For the first time in a decade, and at a loss of a few thousand dollars in revenue, Genesee County’s Ways & Means Committee adopted a move Wednesday to waive all Civil Service exam fees.

“I’m excited to see this come before us,” Legislator Marianne Clattenburg said during the Ways & Means meeting at the Old Courthouse.

A past review …
In 2011, it was determined that having no application fee meant less commitment on the part of applicants, and fees of $25 for all exams for police, sheriff, fire, probation and dispatch and $20 for all other competitive exams were established.

“When people don’t pay for exams, they don’t show up for exams either. And then we would still be responsible to pay that if they don’t show up,” Human Resources Director Anita Cleveland said of the rationale for charging fees. “So this is a resolution to temporarily waive the Civil Service exam fees … it’s something that several of the other counties are looking at as well. We’re hoping that since it’s free, we can get more people to take the exam.”

The present of no fees …
The number of applicants has been decreasing over the years since those fees were adopted, Cleveland said. She proposed dropping the exam fees for a trial period of June 1 to Dec. 31 of this year.

The lack of fees will mean an estimated loss of $3,000 in revenue but Genesee County officials hope that there will be a tradeoff with more exam applicants.

Newly inducted graduates are a prime population for these exams, Legislator Shelley Stein said. Civil Service jobs typically pay above minimum wage and include municipal benefits.

“So we find a way to get those kids interested, one way or the other,” she said.

Legislator Marianne Clattenburg encouraged Cleveland to “get the word out that this is happening.”

“And that we want people that are interested in these jobs to take the exam,” she said.

Cleveland's department has been reaching out to schools and trying to coordinate schedules for a job fair or similar recruiting effort, Cleveland said. The problem with recruiting at high schools, she said, is that “some or most of our exams require you to have a high school diploma already,” which leaves all students out until the end of their senior year. Genesee Community College has been a site for exams, she said.

Ways & Means will pass along the proposal for a temporary waiver of all Civil Service examination fees to the Genesee County Legislature for a final vote.

Batavia Police Department Chief Shawn Heubusch and Genesee County Sheriff William Sheron have announced that potential candidates for positions at those two agencies can take the civil service examination on either Sept. 18 or Sept. 19. The exact date will be announced.

All applicants must file for the examination with the Genesee County Human Resources Department by Aug. 4.

Heubusch said the Batavia PD currently has one opening, while Sheron said the sheriff’s office is down six deputies.

“We currently have one vacancy,” Heubusch said. “This announcement is for the exam that was supposed to take place last year, but was postponed due to COVID.”

Heubusch said the city, as part of the police reform plan submitted to New York State per Gov. Andrew Cuomo’s Executive Order, “is committed to working with our local government partners and various groups and organizations in reaching out to the community to promote and publicize these important career opportunities in law enforcement.”

“It’s important that the composition of the police department reflects the community it serves and protects -- and that starts with making people aware that the police exam is coming up.”

GENESEE COUNTY SHERIFF’S

Sheron said that along with the civil service test in September, his office is conducting background checks on three individuals and there is another recruit in basic academy who will graduate in August.

“Being down six hurts us, but we’ve been down this many before,” he said. “The guys all step up, using overtime and so forth.”

The sheriff said it will take quite some time to fully replenish the deputy staff when you consider having to receive the test results and also conduct interviews, background investigations and psychological tests.

“And then we have to put them through the academy, which is a six-month ordeal, so we’re probably looking at nine months to a year before we’re back to full staff,” he advised. “However, we do have a couple people who are considering lateral transfers from other police agencies over to ours.”

Both Heubusch and Sheron emphasized the need for potential candidates to start the training process immediately to be prepared to take the physical agility test after the written civil service exam.

Batavia Police Recruitment Initiative – Civil Service Exam Notice

The Batavia Police Department is looking for qualified candidates to fill open police officer positions. An open competitive examination is being offered by the Genesee County Human Resources Department on Nov. 14.

Benefits include: Salary -- $41,147 to $60,462 per year (2015), Paid Time Off, Health Insurance and NYS Retirement.

Applications and fees must be turned in to the Genesee County Human Resources Department located in County Building 1, 15 Main St., Batavia, NY 14020 before Oct. 7.

Qualifications:

• Candidates must be legal residents of Genesee County or of a county contiguous to Genesee County for at least two (2) months immediately preceding the date of examination and continue their residency through the period leading to their initial appointment. Candidates may be required to indicate, at the time of consideration for appointment, that they will become a resident of the locality in accordance with conditions authorized by local law or ordinance.
• Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education and completion of a minimum of 60 college credit hours from an accredited college or university. Exceptions: 30 college credits may be waived, if the candidate has EITHER: received an Honorable Discharge from the United States military after two years of active military service, OR successfully completed a Certified Police Officer Training Course approved by, or equivalent to a course approved by, the New York State Municipal Police Training council. A certified Peace Officer Training course does not qualify. 60 college credits may be waived, if candidate has: received an Honorable Discharge from the United States military after 4 years of active military service, OR received an Honorable Discharge from the United States military after 2 years of active military service, AND; completed 4 years of Reserve Duty in the United States military.
• At least 19 years of age on or before 11/14/15 but not over 35 years of age unless certain military provisions apply.
• Ability to pass an appropriate medical and physical agility examination as set forth by the Municipal Police Training Council.
• Valid NY State driver’s license.
• U.S. Citizen

Conviction of felony will bar appointment, and conviction of a misdemeanor or other offense may bar appointment.
