Thanks for bringing up the tax payer money, Joe. The argument from the Obama administration seems to be that since there are not likely to be any ground forces or US casualties, then he's not obligated to get congressional authorization. But the intent of checks and balances on going to war isn't just about American lives. It's also about commitment resources to a war.
