Budget process is a teeter totter of balances

School budgets are like teeter-totters, Batavia City Schools Superintendent Jason Smith says.

The old kids’ playground toy — that seated a person on each end and they’d push off when their feet hit the ground — is a balancing act. Likewise, school officials try to have a budget with no one end greatly outweighing the other, he said.

“We’re not just pulling pieces out of thin air,” he said during Thursday’s budget hearing at Batavia High School. “(It’s about) having school programs … and what our taxpayers can afford.”

Teeter totter process …
After board budget sessions and a meeting on April 21, the board adopted a proposed 2022-23 budget of $54.8, which is an increase of $2.7 million from the current year’s budget.

A tax levy of just under $20 million will mean a 1 percent tax increase, which Smith believes is a good deal considering all of the program offerings at BCSD, he said.

During his first few months as superintendent, Smith has heard “over and over” how many opportunities there are, from fishing and skating clubs to academic, athletic and other extracurricular activities, he said.

The district’s focus is mainly on getting kids caught up from prior “learning losses” due to the pandemic’s shutdowns and remote and hybrid education methods, he said. As for the offerings, many of them are not mandated by the State Education Department, including art, laptops, musicals, athletics, smaller class sizes, Community Schools, and even school counselors, he said.

Can anyone imagine school without these amenities, he said.

“These are the pieces we don’t have to have,” he said. “Pieces that really make our school our own school.”

Potential tax rate …
A 1 percent property tax increase would add 19 cents to the current tax rate of $19.23 per $1,000 assessed property value. Comparing apples to apples, the property tax for a home assessed at $100,000 would mean an increase of $19 a year. However, if that same property has been reassessed to $125,000, the yearly property tax would increase by $504.50 ($100,000 X $19.23 versus $125,000 X $19.42).

CLARIFICATION: Because of how tax levies actually determine the tax rate, the tax rate, with increased assessments, could actually go down.  For an explanation, see this story.

The district assessing changing enrollment numbers and the teacher-to-student ratio, he said, to be “conscientious” about the needs and expenses of the district. He emphasized that the district isn’t responsible for setting certain items that can upset taxpayers.

‘We don’t control assessments, we don’t control the tax rate,” he said. “We control the tax levy.”

Taxing entities within the district include the schools, city, library and Genesee County. There is a proposed $100,000 Capital Outlay project included in the budget, which would be reimbursed with about 90 cents for every dollar spent, he said.

What about a ‘no’ …
Smith did not mention, or answer the question from The Batavian previously, about what would happen if district residents should vote this budget down. As Benedict said in response to The Batavian’s question, “I am optimistic that our BCSD proposed budget will pass.”

“However, State Education law provides every school district with options if their budget is rejected,” she said after the meeting. “I am hopeful that this budget passes because it best supports the students of the district.”

The New York State School Boards Association lays out the protocol in case the voters reject a school budget. The school board can prepare and adopt a contingency budget or go to the voters again on June 21, the statewide uniform budget revote day.

If the voters have twice rejected a board-proposed budget for a given fiscal year – either the same budget or a second version – the law prohibits submitting a budget or other expenditure propositions to the voters a third time. The school board must then adopt a contingency budget for the upcoming fiscal year by July 1, NYSSBA states.

Boards may pass multiple resolutions to approve contingency budget appropriations, it states, for specific purposes until the board adopts the overall contingency budget. A contingency budget funds only teachers’ salaries and those items the board determines are “ordinary contingent expenses,” the association states.

Ordinary contingent expenses have been defined under law to include legal obligations; expenditures authorized explicitly by statute; and other items necessary to maintain the educational program, preserve property and ensure the health and safety of the students and staff.

Expenditures that do not constitute "ordinary contingent expenses" include new equipment, public use of school buildings and grounds, except where there is no cost to the district, nonessential maintenance, capital expenditures (except in an emergency) and consultant services to review district operations and make recommendations necessary for the creation of the budget.

Voters approve tax levy for Richmond Memorial Library

Nearly 80 percent of Thursday’s voters approved the requested tax levy for the 2022-23 Richmond Memorial Library budget, Director Bob Conrad says.

A tax levy increase of $21,865 — the first such increase in three years — fell under the allowable tax cap at a 1.6 percent increase, he said. Voters approved the proposition for the Batavia Board of Education to increase the annual appropriation from $1,359,604 to $l,381,469 to benefit the library.

“I am pleased to announce that the Richmond Memorial Library's proposed 2022-23 tax levy increase passed with 79.9% of the vote today,” Conrad said in an email Thursday evening. “An increase of up to $61,947 would have been allowed under NY's Tax Cap legislation, but an increase of only $21,865 was sought.”

In his written message to library patrons before the vote, Board President Gregg McAllister said that several initiatives contributed to the “slight increase,” including an expanded team of professional librarians and a new full-time teen librarian, increased hours for a library assistant who focuses on the middle school population, and expanding hours in the Library Visits program.

“We hope to see you at the library to check out the programs or various resources available to our community, or use our online materials or other forms of technology,” McAllister said in the library newsletter. “”We believe the Richmond Memorial Library is a gem for our city and worthy of its reputation as a source of information and assistance, a true community hub.”

Rebecca McGee, who ran unopposed, was elected to a second term on the board of trustees.

Library tidbits …

As of June 2021, there were:

BHS auditorium to get a new name

It was the spring of 1927 when a “very unique”assembly program took place at Batavia High School, Patti Pacino says.

Frank E. Owen had just begun as music director, and he asked students to “sing with me.” Not only did they sing, but the school newspaper described it as something to behold, all due to Owen’s incredible influence, Pacino said.

“Because of his strength and excellence, a score of music groups have grown here,” Pacino, a city resident and councilwoman, said during the Batavia City Schools board meeting Thursday. “I’m here to represent hundreds of alumni, asking you to allow us to honor the man who started here at Batavia High School by naming the BHS auditorium after Frank E. Owen, as a show of respect and thanks.”

The board previously had a discussion about the merit of naming a piece of school property after someone notable. Most board members voiced support of the idea and Board President Alice Benedict opposed it. Owen had been suggested for the high school auditorium, and the public was invited to weigh in on the decision. His prominence has been recognized with a Musicians of Note Award in 2019 and a scholarship in his name for seniors pursuing a degree in music.

Upon his arrival, Owen formed and inspired a girls and a boys glee club, bands, an orchestra, a drumline, musical theater shows and a host of aspiring musicians throughout his time to present day, Pacino said. She wasn’t alone in her zeal to see Owen honored in this way. Melzie Case, a Batavia Middle School music teacher, and middle school band director Sean Williams each endorsed Owen as an appropriate candidate for the auditorium name.

Although Case had never met Owen — he was music director from 1927 to 1964 — she’s had a sense of who he was.

“I can feel Frank E. Owen’s work and spirit in our music department today,” she said. “(Naming the auditorium after him) will allow us to honor all past, present and future musicians.”

Williams first gave a brief history lesson on other well-known city icons, such as VanDetta Stadium named as a “fantastic testament” to the positive accomplishments of Coach Daniel VanDetta. Williams then turned to Owen. “This man graced us for 27 years,” Williams said. He added that it would be only fitting to honor him as so many athletic coaches and athletes have been recognized with the Athletic Hall of Fame.

The board required no more discussion when it came time to vote. The move was approved by a vote of yes from Barbara Bowman, Jennifer Lendvay, Michelle Humes, John Marucci and Chezeray Rolle, and the lone no vote from Benedict. Benedict had previously said she wasn’t against Owen but did not agree that pieces of school property should be named after a particular person. 

She announced the board's next move after the vote.

“We will be dedicating the auditorium to Frank E. Owen,” she said.

Batavia City Schools budget presentation, board candidates on agenda

As much as Michelle Humes would have liked a zero percent tax increase, she also realizes what comes first.

“We have to keep in mind that our students are the priority,” said Humes, a Batavia City Schools board member. “The approved budget keeps all of our existing programs intact while recognizing that there are ongoing financial challenges due to the rising costs our country is facing.”

She is a city homeowner who is also facing rising assessments and cost of living hikes, she said, but she voted for the proposed $54.8 million budget and related 1 percent tax levy increase as a good move for district residents. Echoing what other board  members have said, the decision was not an easy one, Humes said.

“We spent many hours reviewing the budget and working with Superintendent Jason Smith and Business Administrator Scott Rozanski analyzing the numbers. I voted to approve the budget because of the hard work of Mr. Smith and Mr. Rozanski in getting the increase down to 1 percent,” she said. I feel that a 1 percent increase after having a zero percent increase in five out of the last 10 years is a win for the community, especially since it is still below our tax cap of 1.62 percent. I fully support our BOE decision to approve this budget.’ 

Given that the preliminary budget had a 5.5 percent levy increase to support it, Humes and fellow board members have expressed relief that it’s now down to 1 percent. That is not only a win for the community, Humes said, but “most importantly for our students.”

District residents will have an opportunity to hear the budget presentation and ask questions at 6 p.m. Thursday in the Superintendent’s Conference Room at Batavia High School, 260 State St., Batavia. Those wanting to speak do not need to have signed up before the meeting date.

There will also be time to meet Board of Education candidates Korrine Anderson, a newcomer vying for one of three seats; and incumbents John Marucci and Chezeray Rolle. Board member Michelle Humes is not seeking re-election.

A Le Roy High School graduate, Anderson has a bachelors in science from Elmira College, is a health and wellness coach and is ready “to give back in another way” besides volunteering for parent groups throughout her children’s time in elementary and middle schools, she says. She and her husband Michael have three children, Zachary, Aidan and Ava.

“I know what it involves to be an effective member. I am looking to be a part of this side of the education system,” she said in the district’s newsletter. “I think it’s a great opportunity for me to learn and share more of what the school board does to the parents and neighbors and community I know. I am so ready to serve.”

Marucci is currently the board vice president, having served three years, and has “thoroughly enjoyed serving the students, parents and staff of the BCSD,” he said in the newsletter. Marucci’s son Kaden is a senior and Damien a freshman, while two older step-sons are graduates of Batavia High School. A customer service rep with Orcon Industries, he would like to continue serving students as a member of the board, and he believes “we have some unfinished business.”

A BHS graduate, Rolle left Batavia to serve in the U.S. Army, which is when he met his wife Bianca. They have three children who are now “walking the same halls that I once did,” Rolle says.

“I love being a voice and serving the people of this community that I live with,” he said in the newsletter. “It will be a great honor to be one of the candidates chosen to sit and make discussions (SIC) on behalf of the citizens of Batavia.”

The agenda includes a counseling plan presentation by counselor Sherry Crumity, a vote on dedicating and naming the high school auditorium for former music director Frank Owen, and a board discussion about the public speaking policy to sign up by 1 p.m. the Friday prior to a Thursday board meeting.

Local leaders and developer celebrate groundbreaking for 'affordable' Ellicott Station in Batavia

Switching gears from the fast track to market-rate housing, businessman Sam Savarino now believes that Batavia — more specifically Ellicott Station — is more about being affordable.

“It’s difficult for people to afford housing, and then there’s a shortage of quality, affordable housing,” Savarino said to The Batavian after the ceremonial groundbreaking of Ellicott Station Tuesday. “In any event, the market study showed that there was a top end of the market that people could afford to pay in this area, otherwise, it wouldn’t be successful.”

Savarino, of Savarino Companies, was joined by City of Batavia and Genesee County leaders to pitch some dirt as a symbolic gesture for the beginning phase of a 3.31-acre mixed-use redevelopment project of vacant and abandoned industrial brownfield land downtown.

Abatement, demolition of two dilapidated buildings, land remediation, reconstruction of public storm drainage infrastructure, and construction of a 55-unit apartment building is on the way toward a summer 2023 completion. The site is to also offer adaptive reuse of the building to be used as a brewery, restaurant and/or events facility, plus improvements made to a public ‘Rails to Trails’ walking trail.

The total project cost is $20.7 million for 74,000 gross square feet, four stories, 55 units, 52 balcony units, nine units meeting Americans with Disabilities Act requirements, 37 garage parking spaces and 44 surface parking spaces, built-in laundry facility, an elevator, community room, bicycle storage and an enclosed ADA playground.

Another portion has a $4.2 million price tag and includes 11,285 square feet, 5,000 of which are for an outdoor landscaped beer garden, 25 dedicated surface parking spaces and rear access with loading dock and storage areas.

Savarino wants to build housing for people that can and will use it. And the state will help out “to close the gap” by providing housing tax credits and financing for such housing projects, he said.

“So, in return, they’re going to expect you to make sure that those rents are — remain — at that affordable rate if you don’t take advantage of what they offer,” he said.

Otherwise defined as “workforce housing,” with one and two-bedroom units, the Ellicott Street complex will most likely attract people earning about $20 an hour or below, he said. Ellicott Station should be affordable to them, he said.

“The idea being that nobody should be expected to pay more than a third of their income for occupancy that includes rent, or a mortgage, and their utilities,” he said. Part of the idea was if you’re creating jobs here, you want to have safe, modern quality housing for those workers that they can afford.”

The project is part of Batavia’s Downtown Revitalization initiative and is located within a state-designated Brownfield Opportunity Area, which requires abatements and remediation from prior use of toxic materials on the property.

Mother’s Day event an opportunity for crafts, baked treats and art appreciation

Jim Stucko recalls when he was going to bed at night and his father would head for the kitchen. The elder Stucko was going to prepare a few batches of his winning rye bread recipe so he could bake it and take to some friends in the morning. 

Not only was Stucko, a former Elba resident, a talented sculptor and artist, but he was also “an amazing cook,” his son said.

“I miss the guy a lot. Every time I cook something I think of the conversations we had in the kitchen,” Jim said during an interview Tuesday with The Batavian. “My parents rocked this world.”

Art pieces from John and wife Sophie Stucko’s collections will be on display with late artists Patricia Burr and Eunice Hare Murphy for a first-ever Mother’s Day Craft Sale and Basket Raffle 10 a.m. to 3 p.m. Saturday at the Elba Firemen's Recreation Hall, Route 98, Elba. The event is being organized and hosted by Elba Betterment Committee. 

“The whole thing is part of the grant we received from GO Art! for our project: Elba Betterment Committee presents Art Around Town. The idea for including our local artists actually came from one of our members, Kelly Dudley, who has always wanted to do this sort of thing at The Mill in Elba,” EBC President Pauli Miano said. “After contacting families, three were willing and excited to share their loved ones’ talent with us.”

The artist pieces will be on display in the Rec Hall. Burr and Murphy were art teachers at Elba Central School, and all three artists shared their work in the community by donating pieces to the school, churches and other organizations, Miano said. 

The Stucko couple collaborated on a lot of projects, Jim said. John would make wood cabinets and Sophie’s handmade stained glass would adorn the doors. She was from Batavia and John from Albion, and after they married they purchased a home in Elba, Jim said. His parents were avid outdoors lovers, and his dad memorialized various species of birds and fish in a painstaking fashion. 

“The birds were carved, the feathers were burnt into the wood for texture, and then he painted them. I bet he’s got 100 hours into the painting,” Jim said. “It wasn’t a job; it was a labor of love. He would stay in his shop painting, and if he didn’t like it, he would paint it again.”

He remembers his dad scouring books for just the right species of bird, and fine-tuning the colors and textures of each piece. His work grew so popular that people would offer to commission him for particular projects, though John rebuffed them. He preferred to create exactly what he wanted, and not necessarily what others had in mind, Jim said. Quite possibly the artist was a perfectionist, and it showed in his work. 

One of his last pieces was a pileated woodpecker for someone he connected with over a love of the outdoors and birds. 

“It was absolutely mind-blowing,” Jim said. “He was highly skilled in many venues, and he was a people person. Until we started to go through photos, I never realized how much my dad smiled.”

Jim chuckled as the thought about his folks’ resolve to remain strong — or strong-willed in some cases — throughout their busy lives. John Stucko was active with his craft, which included gourd carvings, until he died in 2019 at 89. Sophie died a few years prior in 2017 and was 83.

There will be 25 vendor tables featuring hand-crafted items and food. The committee wanted to ensure there wouldn’t be a lot of duplicated items, so each vendor is to be selling a particular craft. They range from wood signs and handmade purses to floral arrangements, ornaments and, for the sweet tooth, a bakery section with cookies, cakes and cannolis, Miano said. 

The committee will also be serving food to purchase, and the first 50 Moms will receive a free carnation. Genesee County Sheriff’s Office staff will also be on hand with photo and fingerprint equipment for families that request it for their children.

Eunice Hare Murphy was a 1948 Elba Central School graduate. She then completed her degree in Art Education at Skidmore College in Saratoga Springs.  She completed her MS in Elementary Education from SUNY Brockport. Her first teaching job was for the West Bloomfield School District.  Her family shared that she drove her small Chevy with a standard transmission back and forth from Genesee County every day.  

Over the years, “Eunie”, as she was known to her friends and family, taught art at Byron Bergen Central School, and finished her distinguished career as an educator at Elba Central.  She taught classes in Art, Crafts and Photography.  Eunice was a member of the Writer’s Guild in the 1970s and even tried her hand at poetry.

Eunice loved gardening, and with the help of a variety of rocks and different plants, enjoyed making clever and, at times, eccentric gardens. While teaching at Elba she was the yearbook advisor, and helped to develop the Variety Show which ran for years afterward as a fundraiser for the yearbook. Eunice lost her four-year battle with cancer in 1988 at the age of 57.

Patricia Burr’s enthusiasm for painting is evident in a collection of 14 sketchbooks, each with memories of the places and people she visited during vacations, workshops, and even in study hall at Elba Central School. Along with pencil and ink sketches is a drawing rendered in brown eyebrow pencil while in the dark at Kleinhans Music Hall without a pen.

Her minivan didn’t leave her home without “the art stuff,” just in case she would find an interesting scene. This could be while waiting for the doctor or dentist, or even during time-outs during jury duty; that was the time for her sketchbook.

Burr’s philosophy was to “make a drawing because you gain much more information by observing the subject than you do when you simply snap a photo.” Scribble a few color notes, date and time of day, weather alongside the sketch to help when planning to paint later in the studio, she said.
Burr was inspired by fellow painters Margaret M. Martin, Franklin Jones and Don Getz. Her education included Albright Art School, Buffalo State College, University of Buffalo and Rochester Institute of Technology.

Active all of her life, Burr died at age 96 in 2014.

Batavia icon leaves community with fond memories, significant impact, from her work

When it came to words and action, Catherine Roth respected each for its place in society.

Whether her efforts were for guidance of youth, beautification of a landscape, advocacy of a historical landmark or to correct the label of a piece of Batavia architecture, Roth’s head and heart were in the right place. When it came to doing any actual physical work on a project, Roth was there too, pitching in to help.

She had deep convictions and stood up for what was right, said the Rev. Roula Alkhouri of Batavia’s First Presbyterian Church.

“Catherine was a very strong and yet compassionate woman. She cared about the common good … and preserving the history and character of Batavia,” Alkhouri said Friday to The Batavian.  “Catherine always spoke her mind but was also willing to listen to other points of view. She was ahead of her time on many social issues. She took history very seriously and often taught us about the Civil War and the history of Batavia and Western New York. Catherine experienced a lot of loss in her life but stayed strong and resilient. In fact, her losses often motivated her for action and for advocacy.”

Roth died this week while residing at an assisted living facility in Albany. As one of triplet sisters, the Batavia native made her mark here in many ways, from swimming lessons and advocacy of historical treasures to board participation and planting flowers. Roth had a hand in many projects and organizations throughout Genesee County. 

She was behind the effort to secure the listing of First Presbyterian and Batavia Cemetery for the National Register of Historic Places, helped to save the former Engine House and St. James Episcopal’s adjacent rectory, served on multiple nonprofit boards, provided her eloquent insight and, perhaps most importantly, wasn’t afraid to do the hard work.

Bill Kauffman, Elba author and screenwriter, who had taken swimming lessons in Roth’s pool back in the day, knows well of her contributions. In the mid-1960s, when Batavia’s city fathers were making “the catastrophic decision to embrace Urban Renewal,” she stepped up her advocacy chops.

“She was the passionate and articulate leader of those who spoke up for the preservation and the history and integrity of Batavia,” Kauffman said. “She warned that Urban Renewal would be a disaster as well as an insult to our ancestors, and she was right.”

Her “prophetic voice” aside, Roth was also a “tireless volunteer” who did, quite literally, get her hands dirty, he said.

“In her 80s she was working in the old Batavia Cemetery on Harvester, helping to right toppled tombstones and cursing gopher holes--and suffering numerous bouts of poison ivy,” Kauffman said. “She planted and tended flowers at Dwyer Stadium, where she and her husband Larry were constant presences over the years. The Landmark Society, the Hospital League, the ARC; they all benefited tremendously from Catherine's hard work.”

Speaking of swimming lessons, Kauffman also shared that Roth informed his wife, Lucine “that I was the worst student she ever had,” he said. “This illustrates two of her outstanding qualities: she embodied the volunteer spirit, and she told it like it was.” Roth had no fear communicating what she felt was right, even in the face of being called out for being a pushy woman. She even contacted a reporter or two and chided them on the misuse of a particular word or piece of history. 

Roth’s long list of accomplishments includes being a founding board member of the Landmark Society in 1964, spearheading the publication of “The Architectural Heritage of Genesee County,” serving decades as Girl Scout troop leader and on City Council, Holland Land Office Museum and YMCA boards was a member of the United Memorial Medical Center Hospital League, baked and donated hundreds of pies sold at the snack shop, tirelessly lobbied to change state law that allowed elderly people to retain their driver’s licenses after her son was killed in an auto accident, and was a member of the oldest living triplets in the United States. 

She’s been called a “force of nature” and credited for being the type of person that "every community needs to thrive." For Alkhouri, Roth, who served as a trustee at First Presbyterian, made a difference and left many church members with indelible visuals.

“People have fond memories of Catherine in her 80s going up the bell tower to clean and to help with its maintenance. They also have fond memories of Catherine being in charge of all the church meals as she coordinated volunteers and helped cook meals, especially for life celebrations,” Alkhouri said. “Catherine had a great sense of humor. Even though she seemed to be serious most of the time, she often found humor in many situations in life. We shared many laughs. Catherine loved God and found great comfort in worship and in serving others.”

A recipient of many awards, Roth was more recently bestowed a granite bench in her name at Batavia Cemetery. She had once said that her service was not a well-mapped-out plan, but just something that she did. Roth had also said that she didn’t want to be bored.

Suffice it to say, she couldn’t possibly have been. Roth touched so many lives through her good works, and that kept her busy into her late 90s. She never lost her Long Island accent, Kauffman said, and surely “was one of Batavia’s greatest citizens.”

Alkhouri never expected to have grown so close to Roth, she said.

“When I first started as the pastor of Batavia First Presbyterian Church, I had no idea how I would become so connected to Catherine. She was always affirming of my ministry and always honest in where she was on the journey of faith and of life,” Alkhouri said. “I feel personally blessed to have known and loved Catherine.”

Vaccine for tykes ‘another line of defense,’ says pediatrician

Parents may have questions now that Moderna has requested the emergency use of a COVID-19 vaccine for children under six years old.

Dr. Tracy Maier, a pediatrician with Rochester Regional Health’s Penn Fair Pediatric Group, has some answers, she says. Bottom line is that it could help, Maier said during a Zoom meeting with members of the media this week.

“It would be just one more implement in our defense against COVID,” she said. “Clearly, COVID is not going to go away, and we’ve proven that the best way to prevent the spread is to get vaccinated and to wear masks.”

“Traditionally, our population under age two has not been masking, so they are exposed, and our two- to five-year-olds are masking, if they tolerate it,” she said. “This is just one more line of defense against COVID.”

As many adults have experienced, masks, in general, have been dropped in lieu of getting vaccinations, loosened mandates and/or a belief that the imminent danger is gone. Though Genesee County’s data hasn’t exactly supported that notion. Latest statistics have shown an uptick in cases, with 168 new positive COVID-19 cases from April 13 to 19, and 278 cases from April 20 to 26. There have been a total of 185 deaths reported due to the virus as of April 25. 

Ages 0 to 19 had dipped from April 6 to 13 and then began to rise again toward the end of the month, coinciding with an increase of positives from the 60+ group, according to the Genesee Orleans Department of Health website. 

So does that mean that parents should line up to get their four-year-old a shot? Don’t just take Maier’s advice, she said. Have a talk with your child’s pediatrician. Ask questions, such as what are the benefits, the risks, and if there is anything parents should consider as unique to their child’s circumstances that make a vaccine more or less important to their health. 

Other questions may be what are the long-term effects? What difference will it make to my child with the vaccine versus not getting one, Maier said. For those in-between situations where, say, a child is under five and a parent is wondering whether to get the vaccine, “it depends on the circumstances,” she said. 

“If the child is at high risk because they have an underlying medical condition, I’d say let’s go ahead with this when it’s approved for your age group,” she said. “If not, I’d say, let’s wait until the age that we know when it’s effective.” 

Moderna’s request for emergency use, if approved, would make it the first vaccine for children under five. There are 18 million such children in the United States currently not eligible to receive a vaccine, she said. 

Despite lessened vigilance about wearing a mask, getting a vaccination “is still very important at this phase,” she said. 

“COVID is a virus, and we know from looking at other viruses (influenza) that viruses mutate and it’s going to mutate quickly,” she said. “And we know that vaccine is one of the greatest things that we have in our defense of this virus … to continue with our daily lives as usual. Once you are vaccinated, once you have been exposed and don’t have any symptoms, you can go on about your lives … children can still go to school, and they can still go to daycare (if no symptoms). It allows life to continue on as it normally would.”

This week Moderna, a biotechnology company pioneering “messenger RNA” therapeutics and vaccines, announced that it submitted a request for emergency use authorization for its COVID-19 vaccine in children six months to under two years, and two years to under six years of age. The request has been submitted to the U.S. Food and Drug Administration for approval. The FDA has 30 days for the approval process.

According to the Centers for Disease Control, if the FDA does approve the vaccine, it will continue to oversee its production to "ensure continuing safety." Monitoring of the vaccine and production, including periodic facility inspections, must continue as long as the manufacturer holds a license for the vaccine product.

Building brick by brick is a lightbulb moment for Batavia entrepreneur

A new business on Harvester Avenue is taking an old concept of “brick-and-mortar” and feeding it with some bright thinking, owner Macy Paradise says.

Paradise, a 2003 Batavia HIgh School grad and owner of Paradise Fit in Elba, has branched out to include an all-inclusive facility for kids, adults, seniors and developmentally disabled folks. His logo is a brain inside of a lightbulb to represent a bright idea.

“The goal of this space is to have a more skill-building style,” Paradise said during the grand opening of The Brick Community Enrichment Center on Friday at The Harvester Center, 56 Harvester Ave., Batavia. “The Brick concept comes from an original idea that Joe Mancuso had in 1959, offering kind of a brick and mortar flex-use space for entrepreneurs. We wanted to rebrand that here, this being a flexible space, using it for all sorts of reasons. So we are trying to rebuild the community brick by brick.”

Paradise spoke while taking a short break from his DJ gig at the event. A versatile host of all things music for special events, celebrity debuts and even dance parties for, in this case on Friday, kids aged three to 12. The site’s overall concept was to host group fitness classes for all ages, and that grew into allowing space for skill-building classes, private events and to offer a more affordable rental option for bridal and wedding showers, birthday parties and the like. 

Paradise, 37, is a Batavia native who returned after a stints in each of Los Angeles, Calif. and Colorado. While living out west, he frequently returned to host events at the former City Slickers and Billy Goats, plus TF Browns. He also ventured into Erie County to host various entertainment gigs, such as international Electronic Dance Music producer and DJs Barely Alive and Virtual Riot, in Buffalo.  

The Brick Community Enrichment Center offers fitness classes from 5 to 7 p.m. Mondays and Wednesdays in May, and Paradise is planning other sessions for young and older alike, and also for people with developmental disabilities. It complements his main business, Paradise Fit, which offers personalized training, coaching, nutrition programs and meals, and an app for support. A personal trainer who also owns and operates the Elba-based fitness facility, Paradise initially started with personal training in Elba, doing one-on-one training sessions with clients. He proudly calls Elba home, having purchased one there in 2019, two years after moving back to Western New York. 

Meanwhile, he began to look for a space to do group fitness classes and was also hired as the Harvester Center's marketing director. 

“I found this space … and decided to open it up,” he said. “It’s another thing to do in Batavia.”

Assistant City Manager resigns for another opportunity in Monroe County

After about a year as Batavia's assistant city manager, Jill Wiedrick has resigned her post for a job in Monroe County, City Manager Rachael J. Tabelski says. 

Wiedrick was hired in June 2021 as a lifelong resident of Western New York and 15 years of experience in local government. She had been the senior county planner for Genesee County and was manager of zoning for the City of Rochester when she was hired for the assistant manager position.

"I would like to congratulate Jill Wiedrick, Assistant City Manager, for her time with the City of Batavia.  She is moving to a new job with the Village of Fairport.  It was a pleasure to work with Jill, and I wish her all the best in her career pursuit," Tabelski said in an emailed response to The Batavian. "Her last day with the City of Batavia is Friday May 13, 2022.  The City will actively advertise the position of Assistant City Manager in the near future to fill the position."

Three Batavians to participate in Florida championship

Two local girls and a coach, all from Batavia, will be attending their first-ever competition in Florida with Dynamic Elite Athletics, Batavia resident Robin Cook says.

They will be attending the Summit cheer and dance Championship at Walt Disney World Resort’s ESPN Wide World of Sports Complex beginning Thursday through May 1.  

Kayla Gangarossa, a Batavia High School graduate, is the coach of the Level 2 ICE team, and her daughter, Payton Spikes, will be going with Level One Junior D1amonds, Cook said in an email to The Batavian

Payton is a fifth-grader at Batavia Middle School. Her mom Kayla was a coach for Batavia Bulldawgs cheerleading, and Payton and her Batavia school peer Hailey Armison were Bulldawgs cheerleaders. Both Payton and Hailey will be participating in the Florida event. Dynamic Elite Athletics is a cheer and tumbling center based in Rochester. 

"This will be our first-ever D2 Summit, as well as our first-ever world finals for our open level 6 team Legacy,” Gangarossa said. “We will be kicking off our decade of purple and teal and celebrating 10 years of Dynamic Elite Athletics the week after we return from the summit."

The Summit Championship, founded by Varsity All-Star in 2013, will celebrate its 10th anniversary in 2022 and will showcase more than 1,500 teams and 24,000 competitors from around the globe. The Summit Championship is promoted as a way to provide a unique experience for athletes to compete against the best of the best across all levels of competition.

Elba Central battles inflation, proposes 2.5 percent budget increase

As Genesee County school districts provide details about their 2022-23 budgets, there seems no escaping inflation, and Elba Central Superintendent Gretchen Rosales isn’t afraid to admit she’s looking to cut corners.

Rosales, with the assistance of her district treasurer, Lisa Penna, has joined the list of district administrators who have pointed to the problem of rising prices for everything from electric and gasoline to wood.

“Some of the issues that we face include the sharp increase in utilities and other expenses. We have found that materials we need to operate have doubled in price. For example, the lumber for the high school construction class has nearly doubled,” Rosales said to The Batavian this week. “In order for our students to have the same experiences they have always had, we need to figure out where to cut corners in other areas. Everything from the cost of food to the topsoil we purchase has increased dramatically.”

Rosales and Penna have been working closely to create a budget that is “both fiscally responsible and also maximizes our expenditures to best serve the needs” of Elba Central School students, the superintendent said. 

The district has proposed a budget of $11,215,950, which is a 2.5 percent increase from the current budget. Rosales doesn’t expect any related tax rate increase, as the rate has decreased over the last year due to the estimated average assessed property values, she said. 

The financial plan includes a $100,000 Capital Outlay Project for enhancements to district security (re-keying the building, installing reinforced doors) and improving the heating/ventilation and air conditioning system and the boilers. 

A 65-passenger bus is also in the budget,  and that should be reimbursed by the state for up to 90 percent of the cost, she said. 

While the 2.5 percent increase is partially due to contractual obligations, instructional programs and BOCES services (occupational and special education), there are other reasons for this year’s proposed extra spending, she said.

Those rising prices, coupled with a steep increase in health insurance for employees, have prompted a focus on making cuts of any unnecessary expenses while “still providing top-notch instruction,” she said. 

“Being good stewards of the public's investment in education is not something that we take lightly; schools are not the only organizations feeling the pain of supply chain issues and rising costs,” Rosales said. “The families in the Elba community are feeling it just like everyone else.   Being cognizant of that reality is our primary focus right now.” 

She is thankful for a “great leadership team” that’s willing to be creative with new ideas for the student population. The district wants to hire a part-time social worker to better meet the needs of students in a post-pandemic time period, she said. That’s another common thread amongst county districts: counteract what was lost to students during two years of remote and hybrid learning away from class. The hiring process has just begun for this position, she said.

“We are also looking at enrichment and extension programs to help students bridge the learning gap that happened during COVID.  Schools will certainly need to contend with the COVID pandemic for years to come,” she said. “Elba is lucky in the sense that our small, tight-knit community is nurturing and supportive; we will continue to work through any challenges with this in mind.”

Another part of the upcoming budget vote are board members, both new and long-serving, she said. Current President Mike Augello will be stepping down from his role later this year, while newcomer Mercy Caparco and Travis Torrey run for two open seats.

Collaboration has been key to working on a budget, Rosales said, and she is “very thankful” for the help of Penna as district treasurer, her district clerk Donna Harris, a leadership team composed of department heads and the board.

“Of course, the Board of Education has always had the community's best interests at the forefront of this process; we want to be fiscally responsible while still providing the best education around,” she said. “I think we have a great balance in the 22-23 budget.”

The district’s vote will be from noon to 8 p.m. on May 17. There are four propositions to be on the ballot: The total budget, purchase of a new 65-passenger bus, authorizing a $100,000 Capital Outlay Project, and a vote for two Board of Education seats.

Helicopter crash reported in Elba

Multiple callers report a helicopter going down in the area of Norton and Edgerton roads in Elba. Elba Fire and Town of Batavia Fire, along with Mercy EMS, responding.

Genesee County Emergency Management Services has ordered the area to be closed to all unauthorized traffic.

UPDATE 2:03 P.M.: An area resident said that shortly before the crash she had seen a helicopter circling the area. It has been confirmed that it was a Mercy Flight helicopter. No information has been released yet about the crew. The crash site is at 7269 Norton Rd.

UPDATE 3:17 p.m.: State Police said that two crew members died in the crash; their names have not yet been released. The helicopter was on a training mission. The cause of the crash is undetermined at this time.

Hinz retires as captain for Batavia City Fire Department

Martin (Marty) Hinz was recognized for his 23 years of service during Batavia City Council’s conference meeting Monday evening.

Hinz “brought knowledge and dedication to the city,” with his first promotion to lieutenant, followed later to captain, at the Batavia City Fire Department. He “displayed a calm and composed demeanor” in the face of chaotic situations, council members said.

There’s one thing for certain with the City of Batavia lately: entertainment is not taking a back seat to anything.

Live and DJ music, arts, a dunk tank, parades, dancers and food will be filling up calendars from May 30 to July 2 now that City Council has reviewed the requests and passed them on to a business meeting for official votes.

During its Monday conference session, the council looked over several requests for downtown events, from an old standby, the Memorial Day parade, to a new happening of a carnival.

Participants will be lining up at Eastowne Plaza the morning of Memorial Day and walking along Main Street to Bank Street, settling into the city parking lot on Alva Place. A yearly event to honor military veterans, the parade is being organized by City Council member Bob Bialkowski. It’s to begin at 9:45 a.m. and end before 11 a.m.

Next up is a GLOW OUT 5K Run and Celebration that begins and ends at Centennial Park. This event is set for 5 to 9 p.m. on June 9.

GLOW OUT also has scheduled a parade and festival from 11 a.m. to 8 p.m. June 11 at Batavia City Centre parking lot downtown. Some 15 vendors and an estimated 600 participants are expected for the event, according to the organizer, GLOW OUT President Gregory Hallock. It begins on Richmond Avenue in front of Centennial Park and winds around Bank and Ross streets, Washington and Ellicott avenues and back to Centennial.

Also on June 11 (expected to be very busy Saturday), is the Eli Fish Brewing Company Carnival in Jackson Square. Various food dishes from Eli Fish, beer, carnival games, a dunk tank, live entertainment and vendor booths are on the event menu from 4 to 10 p.m.

Council members had few, if any, questions or comments about the events, all of which have completed event request forms and supporting documentation. Council President Eugene Jankowski noted that the GLOW OUT parade is on the same day as the carnival, but there shouldn’t be any conflicts.

“I know these are two on the same day, one is in the square and the carnival itself is not going to require anything from the city,” he said.

A former Ramble event that now includes a GO ART! Music and Art Festival, is set to run from 10 a.m. to 9 p.m. July 2 downtown. Two stages for music from 20 to 30 bands, an Artisan Alley of artist demonstrations, an arts and craft vendor fair, food trucks, a folk art stage with dancers and other performers and a children's craft area will spill out from Jackson Square onto Jackson and School streets and into a portion of the Save-A-Lot parking lot.

Costs for these events include $2,571 for the Memorial Day parade, with $922 for city police and $1,649.17 for the Bureau of Maintenance; $538 each for the GLOW OUT 5K Run and Celebration and parade and festival ($1,076 total); $538 for city police and $919.29 for the GO ART! Music and Art Festival and no costs involved for the Eli Fish Carnival.

Bialkowski wanted to clarify how conference meetings work, given that council seems to be voting once at a conference and then once again at a business meeting. 

“I think we’ve been remiss in conference meetings,” he said. 

Council gives a general consensus agreement about moving the agenda item forward to a business meeting, Jankowski said. “There’s been some confusion that we’re voting twice,” he said. The consensus is merely a group agreement to put the official vote onto the business agenda after discussing details in a conference work session, he said. 

The next council business meeting will be at 7 p.m. May 9 in Council Chambers, second floor, City Hall.

Learning loss due to COVID policies top priority for City Schools, Alexander Central

John Marucci would have loved to have had a 0 percent tax increase, falling in line with the district’s last two years, but student needs prevailed, he says.

“Unfortunately, we just couldn’t get there,” he said this past weekend in response to The Batavian’s questions to the board. “I’m very happy that (Superintendent Jason Smith and Business Administrator Scott Rozanski) were able to get us to 1 percent. The BCSD BOE and administration have saved Batavia city property owners $25 to $30 million over the past seven to 10 years.”

Those savings, according to Rozanski, were calculated based on small or no tax rate increases over the last decade. 

Marucci and fellow board members Barbara Bowman and Jennifer Lendvay were not able to respond to questions before the weekend, they said, and those answers are being provided here. 

Additional teaching positions are federally funded with stimulus funds, Marucci said, and will “help to address the students with a learning loss due to Covid over the past couple of years.” This budget was not easy, he said. 

“And a lot of hours were put in by all to get it to where we are now,” he said. “I think it’s a good budget for the students and taxpayers.”

That “learning loss” is at the top of the other two board members’ concerns as well. Transitioning out of a pandemic has meant discovering how hybrid and remote learning affected students during the last two years, Lendvay said.

“A vast number of our students in the elementary and intermediate level are receiving assistance in literacy, math and reading,” she said. “We are fortunate to be able to utilize federal funds to focus directly on this issue. While the kids are back in the swing of ‘normal’ school again, it was important to maintain the programs that the students want to take advantage of.”

Those programs include extracurricular activities, athletics, arts, drama, music, Advanced Placement and ACE and academic, special education and counseling support services, she said. All of these offerings are being maintained within the current budget she said. 

Bowman spoke not only a board member but as a counselor “who oftentimes works with marginalized people within our district.” Intervention and literacy are important pieces of addressing student losses in learning, she said, and she is very supportive of using federal Covid relief funds “to help all our students catch up and move forward.”

“I worked hard at this process and was grateful to reduce overall tax increase to 1%, keeping it under the state tax cap,” Bowman said. 

Lendvay emphasized that the budget decision was not made lightly.

“We understand the financial challenges the community and taxpayers are facing during this time and worked diligently to get our figure well below the 1.62% tax cap,” she said. “Looking at the past 10 years we have been able to adjust to a 0% tax cap half of the time; unfortunately with the rising cost in utilities and health insurance, we did not see that as an obtainable figure for this budget.”

“It is important to understand that while this is education, it is still a business, and sometimes businesses are forced to make tough financial decisions,” she said. “This is the decision of the BOE and again, I stand behind it completely.” 

To recap the board’s vote at this month’s recent meeting, it was to approve the $54,802,593 budget for 2022-23. That was an increase of $2,705,932 from the current budget or a 5.194 percent increase. That includes a tax levy of $19,688,898, which is an increase of $1.94 million, or a 1 percent property tax increase. The board unanimously approved/adopted the budget. It will go up for a public vote by district residents on May 17.

 The levy put the district under the tax cap of 1.62 percent by $120,776, Superintendent Jason Smith said. Expenses reflect the signs of inflation and increased utility and medical insurance costs, he said.

Up to four new positions are “100 percent federally funded” through stimulus funds, he said, and two other positions have been added due to increased enrollment. Those stimulus funds are designated to specifically address the learning loss of students as a result of the reduced time in school from 2020 through 2021, he said.  

“The District is currently engaged in a formal study to determine future staffing needs based on enrollment trends,” Smith said. “While our students were on a hybrid program last year, we are still in the process of addressing learning loss and making sure our students are on pace with essential math and literacy skills.  We appreciate the additional federal funds that have allowed us to provide additional and needed support for our students.”

There was an additional $2.08 million in state aid for this next year’s budget, however, overall revenues are flat, he said. The appropriated fund balance received a one-time boost of $520,800 from the stimulus funds.

City schools board members and administration staff worked on the budget for the past several months, which has resulted in this proposed $54.8 million budget, “that we are pleased to present to our community for review,” he said. 

“This budget closely aligns to our mission, vision, and core beliefs of the Batavia City School District and preserves all existing programs while recognizing the ongoing financial challenges,” he said. “In addition, we are using our federal funds (COVID relief) to address learning loss in our students, focusing on intervention and literacy at the elementary grade level.”

He listed several program components that will remain “firmly in place,” including: 

● All extracurricular activities and athletics
● Advanced Placement and dual GCC enrollment courses
● Music, arts, and drama
● Counseling services
● Academic supports
● Special Education services
● School safety, including our School Resource Officer
● Gifted and Talented programs (ACE)

“The Board of Education and I fully embrace our important roles as financial stewards, along with the importance of balancing an exceptional and well-rounded educational program with the needed support from our community,” he said. “This budget is a community partnership, with the tax levy under our allowable cap, as it has been for the past several years.”  

In other school news, Tim Batzel, Alexander Central School’s business administrator, also addressed the issue of “learning loss” due to the remote, off-campus learning that students faced during the last two years of a pandemic. 

“The goal is to continue addressing learning loss, and the social and emotional impacts caused by pandemic to all students,” Batzel said in response to The Batavian's questions.

Alexander’s proposed 2022-23 budget is $19,404,099, which is a 1.18 percent increase from the current budget. This includes a 0 percent tax levy increase, which falls below the 2.26 percent tax cap. The district’s revenues increased by 3.98 percent and there are no additional or eliminated positions in the budget, he said. 

All school budget votes are on May 17.

Batavia City Schools Board leader explains budget process and increase

After Thursday’s Batavia City Schools board meeting and budget vote, The Batavian emailed each board member for comment about the budget itself and/or the process, plus any additional comments anyone wanted to make.

Most board members have been quiet during public budget talks, including regular meetings in March and April and a budget workshop in March. Due to the enormous depth of a $54.8 million budget, The Batavian attempted to obtain remarks about it and any particular aspects of interest that the financial plan entailed. 

Board President Alice Benedict — who has been a reliable source for comments throughout these last few months of budget talks — said the board “has had several open discussions about the BCSD budget, including our budget workshop that was streamed on YouTube.” The Batavian viewed the YouTube video of the budget workshop for a second time to make sure that some board discussion wasn’t missed the first time. Benedict was the only consistent speaker throughout the nearly two-hour session, and in subsequent board meeting talks about the budget. 

Benedict was the only board member to respond to The Batavian’s email.

Board members are elected by district residents. The trustees who didn't respond to The Batavian's request for comment are John Marucci, Jennifer Lendvay, Barbara Bowman, Michelle Hume and Chezeray Rolle.

The city schools board “is acutely aware of our responsibility to the community,” Benedict said, “and we know the economic times could not warrant a large increase in school taxes.” The group asked Superintendent Jason Smith and Business Administrator Scott Rozanski to whittle the initial 2022-23 budget and 5.5 percent increase down to meet the tax cap of 1.62 percent. 

A unanimous vote Thursday adopted the proposed $54.8 million budget and 1 percent tax levy increase. Some posters on a social media site said the increase didn’t include recently raised assessments throughout the city, so “what’s the real increase?” they asked. 

The Batavian used a property assessed at $100,000 as an example, and that would mean a property tax increase of $19 from the prior year. However, if that home has just been assessed at $30,000 more than last year, that homeowner will see an increase of $601.60 in property taxes. ($100,000 at $19.23 per $1,000 compared to $130,000 at $19.42 per $1,000 assessed value.)

“We had previously had Budget Ambassadors, but the community, in the last few years, has not wanted to participate in the budget process. So we changed the process,” Benedict said. “It was successful this year, but the Board is more than willing to extend an invitation to the community to participate if that’s their interest.

“Five out of the last 10 years, the BCSD had no increase in the tax levy, but giving an exceptional and well-rounded education costs money, so we felt, at this time it was appropriate to ask for a slight increase,” she said.

Batavia City Schools board adopts $54.8 million budget with 1 percent tax increase

Batavia City School District residents will be voting on a $54.8 million budget and a 1 percent tax levy increase since the school board adopted those final numbers at Thursday’s meeting.

With no discussion or questions after hearing the proposed 2022-23 budget presentation, board members  Alice Benedict, Jennifer Lendvay, John Marucci, Chezeray Rolle, Barbara Bowman and Michelle Hume cast yes votes. Member John Reigle was absent. The 1 percent tax levy increase means a total of $19,688,898 to be raised through local property taxes. 

If approved by public vote in May, that will push the tax rate from $19.23 per $1,000 assessed value to $19.42. The increase of 19 cents more per $1,000 would result in an extra $19 for a home assessed at $100,000, or a total of $1,942 in property taxes. 

Business Administrator Scott Rozanski walked the board through a brief explanation of how retirements, fewer buses and grant funds helped to lower the preliminary budget of $55 million by $877,225. The initial budget increase from the current year was 5.5 percent, which was lowered to 5.19 percent, Rozanski said.

The related tax levy increase of 1 percent falls under the tax cap of 1.62 percent, which is what the board asked for, President Alice Benedict said.

“Thank you for getting us to a place we requested,” she said. “You’ve done a lot of work getting us to a 1 percent.”

The Batavian has emailed each board member — a publicly elected figure — for comments about the budget and reasons for his/her yes vote since not one offered comments during the meeting. Even though New York State’s Open Meetings Law “generally permits you to converse with your fellow board members outside of board meetings,” according to the state Board of Education Handbook, “you should ensure that such informal chats do not substitute for full deliberation in a public meeting.”

A public budget hearing will be at 6 p.m. on May 5, and the vote is on May 17. 

What’s in a name? Enough to warrant discussion by Batavia’s Board of Education

Contrary to the district's yearly financial plan (See "Batavia City Schools board adopts $54.8 million ..."), the topic of naming parts of school buildings and property reaped a hearty discussion during Thursday's board meeting.

Board President Alice Benedict emphasized that she was against the practice of honoring a district employee or resident by naming something, such as a school auditorium, after a notable citizen. Her argument is not about recognizing someone's good works, she said, but about selectively putting one's name on a district fixture and potentially bypassing so many others who have also contributed to Batavia City Schools.

"I have expressed to all of you that I am not for naming buildings after community members," she said.  

At issue right now is a request to name the middle school auditorium after former music director Frank Owen. Apparently, prior conversations with board members indicated that some of them are for the move, and have received emails endorsing Owen for his contribution as the district's first music director. Benedict encouraged her fellow members to speak up about the opinions they expressed during talks outside of the public venue. 

Member Barbara Bowman related the request to previous namings, including Anderson Field and VanDetta Stadium. Music and art are not often given the attention they deserve, she said. Member Jennifer Lendvay was a school athlete and supported the naming of Anderson Field after a former teacher and coach, she said. 

The group opted to postpone a vote and allow for public input. A resident attended the meeting hoping to talk about the issue during the public portion of the meeting, however, those wanting to speak must fill out an online form and submit it by 1 p.m. the Friday prior to a Thursday board meeting. The Batavian had posted in a previous article that people can speak by signing up before the meeting begins, which is true for public hearings.

Batavia school board to vote on roof repair expense and $55 million budget Thursday

Batavia City schools board members have quite a full agenda for this week’s meeting, beginning with a public hearing about spending reserves for a roof repair.

There is to be a presentation about the $140,000 tab, to be taken from district reserves, for a Batavia High School roof repair. The public will be given time to voice questions, comments and concerns before the board is scheduled to vote on the work later in the meeting. It is set for 6 p.m. Thursday at the BHS library, 260 State St., Batavia.

Other agenda items include a review of the tentative 2022-23 budget, followed later by a vote to adopt the $55 million financial plan. The most recent preliminary budget in March included a nearly $3 million increase or 5.75 percent more than the current budget. The tax levy was at $20.57 million for a 5.5 percent increase, overriding the tax cap levy by $756,449. 

Business Administrator Scott Rozanski is expected to go over the proposed budget up for board vote during Thursday’s meeting. The preliminary plan included spending increases of $692,575 for teacher/administrative support salaries, $481,970 more for support salaries and nearly $1 million more for fringe benefits. Those total increased numbers are $19.9 million for teacher salaries, $6.5 million for support salaries and $12,306,449 for fringe benefits.

Total salaries have gone from $19,312,386 in 2011-12 to $26,440,590 in 2022-23, or about $7 million more in the last decade. Administrative salaries have risen from the superintendent in 2015-16 at $148,92 to $165,000 currently, and for business administrator, it has increased by $40,000 in the last six years, from $123,913 in 2015-16 to $163,488. The role of department chairman has also been increased from $64,000 to $85,800 in that same time period. 

There are a few decreases in spending, such as $100,820 less for operations/maintenance, $21,248 for textbooks and a $1.15 million decrease in debt service payments. 

The packed agenda also includes time for the public to be heard about matters other than the roof repair, and:

  • Presentations from Community Schools Coordinator Julia Rogers with an update and Counselor Julie Wasilewski on a Jackson Primary project.
  • An Energia Johnson Controls energy performance contract update.
  • Reports from each the superintendent and student ex-officio.
  • Votes on resignations and appointments.
  • Contracts with the Batavia Administrators’ Association; Batavia City Police Department; Genesee County Department of Social Services and the Student Transformation and Rehabilitation (STAR) program; Thomas Ramming Consulting, Inc.; Gates Chili Central School District’s Health Services; Dwyer Stadium; Campus Construction Management; Genesee Valley BOCES; GLOW YMCA; University at Buffalo Speech, Language and Hearing Clinic; and a revised contract with Kimberly Gingrich.
