O-A Board of Education sets emergency meeting to prepare for mandate expiration

As a state mask mandate for schools creeps toward its Feb. 21 expiration date, at least one Genesee County school plans to be officially armed.

Oakfield-Alabama Central School has set an emergency Board of Education meeting this week to vote on a resolution regarding masks in schools. The meeting is at 6:45 a.m. Wednesday at the Junior-Senior High School, 7001 Lewiston Road. 

“We’re waiting on a final determination about whether it will be extended or lifted,” Superintendent John Fisgus said to The Batavian Monday. “There’s a lot of advocacy out there …we want some type of end goal in preparation for the possibility for the mandate to be lifted. Our board wants to be proactive. When and if it’s lifted, we will be prepared when it's lifted. Masking will be optional.”

At the beginning of this year, the choice for masking was “split down the middle,” Fisgus said. That has shifted.

“An overwhelming majority want it to be a personal choice,” he said. “I’m not advocating for masks; I’m advocating for personal choice. In the last month or so there’s been a huge movement to lift the mandate and let people decide on their own.” 

The board's resolution reads, in part: “The Board of Education seeks to allow parents and students the freedom to choose whether to wear a mask indoors on school property or on a school bus.” It will give the superintendent the executive power necessary to implement protocols and procedures which allow parents and students the freedom to choose whether or not to wear a mask within and on school property. 

This move also includes the authority to modify school protocols “if the need arises due to future health concerns, emergency situations and/or necessary means for the health and safety of students and school staff alike.”

Oakfield-Alabama was one of eight Genesee County public school districts to sign a letter for New York State Governor Kathy Hochul requesting that each district be granted authority to create and enforce its own COVID-19 rules, rather than being told what to do by the state. 

Batavia City Schools Superintendent Jason Smith sent the letter on behalf of Alexander, Byron-Bergen, Elba, Le Roy, Oakfield-Alabama, Pavilion, and Pembroke school districts. Although there’s been a strong focus on whether or not to wear masks, the letter did not have that emphasis, Smith said. 

“It’s not just about masks, it’s how schools are run,” he said. “I’d say for every 10 emails, at least eight are for local control about the masks, and are strongly opposed to the mask mandate. We’re engaged in conversations, and listening to the parents and to the medical folks. We’ll be ready when the time comes to have a plan.”

The state mandate is set to expire on Feb. 21. Batavia’s Board of Education meeting may be a venue for further discussions, Smith said. It’s set for 6 p.m. Feb. 17 at Batavia High School’s library, 260 State St., Batavia. 

In other school news, Le Roy Central and Pembroke Central school districts have board meetings this week. Le Roy’s meeting is at 6 p.m. Tuesday in the Wolcott Street Elementary School memorial auditorium and includes a budget presentation for the 2022-23 school year.

Likewise, Pembroke’s agenda includes a budget presentation for its meeting at 6:30 p.m. Tuesday in the Jr/Sr High School Library Media Center, routes 5 and 77 in Corfu.

Corfu resident banking on new career at UMMC

For nearly two decades Sandy Lloyd had worked at a bank before getting laid off in the midst of COVID-19. 

So she reassessed her life and took note of news reports that healthcare workers were walking off the job due to vaccine mandates.

“I wasn’t enjoying my job anymore… sitting at a desk every day,” she said, turning to the news reports. “They were losing a lot of people due to that. I thought ‘I need a job, they need people, let’s try it.’ I don’t think I would have ever pursued it if there hadn’t been a pandemic.”

Lloyd, a Corfu resident, began her new career on Dec. 6 of last year. While it may be only two months later, she has already embraced her new vocation at United Memorial Medical Center in Batavia. She admits to the many hours and long shifts but has discovered that there’s more to the working world than banking. Her formal title is clinical nursing assistant, and the job duties are a catch-all for those in need: in need of a beverage or meal, new bedding, personal hygiene assistance, a delivery to the lab, and the like.

“I’m on the third floor … I wait on everybody, get them water, pass out food trays, assist the nurses. It’s on-the-job training,” she said. “I look at the patient as a customer; it’s using customer service skills. Just being there and doing what they ask is the number one priority.”

Lloyd has merely shifted her former training and experience to focus on patients that are recovering from surgery versus bank customers cashing a check. Working with many registered and licensed practical nurses, she’s been told that she’s a “natural” in her new field. That encouragement coupled with her own enthusiasm has prompted the 41-year-old to attend nursing school in the near future.

Lloyd’s sister Dustin Miller is a nurse, and she forewarned Lloyd that it’s a tough job, while her mom seemed incredulous that her other daughter was also going into the field. The only ones not taking her new passion so well are Lloyd’s sons Bryce, 7, and 10-year-old Brody, she said. 

“They were a little upset because I work a lot of hours,” she said. “They miss their mama now.”

She works every other weekend, and the boys periodically spend time with their grandparents, “Nana” Janet and “Grumpy” Chris. Lloyd’s free time is spent playing with her sons and sleeping, she said. “We balance it all out,” she said. 

She was initially hired for a 7 a.m. to 3 p.m. time slot, and that has evolved into 12- to 16-hour shifts because she volunteers to take on extra hours, she said. Despite the potential issues due to COVID-19, she took all of the possible precautions for her and her family, including being vaccinated,  getting the booster shot, wearing a mask, and, per hospital routine, doing “a lot of hand washing.”

Other than that, it was full speed ahead.

“I just ran into it,” she said. “I can’t deny these people care because of worry about COVID. Every day is humor for me; I do something stupid to make people laugh. We all try to laugh during the day.”

Lloyd is often on the job when patients go into surgery and then later when they are recovering, which makes them ask if she ever goes home. “Yes, when you were sleeping,” she tells them. She hasn’t reconsidered her former employment and encourages others to try the healthcare field if they’re looking for a change. Her co-workers are a team working toward a common goal, she said.

Rochester Regional Health took a major loss of employees after the New York State Department of Health issued a vaccine mandate for healthcare workers. The mandate went into effect on Sept. 27, 2021. Although “many were granted religious exemptions” initially, those exemptions were overturned and all employees were required to get their first dose by Nov. 22, a Rochester Regional Health spokeswoman said.

As a result, there were approximately 350 employees in the Rochester and St. Lawrence regions “who made the personal choice to decline vaccinations and leave our health system,” the spokeswoman said. “The employees represent approximately 200 full-time equivalents.”

The void left by those workers made for many vacancies and related news stories, which in turn opened a door for Lloyd.

“I actually enjoy the job. I’m constantly learning and doing something new every day,” she said. “It really does make a difference.”

Love is in the air for a first-time vendor fair to benefit Volunteers For Animals

It’s a familiar story with a surprise twist for one Batavia-based nonprofit.

Volunteers For Animals had been planning its first-ever vendor fair for early April in 2020 when the COVID-19 pandemic struck and rendered all public activities dead. That’s the familiar part for so many organizations that had to press pause for their fundraising events. What happened this year is a surprise.

“We found out the Downs and (Batavia Downs employee) Mary Bucceri was going to host it for us,” volunteer Angie Knisley said during an interview with The Batavian. “I think they felt bad about what happened in 2020.”

And the Puppy Paws Craft & Vendor Market was born. It’s set for 11 a.m. to 4 p.m. Sunday at Batavia Downs & Gaming, 8315 Park Road, Batavia. Monetary donations and pet supplies and food will be accepted at the door. Admission to the event is free.

Proceeds from the event are earmarked for where most VFA fundraising goes, Knisley said: direct animal care. Rescued dogs and cats may need a veterinarian to treat wounds, fractures, or other injuries; required vaccines; dental care or other medical services, Knisley said. VFA, a nonprofit based at Genesee County Animal Shelter, pays those expenses. 

Zoey and Wasabi are two of the many animals saved with such medical services paid for by VFA. A tan brindled Boxer with white paws and chest, Zoey was rescued with a group of dogs in a hoarding situation. She was thin and found to be positive for heartworm. A vet’s exam and X-ray discovered she had a severe case of heart worm disease, and volunteers mulled the idea of a lengthy, risky, and quite expensive process to restore Zoey to better health.

The answer was yes. Zoey was housed with Diane, an animal lover who volunteered to foster, house, and care for Zoey during her treatment. The two have bonded over the past few months as Zoey has gained weight and come to enjoy her life. Perhaps no surprise is that Diane plans to adopt her new friend. 

Wasabi, a glowing green-eyed feline, was found as a stray with severe hair loss and loaded with fleas. She’s been treated, vaccinated, and, with a new outlook and “great” personality, Wasabi has been adopted and welcomed into a loving home, volunteers said.

Knisley has not only heard about and witnessed these stories, but she has also adopted rescue cats from Genesee County and other similar animal shelters over the years. Once she got to know the inner workings of VFA, it drew her to become more involved, she said.  

“So when I had the opportunity to get a closer look at all the time, care, and funding that VFA members devoted to animal welfare, I felt I would like to help however I could; maybe sort of paying it backward,” she said. “I think because I do care about animal welfare and their needs, and I have the time to help out. I felt it was something good to do, to be able to do something positive for them means a lot." 

The Corfu resident has been a hands-on member of VFA off and on for eight years, she said. Her role includes helping out with fundraisers, and she looks forward to this first vendor fair. There are more than 35 businesses registered so far, including Gourmet Dips, Epicure, Mary Kay, Pampered Chef, Paparazzi, Artful Shenanigans, Scentsy, Touchstone Crystal, Lula Roe, Pudgies Lawn & Garden, Dead Stick Fishing Company, and Tastefully Simple. Shoppers — may be in search of a Valentine’s gift? — will find a wide variety of products, from makeup, purses, popcorn, and Valentine’s gift boxes to sun catchers, photo packages, and Tupperware.

Anyone that makes a donation to VFA at the door will be entered into a drawing for a Stay & Play gift certificate valued at $225 at Batavia Downs Gaming and Hotel. All attendees age 18 and older will receive Free Play for the gaming floor. Lunch will be available for purchase.

“The Downs is really highlighting Valentine’s Day with decorations. It’s a nice day out and a fun way if someone wants to do a little Valentine’s shopping,” she said. “And it gives them a chance to learn more about the shelter and the Volunteers For Animals programs.”

Real estate company to move into historic downtown Batavia property

A much-coveted piece of downtown property will soon be home to Hunt Real Estate, Chief Executive Officer Peter Hunt says.

The company has purchased 97 Main St., Batavia, at the corner of Main and Jackson streets. Give them a few months, and his blossoming staff  — of about 16 people and growing — will be operating out of the site. 

Company leaders chose to add a branch in Batavia because it provides an integral connection between two of the company's major markets, Hunt said.

“First, it provides a very powerful link for us between Rochester and Buffalo. We've watched the market closely and believe that there's stability there and that there's a seeming energy and a renewed spirit of investment, particularly along Main Street, that we weren't a part of,” he said, addressing the company’s impending move. “We’re very excited about it.”

Peter Hunt lives in Buffalo, and he was pretty familiar with this area as a hockey coach, and that athletic role brought him to Batavia whenever his team played at the ice rink. Hunt Real Estate has been in temporary digs at 5 Jackson St. for the past year. The new space will have room — an estimated couple of thousand square feet on each of three floors — for growth of personnel and offices, and an apartment on each of the second and third floors, he said.

“And also we see the way the real estate market has changed, particularly since the pandemic descended on us. We see that communities like Batavia have a great opportunity for both improvement of the quality of life and also growth because it's becoming increasingly desirable to be in small to midsize cities and communities that have the kind of natural beauty that Batavia has all around it,” he said. “And we think that being part of that renewed excitement about communities like Batavia will be very important to us.”

Hunt followed in his father’s and grandfather’s footsteps and joined the family business right out of college. His son Charlie Hunt has done the same, and the chief operating officer has 10 years in at this point. The company has 58 branches from Boston, MA to upstate New York and in Phoenix, AZ. The company deals in mortgage, titles, insurance, residential/commercial sales. It is poised to provide services that no one else offers in Batavia, Peter Hunt said.

“Our vision very simply is ‘always there for you,’ which means that we are an integrated real estate and homeownership services organization, which we are the only one of currently serving Batavia,” he said. “So we're excited about adding value to the relationships that our sales professionals have with our customers and clients.”

With an eye toward growth, another sales professional was recently added to the Batavia branch, and 97 Main will eventually include two apartments to be renovation projects on the upper floors of the building. 

“Which really, I think, are going to be very cool units. You may know that they are in a  beautiful space in terms of high ceilings and beautiful windows, and so it's going to be a great spot,” he said. “We intend to grow; that's always our goal. As far as I'm concerned, growth is the name of the game in any business.”

Real estate sales were at a record high in 2021 — the best in sales during the company’s entire 110-year existence, he said. There’s a balancing act of supply and demand, and Hunt believes “there’s way, way less supply than there is demand,” which will keep pushing the market upward.

“So in order for that market to really cool down, there'd have to be a huge influx of inventory, more homes for sale. Percentage-wise, there has been huge growth, or there'd have to be a huge lessening of demand. Interest rates have moved up just very little over the last two months, and that will move affordability to make things less affordable. And we think that will affect demand a little bit, but not a real lot, because there's still a lot of pent-up demand for a nice house, a decent place to live,” he said. “We are four generations into the business, and while I guess I didn't wake up at age six or seven and say, ‘gee, I want to be in real estate,’ it's always been, obviously, part of our family culture.”

Batavia’s market includes many older homes, as compared to brand new projects, which make for a great product in the eyes of younger homebuyers, he said.

"It's all of Upstate that has had, really, a shortage of brand new housing for a long time. So the existing housing — you say older homes — really remain in high demand,” he said. “Young people, in particular, will see that as an opportunity to get a very nice home for still a very reasonable price compared to other parts of the country, and also the opportunity to improve that house and make it more valuable.”

The timeline is to get moved in and settled at 97 Main St. in the next few months, before focusing on apartment renovations, he said. He expects work to begin on the two apartments at the end of this year or early in 2023. The former Genesee Bank building also housed Thomas & Dwyer shoe store in downtown retail's heydays, and more recently House of K, Foxprowl Collectables, and other varied businesses.

Standing-room only crowd gathers Wednesday for hearing on proposed campground in Pavilion

A standing-room-only crowd pitted supporters against the opposition Wednesday evening during a proposed campground hearing at Pavilion Town Hall.

Applicant Jesse Coots has been working with the town’s Planning Board to address a litany of requirements in order for Lokee-Hikee Campgrounds to be environmentally sound and neighbor-friendly. The Pavilion project to be situated on a 110-acre parcel on Perry Road still raises many concerns, speaker and Pavilion resident Mike Fisher said. 

He directly addressed the group of about 50 attendees first.

“Not one of you folks lives near this. Their home is not right next to this thing. They're not going to be affected by the noise, the light, sound, the smell, the traffic, and litter, with a bunch of transient people coming in and out of this place,” Fisher said. “We're going to have diminished property value. I think the board's number one job is to protect the neighborhood. This has been going on since 2020. And every time the plan changes, every single time. That speaks volumes.”

Planning Board Chairman Bill Fuest said that the process includes answering questions and meeting requirements. Engineers, town, county, and state entities have done their “due diligence” to thoroughly vet the project to ensure it complies with zoning and codes, he said. 

During her presentation on the project, Sara Gilbert, president of Pinewoods Engineering, laid out the scope of the project and offered assurance that setbacks and other utilities would align with local and state codes. A septic system, public electric and gas, two recently drilled wells, and stormwater management are in the plan, as well as wetland consultants to work with the Department of Environmental Conservation to have no negative impact on the property’s wetlands, Gilbert said. 

Only 24 percent of the total acreage is being mapped out for development, she said, and the application includes an eventual plot for 145 campsites. 

“It's going to be located on a beautiful piece of land. The applicants would love to have it landscaped with facilities that fit well within the community. It will include a registration building that will have a camp store and food facilities, a pool, pavilion, picnic areas, public restrooms, all-black sky-compliant lighting, and a recreational plan,” she said. “We've also been required to hire an archaeologist and investigate the site to make sure we're not having any negative impacts on historic resources and that also has been cleared by an appropriate state department. We've had a geotechnical engineer on-site, reviewing the soils with us making sure that they're adequate for a septic system, and making sure there aren't any downstream impacts. We've had a landscape architect on the team helping us design plantings and buffering. We have licensed land surveyors, multiple engineers, architects, and development consultant firms who are all part of the team that has helped us get to this point.”

And as for zoning, Gilbert said the project has been designed to “completely 100 percent comply” with town zoning codes.

Fisher was one of a half-dozen people who weren’t on board with Gilbert’s assurances. Carrie Page, who moved to Pavilion a year and a half ago, had three main reasons for opposing the campgrounds. 

“First and foremost is privacy and safety. When I think about safety, pulling out of my driveway, I'm just over the Knoll. It's quick, go. I gotta pull out and stay on the wrong side of the road before I can go over. So adding more traffic to Perry Road, based on where I live … that's a danger zone that you have,” Page said. “So I am concerned from a traffic standpoint. The well water is a concern, I have a pond in my front yard. You wouldn't think that I would run out of water, but I do.”

Although speaker Guy Laesser ended by asking Planning Board members who to call when he runs out of water, he did not lay out any specific reasons for why he was opposed to the project. He does not want a “city in the middle of the country,” and appeared to be angry that Coots has invested money into this venture.

“The town board has allowed Jesse and his family into this project to invest who knows how much money. It plays into Jesse’s favor to invest all that money into it,” Laesser said. “It’s going to affect our life and the way we live.”

Ray Butler, who said he’s against the plan, believes the project “does not meet the standards” of zoning and proper construction guidelines. 

“The project is not harmonious with the community,” he said. 

Setbacks of 140 to 150 feet are three times the required amount, Gilbert said. Camping spaces meet code requirements of being a minimum of 100 feet from any property lines, she said. 

There were also plenty of people that spoke up for the project. Citing a family-friendly venue, increased tax base, potential revenue from the additional shoppers in the area, increased job opportunities, outdoor recreational offerings of a pool and a pond, five or six miles of hiking trails, a disc golf course, and the fun of camping, Lokee-Hikee seemed like a great idea, they said.

“The more campgrounds we have, the better,” Alan Buchanan said. “We need to get our kids off video games. I think it’s a wonderful thing.”

Timothy Bartholomew spoke as a businessman. Traveling a lot for work has meant being able to compare Pavilion to other towns, he said. The increased business and revenue to come from the campground should seriously be considered, he said. 

“I see towns dying all over the place. The state’s picking from the county, the county’s picking from the town. Where’s the money coming from,” he said. “As a business owner, hopefully, everybody understands what this could mean.”

Brook Coniber knows Jesse and his wife Jolene Coots very well, she said. She spoke to their character and how this project could put Pavilion in the much-needed spotlight.

“People don’t know where we are,” she said. “They would never plan to bring anything to the community that would cause harm.” 

The applicants have been working with the town and completing an environmental review, site plan special use permit review, and building permit, Gilbert said. MRB Group, led by Project Manager Jonathan Hinman, has been representing the town of Pavilion.

“So we have, over the course of many months, been working with the board. We've been taking feedback from the board and from some of the neighbors that have spoken at those meetings. We've changed the buffering type planting to try to accommodate what's been requested to the greatest extent that we can,” Gilbert said. “And I would just like to close with saying the owners would really like to make this facility just a jewel of the community and a business that many generations of their family and the community family can really be proud to be associated with. We hope you'll agree that this project is good for the community and we hope you'll express your support to the board.”

There were 22 people signed up to speak, and because some of them may not have been able to voice all of their comments, Fuest motioned to officially continue the hearing and allow emailed comments to be sent in. The board agreed to keep the hearing open until the next board meeting on Feb. 16.

“We will read any additional input and take the next steps,” Fuest said, adding that “there’s a chance” the board could vote on the proposed plan during that meeting. 

As for the questions about any potential impact to area water supplies, Hinman said that is still under review by Genesee County Health Department.

Genesee County school districts report concerns, appreciation and hope in COVID era

Being superintendent of Elba Central School during a pandemic the last two years has made Gretchen Rosales mull what her inherent role is, she says. 

What it’s not is to be a doctor, scientist, or another virus expert, though current times have hinted otherwise, she said.

“I sometimes reflect upon the fact that I did not study to be an epidemiologist;  I studied to become an educator,” Rosales said to The Batavian as part of a district round-up in Genesee County. “But COVID has consumed so much of school and what we do here.  Education is my passion and I can talk for days about what my vision of a high-achieving school looks like.  But COVID has been the topic of conversation for the past two years, and I think that we are all ready to move on and focus on what school should really be about: learning and growing.”

And how does one do that in the thick of ever-shifting recommendations and mandates dealing with all things COVID-19? Rosales has a focus on keeping her school community physically and mentally healthy. That means maintaining a routine, keeping students in school, and offering extracurricular activities that allow for meaningful engagement, she said. 

“And providing opportunities for them to make a difference in their community is an important measure in positive mental health,” she said.   

Her district recently had a dozen students and/or staff members out sick with COVID-19, which is more than what’s been seen in the past, she said. On the other hand, that hasn’t been too surprising given “the trends that we have seen in the community,” she said. Part of those trends involves a new routine.

“Our school nurse does have a testing protocol and she spends a good portion of her day testing students or staff, either due to the mandated testing of the unvaccinated or due to symptomatic cases,” Rosales said.  “We follow all DOH protocols for universal masking, testing, and quarantine.”

When asked what advice she would give to district families, Rosales had nothing specific other than to regularly wash one’s hands and stay home when ill. Aside from that, though, is her more serious concern: “that all schools are focusing on the mental health of our entire school community.” 

January is the traditional time for New Year’s resolutions, and Rosales is looking forward to what the 2022 school year will bring. Her goals for the district include “continuing to refine our instructional programs,” she said.

“To offer a high quality, rigorous education for all Lancers. We are looking at ways to continuously expand our academic and extracurricular opportunities for all students,” she said. “Personally, I feel that it is important to continue to grow as an educator myself, which includes making time to read current research, visit other schools, and engage in professional development.”

For his district, Smith, a 1990 Batavia High School grad, is placing his own stellar expectations onto all students as a New Year's resolution for 2022. His personal mantra has been to "raise the bar, set high goals," and he believes that it's "our job as the adults" to help students achieve those high expectations. He has been open to questions from the district population and hosted a community forum online for a Q&A with him and other district leaders. One question was regarding the wearing of masks, and he acknowledged that some people like them and others do not. Personal preference aside, though, Smith said that masks are to be worn as a state and district protocol. Batavia's Board of Education also recently approved the purchase of portable air purification devices. 

As far as cases being reported for the district and in Genesee County, Smith feels they reflect those numbers cited at a national level. His district’s goal is to keep students in the classroom.

“But as we’ve shared with our families, it will take a combined effort,” Smith said. “We continue to ask families to keep children home if they’re not feeling well, and to reinforce good hygiene habits. We were grateful to receive a supply of at-home testing kits to distribute to the district (a week ago), and we’re working with the Health Department on implementing ‘Test-To-Stay’ in our schools.”

The Test-to-Stay procedure has begun at school districts in an effort to keep as many students in school while rooting out positive cases for required isolation and/or quarantine. 

Smith added his thanks to the school staff, “who have been a tremendous source of support during this challenging and evolving time.”

In addition to what school districts do, there’s the “why” behind that work for Pavilion Central School Superintendent Mary Kate Hoffman. 

“When things are stressful, difficult or overwhelming it is important to remember (and to help those around you remember) that the reason we do what we do each day is to give our students the best education and school experience we can,” Hoffman said.

Similar to other districts, Pavilion has experienced “a significant rise” — up to 10 percent — of student and staff absences. Although not every absence is related to COVID-19, she said, the majority are due to positive cases or being quarantined from exposure at the home.   

Pavilion follows all Department of Health guidelines and ascribes to universal masking recommendations. Communication, testing for those with symptoms, and promoting vaccinations and masks have also been key, she said.

“We have reached out to our community to ask that they keep their children home if they are sick.  Getting vaccinated and wearing masks helps us keep our kids in school,” she said. “We also have amazing school nurses who are working extra hard to keep our whole school community healthy, and we are very thankful for the work that they are doing for us.”  

Matthew Calderon’s resolution is as superintendent of Pembroke Central School: “To continue to pursue and promote a UNIFIED (he emphasized in all caps) approach in everything we do here in Pembroke.”

As for COVID-19 protocols, the Pembroke district’s attendance 10 days into January was at 87 percent, with only six employees absent. Employees have been tested on a weekly basis since early November, and so far, “it’s going well.”

“Our Continuation of Operations Plan includes all the standard protocols for masking, testing, and quarantines, as required by the NYSDOH Commissioner's Determinations,” Calderon said. “In Pembroke, we track and communicate student COVID numbers on a monthly basis.  In September, three students tested positive district-wide.  In October, nine students tested positive district-wide. In November, 26 students tested positive district-wide.  In December, 45 students tested positive district-wide.  I will not have January's numbers until the first week of February, but I think it's safe to say they may be higher than December.”

The district peaked in positive COVID-19 cases in January, he said, but remained open every day. The coronavirus is “clearly transitioning to become endemic” he said, and the district is in a much better place overall than last year at this time. 

“We are confident we will remain open every day this year as well,” he said, offering some advice to the district community for keeping healthy. "Take care of yourself mentally and emotionally, and have hope as we start 2022!"  

He takes some reassurance from the Centers for Disease Control data for New York State showing “significantly lower” numbers so far this year for COVID-related hospitalizations, as compared to January 2021.

“While increased testing and the newest strains of COVID certainly caused a dramatic increase in the number of positive COVID cases identified, the CDC Data for the week ending January 1, 2022, shows that hospitalizations throughout New York State are significantly lower than when they peaked in January 2021,” he said.

Oakfield-Alabama Central School Superintendent John Fisgus

Oakfield-Alabama Central School never had to switch learning modes to a hybrid format of part in-school and part at home, Superintendent John Fisgus said. Likewise, the district didn’t have to pack three students per seat on the bus as other districts such as Batavia have had to. The city school district heard some parental concerns about the close-knit quarters on buses, which prompted Batavia Board of Education President Alice Benedict to encourage worried parents with the option to drive their students to school instead.

Oakfield-Alabama had no such experience, Fisgus said.

“We were able to accommodate one kid to a seat, and they have to wear masks,” he said. “The bus drivers disinfect buses before the next run. Our buses are not overcrowded; we never had that issue.”

There has been “a lot of testing,” he said, and the district, as other towns, villages, and schools in Genesee County have done, has offered COVID-19 testing kits to families. Despite the rising numbers of COVID-19 cases early this year, he has taken note of a bright side.

“We’re struggling, like any district, with an increase in COVID cases,” he said. “The good news is that symptoms don’t seem to be as severe. People seem to be getting over it, with a day or two of symptoms, and then they’re ready to go.”

Fisgus and other superintendents emphasized how helpful and valiant their school nurses have been. The school nurse has played a central role in most districts as the starting point for prospective COVID-19 cases. 

“The school nurses have been unbelievable,” Fisgus said. 

The Batavian contacted all districts by email and phone with questions regarding board meeting agendas, New Year’s resolutions, and the impact of COVID-19 so far in 2022. Alexander, Byron-Bergen, and Le Roy district superintendents did not respond. Byron-Bergen’s communications person did reply with information about board agendas. Board of Education agendas may be found at each respective district’s website, and meetings are open to the public.

COVID-19 numbers for Genesee County school districts

As of Jan. 24, Le Roy Central School district had the highest current number of positive COVID-19 cases, with 18 students, three teachers and three staff members testing positive. National news reports have cited the latest Omicron variant to be more prevalent but with less severe symptoms than the prior Delta variant. As of Jan. 17, the total number of deaths from COVID-19 was 169 in Genesee County.

New test-to-stay procedures and take-home testing kits have been put in place for Genesee County school districts, and Genesee County Health Department’s guidance, as of Jan. 13, recommends several precautionary measures for students to remain healthy and in school.

These include getting the COVID-19 vaccine, following universal indoor masking protocols; maintaining at least three feet of physical distance between people; following test, isolation, and quarantine procedures; stick to hand washing and respiratory rules; and stay home when sick and when getting tested for suspected illness.

The following numbers are from New York State’s School COVID Report Card. Numbers are for positive cases from Jan. 11 to 24 in Genesee County public school districts:

Pavilion campground venture merges entrepreneurship with family values

Give Jesse Coots a couple of hours and he will find plenty to say. The Pavilion native’s enthusiasm is infectious, whether it’s about his family, hot rod shop, or a new campground venture slated for later this year. 

The 45-year-old entrepreneur and his wife Jolene are eagerly mapping out their Lokee-Hikee Campgrounds project at 10156 Perry Rd., Pavilion. It seems rather easy to start daydreaming of packing up the camper as the Coots verbally paints a picture of their vision: friends, families, campfires, slowing down, relaxation, swimming, catching frogs, and taking scenic hikes in the great outdoors. The site’s tagline perhaps says it all: “We’ll leave the stars on for you.”

“We really live in a great area. We love Pavilion, it's where I'm originally from. I mean, we've lived here for 20 years. It's kind of where we really wanted to be,” Mr. Coots said during an interview with The Batavian Saturday at the family’s 1800s farmhouse. “We walked the property and it's perfect. It' in a great location, it's on a back road, but … there's a lot of main roads that run right by it. So it's a very accessible spot, and the land itself is perfect. It's really a great spot, it's got great terrain. So I'm really excited about it.”

Low Key, High Key …
That piece of land is 110 acres — and an estimated $250,000 investment so far — requiring a special use permit, engineering, land surveys, drilling for wells, securing town board approval and doing everything they can to ensure the site will be environmentally sound and neighbor-friendly, he said. 

Providing a fun, family-friendly campground has been a dream-in-the-works for the last five or six years, the couple said. They began scouting properties a few years ago, from Alexander and Batavia to Caledonia and found the ideal property practically in their own back yard.  But they were a step too late; it had already been purchased. Mr. Coots congratulated the new owner and admitted that it was a great parcel of land. 

Fate took a turn, and that owner changed his mind, notified the Coots, and put it back up for sale. There was no misstep this time, and the Coots became the proud owners of property that’s only three miles away from their home. 

Jesse and Jolene walked the property with some friends who are avid campers, and they gave a nod of approval. 

“They're like ‘you couldn't have picked a better piece of land,’” Mr. Coots said.

The first phase of the project is a section of 26 acres for about 80 campsites, a registration building, bathroom and shower facilities, a pool, and a stocked pond large enough for paddle boats, swimming, fishing, and skipping stones. There are also to be a host of jobs for people — especially youth —  to keep busy and gain work experience. The Coots want to provide that type of wholesome family experience for their three girls and the community. 

The special use permit has been a sticking point so far, as a prior hearing was rendered null and void after the board asked for the application to be completed again, Mr. Coots said. Another hearing has been set for 7 p.m. Wednesday at Pavilion Town Hall, 1 Woodrow Drive, Pavilion. (See “What’s in a Plan?”)

The name Lokee-Hikee has a touch of Native American appearance in it that appeals to the nature-loving, outdoorsy Coots family. It also is a play on words to imply a sense of low key relaxation with high key fun, energy, and friendliness, he said. 

Mrs. Coots, the quieter one of the couple, created the logo of five trees representing the family, silhouetted against a sunrise with the tagline about the stars. She complements her husband by filling in the creative gaps. It was the three girls — Cricket, Trilly, and Souly, 14, 12, and 11, respectively —  who reminded their folks that they appreciate the seemingly small stuff. The girls texted mom and dad one morning and told them to look at the sunrise. Likewise, the girls have asked their parents to check out the stars on particular nights.

“I love that my kids know enough to look at the sunrise and go ‘this is beautiful.’ And it's the same with the stars,” Mr. Coots said. “It's like, that's what camping is about. And that's what we want to expose kids and people to, because it seems that in our fast pace in life, you forget to enjoy the stars.”

The girls shared their excitement for the project with reasons of meeting new people, getting to play outside and help out, and, no doubt, enjoying some chocolatey S'mores. 

Who are Jesse and Jolene Coots …
It was, no doubt, his zeal for car rebuilds and providing hospitality that helped Jesse’s Hardcore Happenings event to mushroom in size and importance. The gathering has been a longstanding yearly opportunity to show off one’s classic car, eat some picnic fare and enjoy the camaraderie of fellow hot rod lovers. 

He has owned and operated The Old Soul Hot Rod Shop for more than a dozen years next to his home in Pavilion. Rebuilding and working on 1930s to 1950s era vehicles has been a passion since he started doing it in high school. 

Mrs. Coots, 44, is a massage therapist with a plan to offer her services at the campground. The three girls, plus dogs Trixie and C.C. (for chocolate chip), some chickens, bunnies, fish and a rooster, round out the family homestead.

A glitch with the Planning Board aside, the Coots have been pleased with everyone they’ve encountered, from the Department of Environmental Conservation and Genesee County Health Department to well-drillers, topographical surveyors and Army Corps of Engineers.

“We have really gone through the steps of making sure we're doing everything right legally (with all entities involved). They have been fantastic to deal with. It's our engineering that our Town of Pavilion is obviously involved in, and wants to make sure we're doing everything right,” he said. “So we have the entire product. They've made us engineer everything. So we have hired (Engineer Sara Gilbert), and she has been heaven-sent.” 

This labor of love will come down to the Planning Board, he said, and whether board members want the land available for the Coots' dream-come-true campground.

“Of course we would like people to be able to come and, you know, if they want to buy a membership they can have coffee there, they can use the hiking trails … we plan on having disc golf and different things like that for people to do,” he said. “And we know we're going to have, obviously, a swing set and stuff for kids, and we'd like to be able to open that to the community to use.”

The Coots family has been charging forth with the plan despite a small handful of Perry Road area neighbors complaining with signs advocating for no campgrounds and a rumored petition being circulated against the project. 

Mr. Coots said that he and his engineer have ensured not only the recommended setbacks but increased that to be amply compliant. For example, the required minimum of 25-foot setbacks has been lengthened to 150 feet, he said. And there will be no Hardcore Happenings, live concerts, or loud parties allowed on the property, Coots said. 
   
“So that's kind of one of the reasons we went after the campground idea because it is a family and community kind of thing; we can all work together,” Mr. Coots said.

“We wanted a piece that was of large size …  so it could be wide open and free and not be intrusive on the neighbors and also not having our guests be crowded,” he said. “We can really spread it out and make it a beautiful place and let everybody have lots of freedom and space.”

What’s the plan? Hearing this week for Pavilion family’s proposed campground

Jesse and Jolene Coots are keeping their fingers crossed for a positive outcome of their hearing this week. Pavilion Town Planning Board will be reviewing the Coots’ application and supporting documents for their Lokee-Hikee Campground at 10156 Perry Road, Pavilion.

"The hardest part of these projects is just starting," he said during an interview Saturday with The Batavian. "Our setbacks with neighbors are over the top. We're well within the code." 

The hearing is set for 7 p.m. Wednesday at Pavilion Town Hall, 1 Woodrow Drive, Pavilion. 

The Details …
The proposed site is 26.4 acres to be carved out of a total 110-acre property with woods, wetlands, and rolling topography. The campground is to be seasonally operated, neatly landscaped and maintained, and geared toward families, retirees, and seasonal occupancies, the application states.

Amenities are to include a registration building and camp store, food service, a swimming pool, public restrooms, and shower facilities, and a recreational fishing pond. 

The application is for approval of 145 total campsites that would be developed in multiple phases and compliant with the town’s zoning ordinance. In addition to the town  Planning Board’s approval, the project will also be reviewed by the Genesee County Planning Board and the New York State Department of Environmental Conservation.  

During a prior Planning Board meeting, Mr. Coots needed to address the use of an existing driveway at 10162 Perry Road, the campground’s main entrance, plans for the whole 110 acres (half to be for farming and half for campsites), water, septic, buffering, dark sky technology and the recreational area, according to meeting minutes.

Because the project’s original concept changed, the board recommended that the Coots had to “restart with a new complete site plan plus engineering” and return for another hearing. The board agreed to consider a campground site plan of up to 150 sites at that initial meeting in May 2021. 

The application also includes prospective “project benefits” of:

  • Positive economic impact to the town through bolstered sales at local restaurants, gas stations, golf course, laundry service, and retail stores.
  • Job growth potential from those businesses named above.
  • An increased town tax base.
  • Compliance of town codes, the Comprehensive Plan, and Environmental Regulatory mandates.
  • Buffering and setbacks (exceeding the minimum of 25 feet with nearly 150 feet) to mitigate any negative impacts to neighboring residents.

Time to Speak Up …
Public comments are encouraged during the hearing. Speakers may be given maximum time limits, and the board may terminate a speaker’s time for combative, rude, overly emotional, or non-relevant statements. 

The Coots encourage people to attend and speak up about the project. They wanted to have discussions with those who oppose it, but haven’t been able to do that, Mr. Coots said. He would like to be able to hear and address residents’ concerns, he said.

Batavia city schools staff, faculty and alumni make music for fundraiser

There was definitely something unifying about the group of musicians rehearsing at Batavia High School (BHS) Wednesday evening.

It could have been their visible roles with instruments in hand, or the fact that many are BHS alumni. It could have also been the clearly recognizable red, white and blue Buffalo Bills face masks and shirts many of them wore. The garb was part of the concert preparation.

“I’m a big Buffalo Bills fan,” school Superintendent and trombone player Jason Smith said in the hallway next to a boisterous rehearsal. “We will be wearing Bills attire, and we’re doing (the Bills make me want to) Shout song before the Bills play that night. It will be fun to have that Bills vibe.”

The signature song for the hometown Buffalo team is one of several upbeat, jazzy tunes featured for the BHS Alumni Jazz Ensemble this weekend. Billed as a fundraiser for the school’s upcoming Scholastic Winter Guard competitions in Pennsylvania, the concert is set for 2 p.m., Sunday in the high school gymnasium, 260 State St., Batavia.

Smith, a 1990 BHS grad, has been playing trombone since the fourth grade. He initially wanted to play percussion, but since that was already taken, then-music teacher John Ranalli suggested that Smith try the trombone. He hasn’t put it down since.

A 30-year member of Batavia Concert Band and its current general manager, Smith has enjoyed playing in local bands and the alumni ensemble, he said. He has several reasons for why he has been so bonded to music throughout his life, and for why people may want to join the fun this weekend. 

“It’s a social outing, it works a different part of your brain, and there are opportunities to reconnect, and in my case, with high school friends,” he said. “Come out and support our winter guard … You can hear some great musicians, some great soloists, and Paul Spiotta, who has a very beautiful voice. There’s an opportunity to hear a wide range of music. Of course, we all love St. Joe’s Drum and Bugle Corps, and you have the wonderful staff and alumni band here too.” 

His favorite piece from the concert line-up is "Sing, Sing, Sing,"  because of its — what else? — good trombone part, he said. This song flares out with fast-moving, snappy brass and recedes in time for a brief drum solo, and back again to the toe-tapping instrumental melody. It’s hard not to imagine a couple on the dance floor performing some lively swing moves.

Music has been a large part of Batavia resident Ross Chua’s life. The 23-year-old plays several instruments and will be featured on trumpet and vocals during this upcoming concert. He teaches beginning guitar, trumpet and song-writing, and helps with engineering, maintaining equipment and playing trumpet at Old Bear Studio on Harvester Avenue. That makes for “kind of a holistic experience,” he said.

His former music teacher, Jane Haggett, who will conduct the concert, asked that he join this musical effort. Chua couldn’t refuse. 

“I like to be involved in the Batavia music scene. Jane puts in a lot of effort to develop and maintain that culture,” he said. “And she was my band teacher.”

The 2016 BHS grad performs with a few ensembles and plays upright bass for the Genesee Symphony Orchestra. He is a graduate of Syracuse University with a master’s degree in audio arts, which is more of the technical side of the field versus playing for a live concert, he said. The concert menu has a sampling of new and older pieces with the punch of brass.

“It’s a good mix of stuff; it’s really tied into the stuff I played in high school,” Chua said. “It feels very Batavia brand. It’s pretty upbeat and peppy.”

Alongside the city school district superintendent will be high school principal Paul Kesler on trumpet, and music teachers Sean Williams, Collin Murtaugh and Stuart McLean.

Alumni also include Brandon Luce, Jackie McLean, Matt Holota, Harold McJury, Frank Panepento, Joshua Pacino, Quentin Branciforte, Mark Hoerbelt, Mary Murphy, Jason Mapes and Bob Pastecki.

Joshua Pacino, 39, is a music teacher at Notre Dame High School and, out of the various instruments he plays, he favors the trombone for its endurance in his life. “That’s the one I’ve played since fifth grade,” he said.

He especially likes the ensemble’s rendition of "Land of Make Believe" by Chuck Mangione. The samba features “great flugelhorn parts,” he said. He opted to join the alumni group as a faithful Blue Devil.

“When I’m free and I can help out, I do,” he said. 

The BHS Scholastic Winter Guard is hosting this event to raise funds for its plans to compete in the Pittsburgh and Philadelphia Winter Guard Regionals and the WGI National Championships, respectively. Tickets are $10 for adults and $5 for students and may be purchased at the door. Money raised from this event will defray the cost of winter guard trips in March and April. This will be the Scholastic Winter Guard’s first appearance at the WGI National Championships.

Reward increased for missing spaniel

A reward of $250 has been doubled for the safe return of Bentley, a friendly 7-year-old Brittany Spaniel who broke free from his electric fence Sunday night in Batavia.

The cream and brown freckled dog escaped from his Vine Street-area home around 6 p.m. Sunday. He was wearing a red e-collar. There have been sightings at Meadowcrest Drive, Bank Street, Richmond Avenue, and State Street. 

His worried parents, Roy and Tammy Watson have been desperately searching for the pup, and they hope that a monetary reward might entice someone who may have information or the dog to come forward.

Bentley is friendly, though he has been skittish when people have tried to catch him, Mrs. Watson said. It is best to call her immediately if the dog is spotted, she said. The reward of $500 will be given for the safe return of Bentley.

Batavia library expected to offer warm re-opening Thursday

After a lack of heat closed Richmond Memorial Library for the first part of this week, it looks like the Ross Street facility will have a warm re-opening on Thursday, Director Robert Conrad says.

“I was just in the office to pick up some things and the furnace seems to be repaired. Everything was toasty warm 70-degrees,” he said to The Batavian Wednesday evening. Although I’m told that they're waiting on some parts for a permanent fix, I’d consider it patched.”

Conrad oversees direct library operations, whereas the actual building and grounds at 19 Ross St., Batavia, are owned and maintained by the city school district. The library has been closed this week due to an aging heating/ventilation/air conditioning system not working properly. A repair that began on Tuesday required additional parts to make the furnace fully functional, Conrad said from what he’d been told by a senior custodian. 

The Batavian emailed questions to City Schools Director of Facilities Jason DeGraff and left a message for comment at the office of the Building and Grounds superintendent Wednesday. This article will be updated with any reply from the school district.

To Conrad’s understanding, city facilities staff was working with contractors and suppliers earlier Wednesday to obtain the necessary parts to fix the problem, he said. 

“I would have to defer any further questions to them, simply because the building/heating are beyond the scope of my training and duties,” he said Wednesday. “I doubt whether there will be an unexpected cost for the school district, as I understand that they budget to replace building infrastructure at the end of its useful life, which our heat system — as I understand — already was.”

Chilly temperatures aside, Conrad has other things on his mind besides a lack of heat. An upcoming Local Authors Fair will be happening in April, he said, with authors from Genesee, Erie and Monroe counties. Other exciting news is the debut of new library cards and a logo, plus a reading therapy dog. Details of both events are to be released in March and April, he said.  A library budget vote and trustee election in May, followed by the Summer Reading Program in June, round out the next five months of activities, he said. 

The library is expected to resume its normal hours of 9 a.m. to 9 p.m. Monday through Thursday and 9 a.m. to 5 p.m. Friday and Saturday.

Owners in search of missing spaniel

It has been a difficult 18 hours since about 6 p.m. Sunday, Tammy Watson says.

She and husband Roy have been desperately searching for their Brittany Spaniel named Bentley since he broke out of his electric fence on Vine Street.

“He has been spotted a few times by people, but he won’t come to them,” Mrs. Watson said Monday. “We’ve been training him for two months. He has never done this before.”

Bentley, a cream and brown freckled pup, is seven years old and friendly, but is apparently skittish given the circumstances. He was last seen on State Street at Richmond Avenue, and his parents have been scouting the area.

“It has been a very long night,” Mrs. Watson said. “We are assuming he has been out all night in the cold and snow.”

If you see Bentley, please call 585-861-0013 as soon as possible. Treats may help to lure him to someone, but it’s best to call first, she said.

Local data shows potential repercussions of not getting vaccine, officials say

Of all the debatable data out there regarding COVID-19, one piece about local hospitalizations is irrefutable, Dan Ireland says.

United Memorial Medical Center’s occupancy rate is at 86 percent, and 100 percent of patients admitted to the Intensive Care Unit have been unvaccinated, said Ireland, Rochester Regional Health/UMMC president, during a live-streamed health discussion Thursday. 

“Seventy-five percent of COVID admissions are unvaccinated people,” he said. “The data is clear, unvaccinated folks are suffering (from COVID symptoms and illness).”

Another statistic to note is that 100 percent of people put on ventilators were also unvaccinated, he said. Though there are various other reasons for someone being admitted to the hospital, 70 percent of them went to the hospital for COVID-19 symptoms and concerns, he said.  It was a set of coronavirus symptoms that drove them to visit the hospital, he said. 

Although some vaccinated people are experiencing break-through cases, the symptoms have not been as severe, he and Genesee and Orleans County Health Director Paul Pettit said. 

“Please, please, please get your vaccine,” Ireland said. 

Not only is that step important for protecting the health of individuals and families, it helps to free up space at the hospital, he said, citing 36 percent of the entire hospital population is attributed to COVID-19. People are still seeking health care treatments for other causes, and it’s “our job to strike that balance” between the needs of those with the COVID virus and more traditional healthcare that is needed.

Those traditional healthcare services remain open at RRH hospitals, which include elective surgeries. Those surgeries held a 90 percent occupancy rate in 
December. Ireland said that, more recently, those surgeries will still occur, but on “a much more limited basis.”

“Surgery is not closed, we’re just limiting it to limit the exposure to patients,” he said. 

The whole region is focused on restricting elective surgeries to essential only, per health department guidelines, he said, however, facilities in nearby counties have taken patients when necessary. 

There will be public announcements to inform the community of changes that may occur, such as particular hospital offices needing to close due to staffing shortages or exposure concerns, and where patients may be able to go instead. Overall, hospital staff “has done an amazing job at accommodating them at other locations,” Ireland said. 

As of Tuesday, a new visitor policy restricts hours for a 9 a.m. to 1 p.m. and 3 to 7 p.m. daily visitor schedule. Everyone will be screened, information is to be captured for potential contact tracing and visitors cannot see patients with COVID-19 or other immunity compromised patients. 

“Just be aware, if you have a loved one in the hospital, if a screener advises you of a new policy, it’s because of updated responses.”

As for those colorful and rhinestone-covered cloth masks, the latest data shows, especially in the light of the recent spread of the SARS-2-CoV variant known as Omicron, that they are not as effective as medical masks. The Hospital administration has issued a “no cloth masks” order in lieu of medical, tighter-fitting masks, such as KN95. Hospital visitors without such masks will be given one by staff, he said.

“It’s very important to protect yourself; wearing that mask is a barrier. Is it full-proof? No. But we do know it’s a barrier (to the virus),” he said. 

Ireland said that, of course, people want to get out and enjoy activities away from their homes. They can do that, but there are tools in place to protect people to have fun “safely and effectively,” he said. 

“Have some self-awareness and some self-driven compliance,” he said of wearing masks, testing when necessary, and isolating and/or quarantining if positive for the virus or exposed to someone else who is positive. Journalists participating in the event asked about the safety of student-athletes, the target number for vaccinations, and the future. 

Student-athletes are being tested based on the same protocols as other students, Pettit said.

New York State set a target vaccination rate of 70 percent, and “we’re above that number now as a whole,” he said. People who are most recently getting the vaccine seem to be doing so based on external events, such as a family member getting sick or dying from COVID-19, or mandates requiring a vaccine for certain types of travel, he said. 

And for those on the fence? His department staff is working to answer questions and provide information to anyone not yet vaccinated. 

“We’re really trying to talk to those folks who are undecided,” he said. ”Based on the data, the vaccine is very effective; it does keep people from having the severity of the disease, and it keeps them out of the ICU and off ventilators. We’re hoping these folks will make the decision at some point in the very near future.”

Genesee County has experienced a “very sharp increase” in positive cases, especially in congregate settings, such as nursing homes, he said. There have been a total of 12,105 positive cases and 164 deaths from the COVID-19 virus since the onset of the pandemic. Out of that number, 1,509 cases were in the month of December compared to 2,118 in just the first 10 days of January, he said. 

He wanted to clarify case investigations, which are conducted for confirmed cases by obtaining the person’s name, address, symptoms, date of onset, close contacts and that person’s history during the prior 48 hours, versus contact tracing, which takes the process “a little bit further” by trying to identify people who were exposed to a confirmed case of the virus and establish if those people are isolating (if found to also be positive) or quarantining due to being exposed to the person found to be positive. 

Case investigations are not changing, he said. However, due to the massive numbers of positive cases multiplied each by an estimated five to 10 exposures, it’s likely the health department may not be able to follow up on all of those cases, he said.

Genesee County Legislator Rochelle Stein reminded folks that everyone can take a part in keeping the community safe.

“Vaccinate and get the booster when you are eligible, she said. “Mask when in public places, test when you feel ill, and then stay home. These are the simple ones today.”

Spring baseball trip a go for Batavia City Schools’ athletes

Junior and senior Varsity athletes can plan to resume Batavia City Schools’ annual tradition down south after the school board’s votes of approval Tuesday. 

Batavia Middle School physical education teacher and coach James Patric waxed a bit nostalgic during his presentation to the board. For at least 15 years, school athletes had taken a trip to Florida for an extensive training experience, he said.


“The feedback I get back from everybody is it’s an awesome trip,” Patric said to board members in the Batavia High School library. “They practice their skills … enjoy the good weather, they enjoy the camaraderie. It’s positive feedback.”


Once COVID-19 reared its unrelenting head, the trip was cancelled the past two years due to related restrictions, he said. He has done the legwork: research about where to go, how best to get there and what and who to take. 

“We’re here today proposing to go to Fort Pierce, Florida,” he said alongside Mike Bromley, director of health, physical education and athletics. “We haven’t stopped doing fundrasing since 2019; we have a considerable amount of money that we can contribute toward the trip.”

Patric has been working with Vincent “Vinny” Carlesi, president and director of operations at the Florida Coast Spring Training camp. Batting cages and well-groomed fields await eager athletes wanting to get in some focused practice. Carlesi is also a former professional baseball player with the Pittsburgh Pirates and a major league scout with the New York Yankees. He provides trusted guidance for how to have a successful trip, Patric said. 

It would be an estimated $800 to $900 per student, and Patric is confident that students can raise that through continued fundraising efforts. He checked into airfare, and the price tag of at least $700 a person was “not fair to ask,” he said. Air travel also didn’t have any security, which was a “risky” investment, he said, versus bus fare that is refundable. 

An alternative is ground transportation that will accommodate the junior and senior Varsity teams on a 56-passenger bus. With just over 30 people planning to attend, that will allow for space to social distance during travel, Patric said. 

The trip –– tentatively slated for early April –– would also include student tours, hotel accommodations, one scheduled stop for a driver switch, and testing participants for COVID-19 before they board the bus.

“Hopefully, all test negative and we can all go on the trip,” he said.  

Board member Alice Benedict questioned the ratio of only three chaperones for 25 kids. Patric explained that there are three paid chaperones, plus coaches and assistant coaches. Benedict agreed that six chaperones for 25 kids seemed much more reasonable. 

Another board question was about the virus: is there a plan for how to handle testing and isolation protocols while on the trip?

There is a hospital close by in case anyone needs to get tested or treated for illness, Patric said. Rooms at the hotel, a Comfort Inn, would be blocked off to allow for a positive COVID-19 case to quarantine, he said. The bus company has put up a plexiglass shield in the bus to protect healthy passengers from anyone who may be infected. 
Another option will be for parents that have also traveled to the Florida site drive students home. All of that would take “a lot of communication” with district officials, he said. 

Board member John Reigle pointed to the activity of doing things with kids.
“I think it’s a great idea,” he said. 

In other board news, newly hired Superintendent Jason Smith thanked the board, students and faculty for the “very warm welcome” he received in the form of hugs, cards, songs and a tour of each of the four city schools. He thanked Interim Superintendent Scott Bischoping for helping to make a “very smooth transition to this district,” Smith said.

More tests, revised protocols ...

The district expects to receive more COVID-19 test kits for an ongoing “test-to-stay” initiative for students. Quite simply, if someone tests positive for the coronavirus, it’s time to go home and isolate per health department guidelines. If the test is negative, students may remain in school. Updated procedures now include being able to test asymptomatic and unvaccinated students who have had close contact with someone who has tested positive for COVID-19.

This is for people in school. Household exposures are not eligible for this program at this time, per New York State.

The following protocol will be implemented at Batavia City Schools, with support and approval from the Genesee County Department of Health:

  • The school nurse will test the exposed student.
  • If the student tests positive, we will send the student home, report the positive test, and require the student to isolate for five (5) days. The student may return to school as long as they are asymptomatic (not showing symptoms) at the end of the period of isolation. 
  • If the student tests negative and as long as they are not experiencing any COVID-19 symptoms, they may continue to attend school but will be required to: 
  • Quarantine from all other activities outside of the regular school day for five (5) days (athletics, after-school clubs, etc.)
  • The school nurse will test the student again six (6) days after the initial test.

Quarantine and isolation protocols include:

The isolation period for individuals who test positive for COVID-19 will be five days as long as the individual is asymptomatic (not showing symptoms) at the end of the period of isolation. Quarantine periods for individuals exposed to COVID-19 are as follows:

  • Unvaccinated: Five days 
  • Fully vaccinated, eligible for a booster, but not yet boosted: Five days 
  • Fully vaccinated and boosted, or not yet eligible for a booster: Zero days.

Serving as a fundraiser for the BHS  Scholastic Winter Guard, the concert includes other district notables BHS Principal Paul Kesler on trumpet, and music teachers Sean Williams, Collin Murtaugh, and Stuart Mclean in the ensemble. Batavia City Schools Board of Education invests in air purity to combat COVID-19

Without any discussion, Batavia’s Board of Education unanimously approved a slew of consent items Tuesday evening, including spending more than $400,000 to purchase disinfection devices as one way to combat COVID-19.

The bid of $416,250 from Enviro-mist was a recommendation from the city school’s Building and Grounds Committee, Board President Alice Benedict said. 

“They are the ones who did the investigating, and asked the questions,” she said to The Batavian after the meeting at Batavia High School. “We decided it was something the school district needed.”

After district members conducted research about how to deal with increasing cases of COVID-19, Building and Grounds committee members were given the green light to pursue some type of disinfection equipment, she said. 

The funding for these devices will come from the federal American Relief Act, which was doled out to school districts for various virus-related solutions. The board agreed that Enviro-mist came in with the best bid for air purification and disinfection devices, at $1,665 each for 250 disinfection units, or $416,250. The units purify the air at one unit per 900 square feet, Benedict said. 

The company website touts specialized consultation services that include: 

  • Effective and Safe Re-Opening and Return to Work Plans.
  • Preventive and/or Corrective Disinfecting.
  • Portable or In-Duct Air Purification Systems with knowledge of how best to work with air flow.
  • Micro-Barriers for extended protection of high-touch surfaces.
  • Air Quality Scans, Testing and Monitoring.
  • Industry’s best Air Purifying Equipment Rental for events or gatherings.
  • Post Covid Protocols that prepare for the next superbug, flu, allergy or outbreak.

Other consent items included seven resignations of music, special education and English as a Second Language teachers, teacher aides and a financial records clerk; many appointments of assorted positions, from probationary social worker to clerk typists; and Memorandums of Agreements with Batavia Teachers’ Association, TRIO Upward Bound College Prep Program, Attica Central School District for 6:1:1 services, and with the business administrator, executive director of staff development and operations, and executive director of curriculum and instruction. It's that time of year when school boards begin to think about expenses and revenues. In lieu of the past Budget Ambassador program fulfilled by volunteer district residents, board members have signed on to meet for at least three public budget sessions, Benedict said. A lack of interested volunteers rendered the former ambassador group defunct, she said. Board members will conduct Zoom budget meetings so that anyone may attend and ask questions. 

The budget meetings are set for 6 p.m. on March 1, 8 and 15 in the Superintendent’s Conference Room 49 of the district office, 260 State St. The next regular board meeting is scheduled for 6 p.m. Feb. 17 in the BHS library 260 State St.
 

One solution for dealing with COVID-19 is you, says Genesee and Orleans health director

If you have been confused or concerned by the flurry of shifting, revised, questioned and debated pieces of information out there for dealing with COVID-19, one solution is pointing straight at you.

Do your research, talk to your own healthcare provider and self-report when diagnosed with the virus, says Paul Pettit, director of Genesee and Orleans County Health Departments. 

“Any time you have conflicting messages out there it does create confusion … who should they be listening to and why. We want people to be informed. It’s ok for people to question things, we want them to get the most factual information and make a decision based on that. Ultimately, everybody’s individual health care should be discussed with their doctor,” Pettit said during a livestream interview Monday with The Batavian.

Pettit suggests that people check out the Centers for Disease Control (CDC) and their own state and county health departments to make informed decisions. He’s not forcing any one answer on people, but asking that they acquire factual knowledge before making decisions about how to deal with COVID-19. 

Omicron, the latest — and apparently greatest variant in terms of infectious ability — may account for 85 to 90 percent of all positive cases in rural areas, Pettit said. There have been some 500 cases diagnosed locally just this past weekend alone, he said. Due to the quickly climbing numbers, the health department is changing the way it has handled contact tracing; it will be more of an individual responsibility for those 19 to 64 years of age, he said.

“It has to do with the extreme spread across the state. We just cannot keep up with the isolation and quarantine,” he said. “We’re trying to triage a response. We can’t get to all these contacts, we’re trying to use our resources the best we can.”

As of Monday, the system will depend on people who have tested positive for COVID-19 or have had close contact with someone who already tested positive, to self-report online. Go to www.GOHealthNY.org and choose the red COVID-19 Isolation & Quarantine Information button to be directed to the isolation and quarantine documents. For those who have tested positive for COVID-19, you will be contacted by NYS via email or text. Once you are notified of your positive results by the lab or NYS, immediately self-isolate and notify your close contacts of their potential exposure. For those that test positive in the 19-64 age group, follow the general directions that NYS provides for isolation and quarantine and contact your healthcare provider for medical advice.

For those in schools or congregate settings who are under the age of 18 and over the age of 64, contact tracing will continue as capacity allows, he said. 

Although the omicron variant is highly infectious and has caused breakthrough cases for a lot of vaccinated people, there is an upside, Pettit said. 
“The good news is that it’s not as severe,” he said. 

More cases and less severe does not mean ignoring a diagnosis. People should still heed the five-day isolation rule when their lab result is positive, he said. He has heard from many people that they have symptoms resembling a cold or mild flu, and are also known to the omicron variant: coughing, fatigue, a scratchy throat. He tells them all the same thing.

“The only way to verify (that it’s COVID-19) is to have a test,” he said. “Don’t go to work that day, don’t send your kids to school.”

Genesee County is just under 60 percent for those fully vaccinated, which is “pretty close to our counterparts in the rural region,” he said. The health department is fully stocked with vaccines and booster shots, and people just have to call and make the appointment. A much lower rate of Genesee County residents — 28 percent — have gotten their boosters, which have been shown to be “very effective” at preventing illness and slowing down the potential severity of the virus, he said. 

Interviewer Howard Owens, publisher of The Batavian, shared his own experience after receiving the single-dose Johnson and Johnson vaccine and, a six months afterward, the booster. He had direct exposure to someone who later that day was symptomatic and then diagnosed with COVID-19. Owens quarantined for five days and tested negative with no symptoms. He believes that’s a testament to the protection of the vaccines, he said. 

It’s that kind of personal responsibility that the health department is urging.

“We’re going with more of an honor system. We want people to be responsible, make those decisions and do their part to eliminate Covid within their communities,” Pettit said. “Our data is clearly showing that it prevents severity. With spread so high, we can all do our part. If out in public, put the mask on … more of the well-fitting masks. We’re encouraging people to go out and get their booster shots. Stay home, especially if you’re symptomatic. Hopefully, we’re going to start to see those numbers come down.”

To reiterate Pettit's press release issued last week, if you test positive for COVID-19:

  • Isolate for 5 days, where day 0 is the day of symptom onset or (if asymptomatic) the day of collection of the first positive specimen.
  • If asymptomatic at the end of 5 days or if symptoms are resolving, isolation ends and the individual should wear a well-fitting mask while around others for an additional 5 days.
  • Individuals who are moderately-severely immunocompromised should continue to follow standard (i.e., not shortened) Isolation Guidance.
  • Individuals who are unable to wear a well-fitting mask for 5 days after a 5-day isolation should also follow standard isolation guidance (i.e., 10 days, not shortened)
  • Quarantine (for those who have had close contact with a person who tested positive for COVID-19)
  • Quarantine as follows, where day 0 is the last date of exposure:
  • If not fully vaccinated or fully vaccinated and eligible for a booster but not yet boosted, quarantine for 5 days and wear a well-fitting mask while around others for an additional 5 days.
  • If fully vaccinated and boosted (with the booster at least 2 weeks before the first date of exposure) or not yet eligible for a booster, no quarantine is required but these individuals should wear a well-fitting mask while around others for 10 days after the last date of exposure.
  • If possible, test at day 5 with either a nucleic acid amplification test (NAAT, e.g., PCR) or antigen test.
  • If symptoms appear, quarantine and seek testing. In this situation, quarantine would end when the test is negative. If testing is not done, isolate according to the guidance above.
  • Quarantine orders and releases are also included on the GOHealthNY.org website for you to complete and provide to your employer/school.

Batavia City Schools to consider disinfection devices, other spending at board meeting next week

Although the year is new, an old acquaintance is tagging along and costing Batavia City School District more money to deal with its effects. 

Yes, COVID-19 is on next week’s Board of Education meeting agenda. The board is expected to review a bid from Enviro-Mist for portable medical-grade airborne disinfection control devices. According to the company’s website, Enviro-Mist is “a high-level disinfecting and sterilizing firm recognized as a leader in our industry.”

The meeting is set for 6 p.m. Tuesday in Batavia High School’s library, 260 State St.

Other financial business includes a vote to approve $8,500 to Campus Construction Management for construction management services and $43,000 to SEI Design Group Architect Services, both related to the emergency repair of the BHS roof. Estimated winds of up to 76 miles per hour damaged the roof on Dec. 11, 2021, and the board is being asked to approve a two-phase repair of $28,000 and $15,000.

Other votes include:

  • A Memorandum of Understanding with each business administrator, executive director of staff development and operations, executive director of curriculum and instruction; the Batavia Teachers’ Association for a Schedule D stipend; and Genesee Community College for the TRIO Upward Bound College Preparation Program.
  • To accept a bid of $94,400 from Kircher Construction Inc. for the window repair and replacement at BHS as part of a 2021-22 capital outlay project.

The agenda also includes time for the public to be heard (sign up before the meeting), and presentations from John Kennedy School Principal Brian Sutton; Director of Health, Physical Education and Athletics Mike Bromley and Batavia Middle School physical education teacher James Patric; Business Administrator Scott Rozanski; and new Superintendent Jason Smith. 

Board meetings are typically on the third Thursday of every month, however, scheduling conflicts caused a shift for the board and district staff to meet on Tuesday. Meetings will resume the regular Thursday schedule in February, District Clerk Brittany Witkop said.

Eden Cafe moving to the city’s south side

Eden Cafe & BakeShop will be closing its Main Street site on Feb. 1, but don’t worry, manager Nicole Dellapenna says. 

The vegan restaurant and bakery is only moving less than a mile away. Owner Judith Hysek and Dellapenna, who is also head chef, are planning for a re-opening in early spring. The new site will be at 242 Ellicott St., at the corner of Ellicott and Liberty streets. 

“We’re relaunching over there as soon as possible. We’re waiting for contractors and permits,” Dellapenna said to The Batavian on Friday. “It’s fun, it’s exciting.”

The new location is “definitely bigger” than the current one inside Eli Fish Brewery, she said. Renovations of removing walls, painting and other tasks will set it up to accommodate 25 people and host special gatherings, Dellapenna said. 

Eden’s “old classics” — including breaded and baked cauli (flower) wings and crunch wraps — will be moving with the business as some new offerings will be added. There will be a “grab and go” case with sandwiches and meal bowls already prepared for a quick lunch or convenient dinner. 

Dellapenna came on board shortly after the debut of Eden Cafe 3 1/2 years ago. The plant-based menu options have been popular with local patrons, she said.

“It’s just a misconception of veganism; it's eating normal food," she said. "We strive for freshness. We’ve worked so hard to keep everything fresh and consistent.”

Current hours are 11 a.m. to 2 p.m. and 4 to 7 p.m. Tuesdays through Thursdays and 11 a.m. to 2 p.m. and 4 to 8 p.m. Fridays and Saturdays. The cafe is closed Sundays and Mondays. For more information, call 585-815-4487.

Genesee County school districts closed Thursday

As of 10:22 p.m. Wednesday, the following Genesee County schools have announced that they will be closed on Thursday due to a weather advisory in effect from 7 p.m. Wednesday through 1 a.m. Friday:

  • Alexander Central School 
  • Batavia City School District – no remote instruction
  • Byron-Bergen Central School District
  • Elba Central School District 
  • Genesee Community College: All locations, remote operations only for Thursday
  • Genesee Valley BOCES Batavia Campus
  • LeRoy Central School District 
  • Notre Dame High School 
  • Oakfield-Alabama Central School District
  • Pembroke Central School District 
  • St. Joseph's School, Batavia 

Pavilion Central School District has not officially announced a closure as of 10:26 p.m. Wednesday. The Batavian will update this list as needed.
