If some crew cuts a huge hole into the asphalt to do a project that should've been done when the street was torn apart, I'm going to scream bloody murder. That just seems to be a common practice "OHHHH...FRESH ASPHALT! Let's dig through it to see what's underneath!"
Looks like they allready have......I see it all the time after they pave and put the final layer of road down they come back and cut it up becuse they forgot to lay some kind of sewer line..
