stabilization, railroad crossing replacement, building demolition.

City Manager Jason Molino says in the release that CATCO has split up the work over the two seasons to "minimize disruptions to the normal traffic flow ... and most importantly, lessen the project's impact on local residents."

The Batavian left a message for Molino to find out how postponing the major work until next year will "minimize disruptions" — wouldn't two years of work be more disruptive than finishing the project in a single season, for instance. We also plan to ask Molino how the project originated and was approved by City Council as there seems to have been some opposition to the roundabout, as noted in a survey conducted by the Batavia Area Jaycees in 2007. What was most shocking about the results of the survey was that many people did not even seem to know about the project.

The City plans to hold a public information meeting in February 2009 to review the construction schedule, work phasing, and proposed detours with local residents. The exact time and location of this meeting will be provided at a later date.  The City will also distribute project informational flyers to local residents on a quarterly basis.

UPDATE: City Council President Charlie Mallow notified The Batavian that, in fact, several public meetings were held about the construction of the roundabout, several stories about it appeard in the Daily News, and nobody contacted him or the council to voice their opposition to the project.

I have never received a negative phone call or any interaction that I can conclude as being negative towards going forward with a roundabout. In fact, its the opposite, people on Walnut want to know when they are getting their promised repairs. There was no opposition that I am aware of at all. People in the area are rightly concerned about timetables and how they are going to live and run their businesses in a construction site. All of that is being worked out and will be worked out before the work has started.

I must admit that I was a little surprised to hear that people disliked the idea of a roundabout. I am not a native of Batavia, and the first few times I drove down Oak Street to get through to Pearl Street, I was quite confused on how to maneuver the street connections there. What about you? Will you be glad to see a roundabout?

Walnut Street roundabout

News roundup: High cost of materials means less bridge and road repair work this season

  • Genesee County Highway Superintendent Tim Hens told the Daily News that the high cost of fuel and materials will keep the county from doing some repair and reconstruction work this summer. A quote from Hens illustrates the point pretty clearly: "We're basically doing two-third's of what we did last year with 20 percent less money." Number comparisons in the article are a little inconsistent — the cost of diesel fuel is compared to what it was ten years ago, while the price of rock salt is compared with last year's figures. Also, although the article is headlined, "Genesee County cutting back some road and bridge repairs," there is no mention in the article of which projects, if any in particular, will not be financed this year.
  • Reporter Scott DeSmit talks with some families of Iraq War soldiers about celebrating Father's Day without dad.

News roundup: Summer means construction

• A driving lane on Clinton Street between East Main Street and East Avenue will be closed most of the day Tuesday due to water line repairs, according to the city Water Bureau.

• More such closures and traffic patern changes are in store as summer construction season gets underway. Here are some to look out for:

  • County sign improvements all over Genesee County will start in July and mean intermittent shoulder closures in work areas.
  • Repair and replacement work on the Route 33 Bridge over Black Creek in Batavia will begin in August. That means daily or short-term lane closures.
  • Paving projects: Route 77 to Orleans County line; Route 63 from north of the village of Oakfield to Route 77; Route 19 from the village of LeRoy to the Thruway; Route 20 from Tonawanda Creek to Route 63; I-490 from Genesee County to Route 33A. Expect alternating one-way traffic during those projects.

• The Genesee County Office for the Aging will hold a Medicare information program from 1:00 to 5:00pm Thursday at the offices at 2 Bank St. in Batavia. Those interested in attending must bring "proof of income for 2007 and 2008, including bank statements from the last three months and/or last three pay stubs, a form of identification, Medicare card and proof of health insurance premium." The program will be followed by a presentation at 5:30pm: "Welcome to Medicare." No appointment is necessary to attend.

• Former Genesee Community College official Glenn DuBois — now the chancellor of the Virginia Community College System — gave the commencement address at the school's graduation ceremony Sunday. Jack Andrews "received the college's Alpha Medal of Service for his 20 years of leadership with the GCC Foundation," writes reporter Tom Rivers. Andrews told the 762 graduates: "The community needs your help. Don't just sit there and complain about it. Get out and do something about it." Sound advice.
