Genesee Gateway Local Development Corp. approves $2.1M budget for fiscal 2021

The Board of Directors of the Genesee Gateway Local Development Corporation (GGLDC) passed a budget for Fiscal Year 2021 at its board meeting on Oct. 29. The budget anticipates cash outflows of approximately $2.1 million. 

“The mission of the GGLDC is to foster local economic development by making real estate development investments that prepare sites in Genesee County for new corporate tenants,” said Don Cunningham, chairman of the GGLDC. “The GGLDC also provides strategic investment funding to support the GCEDC’s ongoing economic development and workforce development programs.”

The anticipated 2021 expenditures of the GGLDC include operations and maintenance for the MedTech Centre building, site/corporate park maintenance, an economic development program support grant to the Genesee County Economic Development Center (GCEDC), continuing to support a dedicated workforce development consultant, and professional services.  

Other significant items include an $820,000 pass through grant from the New York State Department of Transportation that furthers the ability of the tenants of the Genesee Valley Agri-Business Park (Ag Park) to access rail, $407,000 in debt service payments supporting development at the MedTech Centre campus, as well as $93,000 in expenses related to the GGLDC’s commitment to expanding utility capacities at the Buffalo East Technology Park for current and potential future tenants. 

A major source of revenue is rent of $696,000 from the MedTech Centre facility. Additional cash receipts will include $320,000 in principal and interest payments from several companies repaying loans made in previous years.

“The GGLDC will continue to actively market our shovel-ready parks in collaboration with the Genesee County Economic Development Center in 2021,” Cunningham said. “We have been working on a few projects that we anticipate will come to fruition by the end of 2021.”

Gateway LDC approves loan and two property sales

The Genesee Gateway Local Development Corporation (GGLDC) approved a revised and consolidated loan and two purchase and sale agreements for parcels in the Gateway II Corporate Park at the corporation’s Nov. 1st board meeting.

Artisinal cheesemaker Yancey’s Fancy requested the revision and consolidation of a January 2017 loan for an expansion project at the company’s Town of Pembroke facility. A $233,449 loan from the GGLDC’s Revolving Loan Fund #2 will close out the fund in its entirety and will be consolidated with two outstanding loans totaling $340,000.

The GGLDC also approved the sale of a 22.2-acre parcel of land at the Gateway II Corporate Park in the Town of Batavia to Mega Properties Inc. which plans to build a 60,000-square-foot facility.  

Wellsville Carpet Town Inc. received approval from the GGLDC to purchase a 2.9-acre parcel of land also located in the Gateway II Corporate Park. Wellsville Carpet Town plans to construct a 15,000- to 20,000-square-foot facility for an outlet center at the site. A purchase and sale agreement set the land price at $45,000 per acre. The company owns Ashley HomeStore, a business also located in the Gateway II Corporate Park.

Both Mega Properties Inc. and Wellsville Carpet Town Inc. may seek incentives from the Genesee County Economic Development Center (GCEDC) in the future.

The Board of Directors of the Genesee Gateway Local Development Corporation (GGLDC) passed a budget for fiscal year 2019 at its board meeting on Nov. 1. The budget anticipates cash outflows of approximately $2.5 million.

“The mission of the GGLDC is to foster local economic development by making real estate development investments that prepare sites in Genesee County for new corporate tenants,” said Tom Felton, chairman of the GGLDC.

“The GGLDC also provides strategic investment funding to support the GCEDC’s ongoing economic development and workforce development programs.”

The anticipated 2019 expenditures of the GGLDC include operations and maintenance for the MedTech Centre building, site/corporate park maintenance, an economic development program support grant to the Genesee County Economic Development Center (GCEDC), continuing to support a dedicated workforce development consultant, and professional services. 

Other significant items include: an $890,000 pass-through grant from the New York State Department of Transportation that furthers the ability of the tenants of the Genesee Valley Agri-Business Park (Ag Park) to access rail; $655,000 in debt service payments supporting development at the Ag Park and the MedTech Center campuses; as well as $352,000 in expenses related to wastewater treatment facility upgrades in the Village of Corfu in partnership with the Town of Pembroke, supporting the Buffalo East Technology Park. 

A major source of revenue is rent of $670,000 from the MedTech Centre facility. In addition, $205,000 will be received through the Empire Pipeline Community Benefit Agreement for the final payment of Ag Park bonding. Additional cash receipts will include $202,000 in principal and interest payments from several companies repaying loans made in previous years.

Local Dev Corp to consider loan for Yancey's Fancy

The Genesee Gateway Local Development Corporation (GGLDC) will consider approving a revised and consolidated loan as well as two purchase and sale agreements for parcels in the Gateway II Corporate Park at the agency’s board meeting Thursday, Nov. 1st.

Rest & Revival Float Center in Batavia approved for GGLDC loan

The Genesee Gateway Local Development Corporation (GGLDC) today approved a loan for Rest & Revival Float Center LLC’s renovation of a City of Batavia facility.

The startup company will be the first health and wellness center in Batavia and Genesee County to provide floatation therapy services.

The renovation includes the purchase of new machinery and equipment. The project has a capital investment of $355,000 and will retain two jobs and create three new jobs.

The company will receive a $100,000 loan from the Genesee Gateway Local Development Corporation’s Revolving Loan Fund.

Rest & Revive will provide floatation therapy and retail sales of floatation sleep therapy systems.

“Businesses are developing new ideas to grow with our economy,” said GGLDC Board Chairman Tom Felton. “The Revolving Loan Fund offers assistance to create more opportunities for companies and our community.”

Audit declares Genesee Gateway Local Development Corp. in 'full accordance' with U.S. accounting principles

Mostert, Manzanero & Scott, LLP, presented a summary of the audit process undertaken, the scope of their engagement and audit results to the Genesee Gateway Local Development Corporation (GGLDC) Board at the March 24 meeting.    

The GGLDC Board engaged the certified public accounting firm to perform an independent audit of 2015 financial statements. The independent audit was designed to issue an opinion on the financial statements of the GGLDC for the year ending Dec. 31; a management letter to the Board of Directors management; and, a report about internal control over financial reporting in accordance with Government Auditing Standards.  

Included in the management letter is a statement from Mostert, Manzanero & Scott, LLP, affirming that no material deficiencies in internal controls were identified during the audit. The firm also affirmed that, in their opinion, the audited financial statements present fairly, in all material respects, the financial position of the GGLDC as of Dec. 31,  in accordance with generally accepted accounting principles.

“I am pleased with the continued positive audit results, and it speaks to the professionalism and transparency of the organization,” said Thomas Felton, president and chairman of the GGLDC.  

In 2015, the GGLDC, including Genesee Agri-Business, LLC (GABLLC) activity, received $1.2 million in grant revenues.

These grants included a NYS Homes and Community Renewal grant that supported infrastructure development at the Genesee Valley Agri-Business Park (GVAB) and the LeRoy/ Bergen America’s Best Communities grant, as well as an Empire State Development grant to support the development and marketing of the Science and Technology Advanced Manufacturing Park (STAMP).  

The GGLDC also recognized grant revenue from National Grid, which supported Buffalo East Technology Park (BTEP) infrastructure, an annual Community Benefit Agreement payment with CNL Income (Darien Lake) to support infrastructure in Western Genesee County, and an annual PILOT Increment Financing payment from Genesee County that supports a bond payment for infrastructure at the GVAB Park.

Currently, there is $6.9 million of land held for sale and development under the agencies control including 57 acres at the Gateway II Corporate Park, 67 acres at the BETP, 250 acres at the GVAB Park, 34 acres at Med Tech Park, and the Upstate MedTech Centre Building including an Innovation Zone for entrepreneurial businesses.

GGLDC approves annual budget

The Board of Directors of the Genesee Gateway Local Development Corporation (GGLDC) passed a budget for Fiscal Year 2016 at its board meeting today with anticipated cash outflows of $2.4 million. Funding will be realized primarily through grant revenue (restricted to the project for which the funding was awarded), rents and loan repayments. 

Major sources of revenue includes a $750,000 grant from the New York State Department of Homes and Community Renewal program for the p.w. minor project and the remaining balance of a $200,000 grant from New York State Empire State Development. The balance of the ESD grant will be used for the development of the Western New York Science and Technology Advanced Manufacturing Park (WNY STAMP). 

Rent revenue of $672,000 will be generated from the MedTech Centre facility and common area maintenance fees from the Buffalo East Tech Park and Genesee Valley Agri-Business Park (Ag-Park). In addition, $672,200 in revenue will be received through the Empire Pipeline PILOT Increment Financing (PIF) and grant revenue from the United States Economic Development Administration that is restricted to support development at the Ag-Park.  

Additional revenues include $14,000 in grants from National Grid and $498,600 in principal and interest payments from several different companies for loans made in previous years.

Anticipated 2016 expenditures include the distribution of the state grant to support the p.w. minor project and building maintenance, an economic development program support grant, professional services and site/corporate park maintenance.

In 2015 the GGLDC made progress on a number of projects including: the widening of Route 63 to support commerce in the Ag-Park; assisting Bergen and Le Roy in securing an America’s Best Communities grant to create an economic development revitalization plan; and, completed enhancements to Buffalo East Tech Park, including roadway installation and improvements to the Route 5 entrance. The improvements at the Buffalo East Tech Park enabled the construction of Yancey’s Fancy new $20.6 million facility. 

“Thanks to the County’s assistance and our funding partners, the GGLDC has been successful in completing many projects,” said Thomas H. Felton, chairman of the GGLDC Board of Directors. “We continue to see significant attention from new businesses interested in locating in our County, and we are excited to work with our partners to bring new jobs and investment here.”

Foundation provides nearly $220K grant for workforce training

The ECMC Foundation provided grants totaling $219,424 to area organizations that help advance the quality of workforce and educational programs and services in Genesee County and the GLOW region (Genesee, Livingston, Orleans and Wyoming counties). ECMC Foundation is a nonprofit organization based in Los Angeles with a mission to provide investments aimed at facilitating improvements that affect educational outcomes, especially among underserved populations.

The recipients include Genesee Valley Educational Partnership, Western New York Tech Academy, Genesee Community College (GCC) and the Genesee Gateway Local Development Corporation (GGLDC). The Foundation pledged dollars to assist these organizations to help underprivileged residents in the GLOW region in obtaining better access to workforce development training and college programming.

“These grants will not only improve the quality of our region’s many educational programs and services, but also provide both high school students and adults with the critical tools and training they need to be successful in the workforce,” said  Tom Felton, president and chairman of the GGLDC. “We look forward to working with the ECMC Foundation in disbursing the funding to these very worthy organizations.”

The Genesee Valley Educational Partnership, which received $100,000 of the grant, will use the funds to improve training programs for high school and adult students pursuing careers in-demand manufacturing fields, as well as purchase new machinery for its training facilities. The Genesee Valley Educational Partnership is one of 38 cooperative school districts in New York State that provides shared educational programs and services to its component school districts, including the Batavia City School District.

“The Genesee Valley Educational Partnership is honored to be included as a recipient of the ECMC Foundation grant,” said Kevin MacDonald, district superintendent of the Genesee Valley Educational Partnership. “This grant aims to provide adult and high school students with new opportunities to gain employable skills.

"The scope of this grant is vast. This program will be open to high school students who attend any of the 22 component school districts served by the Partnership, as well as any student enrolled in the Partnership Adult Education Program. Our goal is to help highly skilled workers meet the emerging needs of industry within our region.”

Chuck DiPasquale, director of Programs, Genesee Valley Educational Partnership, said: “This grant will be utilized to make improvements to the machining and welding programs at both Genesee Valley Educational Partnership’s career and technical education centers. High school and adult students will have the opportunity to be trained on the latest and most up-to-date equipment and technology. Upon completion of the program, students will be highly qualified and ready to meet industry standards.

Western New York Tech Academy, an early college high school supporting grades 9-14, was awarded $61,710. The Academy will use the funds to enhance training programs for its at-risk students through the purchase of new workplace equipment and furniture for its classrooms.

“It’s our mission to create learning environments that support a cultural shift away from the traditional classroom and toward today’s workplace,” said Tom Schulte, principal, Western New York Tech Academy. “This can only happen if the physical space supports it, and it’s through the generosity of the ECMC Foundation that will allow us make this shift a reality.”

Genesee Community College (GCC), the recipient of a $44,390 grant, will purchase new equipment to support lab and "hands-on" learning activities in its food-processing educational programs.

"GCC's newest degree, Food Processing Technology AAS, gives residents in our rural community an opportunity to secure well-paying jobs -- such as production and quality control supervisors and safety and storage technicians," said Rafael Alicea-Maldonado, Ph.D., GCC's dean of Math, Science and Career Education.

"These are excellent careers in the burgeoning food-tech industry which are also 100-percent made in America. Funds from the ECMC Foundation will help us purchase the state-of-the-art equipment necessary for this new program including refractometers, salt, moisture and lacticheck analyzers and ebulliometers."

Lastly, the GGLDC will receive $13,324 to facilitate the coordination of the various activities of the grant recipients, including overseeing reporting requirements as stipulated in the agreement with the ECMC Foundation to monitor and track progress of each initiative.

Sarah Noble-Moag appointed to GGLDC board of directors

The Genesee Gateway Local Development Corp. (GGLDC) has appointed Sarah Noble-Moag to the organization’s board of directors.

“Sarah Noble-Moag was selected to serve on the GGLDC board because of her extensive management experience with various dairy companies right here in Genesee County,” said Thomas Felton, GGLDC board chairman. “Her skills and background knowledge of the local agricultural industry will be a tremendous asset to the board.”

Noble-Moag is a personnel manager for Linwood Management Group, LLC, which provides management services to dairy companies, including Noblehurst Farms, and Synergy, LLC. In this role she coordinates staffing, employee payroll and benefits, communication and recruitment for the group along with being responsible for overseeing internal personnel controls and staffing.

In addition to her position with Linwood Management Group, Noble-Moag is very active within the community. She is the past president of the board of education for the Pavilion Central Schools, and continues to serve on the audit committee.

She maintains an active role in education and training for our rural communities, advocating for affordable, quality public education by serving as a board member on the Agricultural Affiliates, which provides leadership necessary to build a strong workforce for agriculture in the Northern U.S. She also is a member of the National Council of Agricultural Employers and New York State Agricultural Society.

Noble-Moag is a graduate of Cornell University and a graduate of Class VI of LEAD New York. She an elder in the Covington Presbyterian Church, and has served on the Committee on Ministry and Migration Working Group (a forum on immigration reform) for the Presbytery of the Genesee Valley.

She resides in Pavilion with her husband, Timothy Moag. They have three grown children.
