'Emaciated' dog reportedly 'hanging out of the window' at Hutchins Street house

A caller to dispatch is concerned about she said appears to be an emaciated dog that is "hanging out the back window" of a residence on Hutchins Street. City police are responding.

UPDATE 6:29 p.m.: The officer said he was unable to make contact with anyone at the residence and that he'll have an animal control officer follow up tommorrow.

As much as I agree with both of your post's, we do need to be realistic here. The officer can not legally do anymore since no one answered the door. He has no legal right(lack of a warrant) to force entry into the home.

Not to mention Ray, the individual stated appears to be "emaciated." I have seen some people over feed their pets into obesity yet, they do not cry foul for that. What expertise did the caller have to proclaim the dog to be emaciated? People like to rush to conclusion before knowing the facts.

Example: I had the Police respond to my car in a parking lot because, my dog was in the car with the windows rolled up. The funny thing is that my car was running with the air conditioning on and a bowl of water on the floor. Not to mention I was around fifteen minutes buying food for her. In Iraq we keep our dogs in the vehicle with the air conditioners on to make the dogs comfortable because, the heat was too high to keep them out for too long.
So, if the arse took the time and investigated the circumstances he/she would not of wasted a police officer's time for unnecessary response.

My cat somehow got in an empty house...he was gone for over a week..I was told to call and dind out who owned the house...it was a weekend....I wasn't goin to wait for anyone...I broke into that house and got my baby out...God did not punish me and all was well
