City Council says no to larger gym benefit, adds $50 to employee perk

City Council President Eugene Jankowski backpedaled Monday evening on a proposal to provide council members with a $500 annual stipend for gym memberships.

He blamed a news outlet for "mishandling" a report of the Jan. 27 conference meeting where the city manager first raised the issue.

During Monday’s conference session, Jankowski said, "Why council got dragged into this, maybe it was clickbait? Maybe people thought it was something to scream about? I got a lot of people screaming about it. I don’t recall us worrying about us being involved.  I think we were talking about the employees. Correct me if I’m wrong on that."

Jankowski said Monday that the $500 was off the table, but there would be a $50 increase for employees to the current $100 allowance toward gym memberships included in the new budget.

The video recording of the Jan. 27 meeting substantiates that council members were included in the original proposal and that Jankowski endorsed it.

Here are the relevant portions of the transcript:

At 1:00:55 in the video (the link to the video above is timestamped to the start of the discussion), Tabelski said: “I’ve had many employees come to me, council members come to me, saying wouldn't it be great if we could provide some kind of membership or incentive towards using the new facility, so I went and looked at this year's budget. We have interest in earnings right now at about $24,000 that might top out around $50,000, so we could cover the majority of employees and council members if they were to sign up for this incentive, so I leave it to you to discuss and determine if this is something you'd like to move forward with.”

The only concern raised by any council member was a suggestion of discrimination against other gyms by providing $500 to YMCA and only $100 to other city gyms. The objection was raised by Councilman Bob Bialkowski. 

Tabelski said, “We could go get rid of the $100 and just, I mean, force them to join the Y. It was just an offering. You're actually the council member who asked me about joining.”

Jankowski said during the discussion, “Right, so now it's not a good idea? Well, I think it's a great idea.”

Later, he said, “I like the idea, I like where we're going with it because in the long run, when you stay healthy, it saves us money on the other end on healthcare,” adding later, “I think as it’s written, I think it looks pretty good.”

“It’s a great perk for the employees,” Councilwoman Kathy Briggs said. 

Bialkowski countered with offering $200 versus the $500. 

Tabelski said, “Employees would have the option for the $100 reimbursement, which they already have today, or if they'd like to join the Y, we'd give a benefit of $500. Again, specifically, I was asked from employees, from unions, what can you do to help us with covering costs of the new YMCA, so nobody asked me to join any other gyms, so I think it's a good idea.”

Council voted by 6-1 to move the proposal to its next business meeting. Bialkowski voted no and Briggs, Jankowski, Al McGinnis, Rich Richmond, David Twichell and Derek Geib voted yes.

Jankowski: "Okay, so that gets moved to the business meeting for a final vote, and then if anybody has any concerns, we can rediscuss that.”

The support for the proposal on Jan. 27 was not apparent on Monday.

By a unanimous vote of 9-0 Monday evening, City Council said no to offering city employees or council members $500 toward a YMCA gym membership and opted instead to raise the current perk of $100 to $150 for the new downtown facility. 

Jankowski emphasized that the health benefit will be for city employees only and will not include council members. Although initially discussed as one option, the $500 allowance was taken off the table in lieu of an agreement for $50 incremental increases on a yearly basis, he said. 

“I know I can speak for many of my colleagues here. We all listen to the ideas, and they never end up the way they start out because everyone weighs in, and it gets balanced and moved around. So, what we’ve come up with in the budget is to add the $50 stipend. It will apply to all those individuals who are on the city’s self-insured health care plan, which doesn’t include council, because we are not on that plan, so we’re out of it,” Jankowski said during the conference meeting at City Hall. “Out of 150 employees, we only have 15 people presently taking part in this program, and I'd like to see an increase in their benefit and for our health benefit; our health costs can go down when people are healthier. So that's how we're going to do it. We're going to start it off, slightly increase, see how it works, and maybe talk about it again in future budgets going forward.”

The $50 per city employee has been put into the budget but did not alter the expected 50-cent tax rate decrease, city officials said. That is still projected to be $8.46 per $1,000 assessed value, down from the current $8.96 per $1,000. 

A resolution was in council’s packet for the $500 per employee allowance for a gym membership, and council was instructed that a no vote would defeat the resolution as initially proposed. Passage of the budget would then enact the $50 increase for employees instead, effective April 1.

Of 150 city employees, only 15 currently participate in the program.

A full slate of members, including Kathy Briggs, Tammy Schmidt, Al McGinnis, David Twichell, Paul Viele, Rich Richmond, Derek Geib, Bob Bialkowski and Jankowski voted no. 

“It’s an incentive for people to be healthy,” Richmond said. “They’re going to have to prove they’re using it.”

These 'Choice' artists to be recognized during closing reception Saturday at GO ART!

When Thea Anderson was working through her recovery program more than a year ago, she wasn’t thinking about claiming an award for the art. She was learning to relieve stress.

Yet Zentangle — a structured drawing method of creating repetitive patterns and intricate designs — served the purpose of helping her relax, focus and produce something that others have come to appreciate. In fact, her piece, “Recovery Tryptic,” won the People’s Choice Award at a new GO ART! Members/Staff Exhibit.

“These pieces kind of represent how far I’ve come in my life,” Anderson said during an interview with The Batavian. “And it’s pretty amazing to have been chosen by a lot of people.”

Anderson is one of three artists to be presented with an award this weekend. The public is invited for a free closing reception from 6 to 8 p.m. Saturday to view the artwork, meet her and artists Rebecca Graham and Jodi Fisher, and help celebrate their awards. This event is at GO ART!, 201 E. Main St., Batavia. Refreshments will be served.

A resident of Batavia, Anderson decided to enter a 28-day rehab program, and during that time, she rediscovered her love of art. While she had pursued acrylics previously, she said her latest medium is pen-and-ink. This three-piece work, the tryptic, fits together in one matted frame of a large white flower against a Zentangle background design. 

“So I discovered Zentangle. It’s a form of art and meditation, and I really liked that because I was going through the recovery process, which I’m still doing. So these pieces kind of helped me with my anxiety and depression. I was an alcoholic. So it was an addiction. I was in a program to get well, and I've been sober for about, I think, 15 months now. I didn't do art for a really long time when I was sick in my addiction, and then as I got better, I started to realize how it was helping me with my anxiety and with dealing with a mental health disorder.”

She wants to share some of her story with hope that it might encourage others to seek help if they are struggling as she did. Anderson is proud of her sobriety as she remembers how she felt 15 months ago. It’s also how to describe her artwork.

“A blank white flower is how I felt,” she said. “It was like I was rediscovering and also creating a new me.”

It took her 20 hours per individual piece, for a total of 60 hours working at her makeshift studio space at her dining room table. She became a GO ART! member a year ago and also volunteered along with her fiancé, Kyle Moore. They befriended Executive Director Gregory Hallock, she said.

Visitors to the exhibit were asked to vote on a favorite for the People’s Choice from Dec. 12 to Jan. 31. Anderson was “honored” to be selected out of several pieces, she said. 

“So many opportunities have opened for us because of GO ART!,” she said. “We’re very grateful for Gregory, for taking a chance on us. I was shocked, I was so happy to have created something that I wanted to share with people. I had no thoughts of winning anything.

“Like I said, it represents how far I've come, and to have a tangible creation to show for the time that I spent kind of doing the work, the inner work, all the stuff that you have to go through and explore when you're in the process of recovery,” she said. “Even to have something to show was such an amazing accomplishment for me, and then winning. It's just, it's amazing.”

She and Moore have a work in progress on the second floor of the nonprofit, she said. They are painting a small ceiling area with a floral scene that will eventually be lit. Since beginning recovery, she has strengthened confidence, stronger focus and steadier hands, she said. 

“When people are in addiction, they try to fix the problem with substance,” she said. “Sometimes, it was an undiagnosed mental health disorder. I chose to medicate. I think that’s what people need to understand, that people who are in recovery or addicts, you have to address all those mental health issues … the person is just trying to get through life.”

GO ART! President Linda Knipe chose Rebecca Graham’s black and white portrait of “Indian Girl” for the President’s Award. A page filled largely with a child’s eyes and rounded cheeks, this genre is challenging, Graham said.

“Children are especially hard to get that child look to them without looking alien,” she said. 

She won a few awards in high school, and that fueled her continued interest in the arts, with an affinity for graphite, charcoal or colored pencil, and trying to get more comfortable with mixed media, including paints. 

She won an award in school also for a pen-and-ink of a sports car, and enjoys that kind of three-dimensional detail work, she said. A respiratory therapist who has enjoyed the healthcare field for the last 30 years, Graham looks forward to having her artwork as a “nice hobby” at some point in semi-retirement. 

“I am able to challenge myself to see if you practice enough, you’ll get better,” she said. “It’s a challenging thing to see how good I can get. Once I’m able to spend more time, I’ll be able to take commissions.”

A resident of Le Roy, she likes to do people and pet portraits and would like to get back to those eventually while exploring various mediums, she said. The competition was stiff with some amazing members for this exhibit, she said. 

“You’re hopeful, and you think it’s good, but it’s like the lottery,” she said. “My sister has been a big inspiration. Some of the work I had done when I was in high school, she’s confiscated it and it hangs in her house. It’s sort of like, well, she definitely thinks I do good, and she’s intelligent, so I thought it’s worth continuing, right? It validates that feeling of its worthiness.” 

The Curator’s Award went to Jodi Fisher of Batavia, who is both a member and GO ART!’s program director and statewide regrant co-coordinator. 

Fisher’s work was yet in another medium — photography. She captured the scene two years ago while at Genesee Country Village Museum during a yuletide dinner and tour by candlelight. The scenario depicted a Scottish American home with no electricity, which provided the luminescent glow and shadows that Fisher is drawn to, she said. 

“So that was really exciting, I got to see a place that I hadn't been in, but they were talking about their Scottish celebration for New Year's Eve, and I saw the shadows on the table with the lanterns. And it just was, I don't know, it really resonated with me,” she said. “When I put in I didn’t realize it was going to be judged, I just brought in some of my work because it was a staff and member show. So it was actually a surprise to me when (staff) told me that I had won an award.”

Her main art is in the literary field, with poetry and prose, and she only more recently began snapping photos with her iPhone 13 mini. 

“I really love the vibrancy of nature. I would consider myself mostly a nature photographer. I love light and shadows and color, and when I see something to me that looks very vibrant and alive, I like to try and capture that and share that with other people,” she said, describing why the table scene drew her attention. “The shadows and the simplicity of pre-electricity there’s a lot of depth and meaning in it.”

The photo is simple enough, but also with details that strike against the darkness and a smooth linen tablecloth set with two lanterns. Shadows emerge from varying positions around the lanterns and a coffee mug, and there seems to be a faint stream of light possibly from a nearby window. 

Fisher had a show two years ago combining both of her passions, prose and photos, and would “love to show my work more,” she said. There may also be a book of her poems in the future.

Batavia Middle School student and family kept 'close in our hearts' with memorial of blue, counseling support

Batavia City School District’s students, faculty and staff have come together in the aftermath of a tragedy that took the life of one of their own this week, Superintendent Jason Smith says.

Three siblings were rescued from a fire that broke out at 3 Vine St., Batavia in the early morning hours of Thursday. Javarius-Gus, 10, did not survive. The Batavia school district readied personnel to be a source of support for students and staff as they learned the news.

“We have activated our counseling and support teams for our students.  I was at BMS this morning, and teams were ready to support our students and staff,” Smith said Friday.  “Our Trauma, Illness, and Grief team, consisting of mental health staff from Batavia High School, John Kennedy, and Jackson Primary, were on site to provide support to students and staff. We will have the same support available on Monday, February 10, and will continue to provide it for as long as necessary.  

“Our students and staff are struggling with the loss of Javarius-Gus, and we are actively supporting them.  I am most appreciative of our leadership team and counselors for their incredible response to this tragedy and to our teachers and staff for supporting and consoling our students,” Smith said.  “We continue to keep Javarius-Gus and his family close in our hearts, as well as his siblings.”

The school community displayed a visual memorial on Friday, Smith said, and “students and staff wore blue today across the District, as blue was Javarius's favorite color.”

“And students honored him by memorializing his locker with kind words about what a special friend he was,” Smith said, adding a reminder to parents and guardians. “Over the weekend, if your child needs additional support, you can call the Care and Crisis hotline at (585) 283-5200 or text "talk" to 741741, and they will provide support. 

Mental health, substance use remain 'significant' health issues for residents GO Health officials say, encourage completion of health assessment

Would you agree to answer some questions about your personal habits, substance use, mental health and household status?

What if your anonymous answers could help Genesee County Health Department, in cooperation with Orleans and Wyoming counties, conduct a health assessment survey of community residents to help shape future public health planning?

Responses are needed to help health departments, hospitals and community partners identify needed services and help to improve others already in place in the three-county area, Kaitlin Pettine says.

"The input from residents will help identify community health needs, gaps in services and other factors that may contribute to a less than optimal health status for our community residents,” said Pettine, GO Health’s public information officer. “This will ultimately help us to develop our Community Health Improvement Plan (CHIP) for the next few years.”

This Community Health Assessment was part of the health department’s annual report relayed to county legislators at this week’s Human Services meeting. It covers various areas that health department officials have been working on, such as one’s physical and mental health, eating habits, and preventative care.

One question asks what would help you become more active? Answers include having discounts on gym memberships, an exercise buddy, a personal trainer, transportation, more motivation, personal time, child care, or ways to address physical limitations.

Another question deals with why you may not have gotten needed mental healthcare or substance use help. Was it because treatment was too expensive, not covered by insurance, a local provider was not available, you didn’t know where to get the care, medical staff didn’t speak your language, there were no accommodations for people with disabilities, or some other hindrance to obtaining help?

It’s crucial to have the right information when it’s needed, Pettine said. A case in point is what health officials have learned about people’s perceptions of vaccines. 

“There is a significant amount of misinformation about vaccines, which greatly contributes to vaccine hesitancy,” she said. “Routine vaccinations are crucial in preventing the spread of serious and sometimes fatal diseases. They also play a key role in reducing outbreaks and protecting vulnerable populations, including young children, older adults and individuals with weakened immune systems.”

The health department will continue to offer immunization clinics and provide education that emphasizes the importance of staying up to date on routine vaccinations, she said. 

“We always encourage and support individuals to have conversations with their health care providers in regard to their health care,” she said. 

The assessment also includes questions about various substance use, including prescription and over-the-counter meds, reasons for taking them, how you’d respond to a loved one struggling with substance use, health and social challenges in the household, and what services has your household lacked access to in the past year (such as affordable, safe housing; child care; employment; high-speed internet; resources for people with physical, mental and/or intellectual/developmental disabilities; transportation). 

She said there are viable solutions for these issues, such as lead poisoning prevention funding. GO Health has been promoting grants received through HUD and the Healthy Homes Production program that address health and safety hazards within residential buildings in Genesee, Livingston, Orleans and Wyoming counties. 

Eligible homeowners and landlords with eligible tenants may apply to receive these funds to help remove toxic materials, including lead. For more information, go HERE

There are questions about childhood experiences, the most important features of a strong, vibrant, healthy community, ideal health priorities for your community, and environmental challenges in the community.

The assessment covers aspects of mental health and substance use, which “remain significant health issues for our residents,” Pettine said. 

The health department continues to maintain existing programs as well as introduce new programming to tackle these issues,” she said. The health department actively participates in the collaborative efforts of GOW CARES Alliance to address these health challenges and the stigma associates with them.”

The GOW CARES Alliance -- formerly the Opioid Task Force -- currently has over 440 members from across the tri-county Genesee, Orleans and Wyoming regions. Members represent various sectors of the community, including public health, mental health, human services, local government, substance use disorder treatment and recovery agencies, law enforcement, EMS, faith-based groups, health systems and medical practitioners, education, businesses, concerned individuals, families, and individuals in recovery, according to its website.

The group’s goal is to address the growing opioid crisis in the Genesee, Orleans, and Wyoming region, and “through active collaboration and engagement across our tri-county region, we envision a community free from opioid-related deaths and overdoses.”

With that in mind, what can folks do to pursue a healthy life in 2025?

The health department encourages residents to:

  • Maintain a well-balanced diet
  • Exercise regularly and be physically active
  • Get enough sleep
  • Quit smoking
  • Limit alcohol intake
  • Manage stress
  • Get regular medical checkups
  • Consider mental health support if needed

“The health department offers education on these topics through its website, social media, press releases, and by participating in community outreach events,” she said. “Additionally, the health department administers the National Diabetes Prevention Program in the county. This program is evidence-based and covers many of these topics.”

Three children rescued from fire in upstairs apartment on Vine Street, Batavia

Three children were rescued from a fire reported at 3 Vine St. in the city of Batavia at approximately 12:30 a.m. Thursday, Sgt. Kevin DeFelice of Batavia Police Department said. 

The Batavia City Fire Department and three ambulances from Mercy EMS arrived at the scene, and firefighters assisted the children out of the home, DeFelice said to The Batavian. A second alarm was put out for the town of Batavia. 

The fire was knocked down by 1:06 a.m. as the dwelling's downstairs neighbor, Dennis Say, heard a smoke alarm detector going off, he said, and he tried to contact the upstairs neighbor to find out if he had heard anything.

"Maybe he had toast burning or something, I don't know, and he wasn't, he's not answering his phone," Say said. And I came outside on my side of our porch, and the room above it was on fire, flames coming from the upstairs apartment," he said. "And I still couldn't get a hold of nobody. So I came to the front door, knocking and banging on the door, and the kids were yelling out the window that they were trapped and couldn't get out, and I was on the phone at the fire station, and I just couldn't get the door. I got all my family out downstairs and everybody I could out downstairs. And then the fire department came down. I think they might have come on the ladder with two of the kids and then only carried somebody out the front."

The three children were transported to to UMMC for evaluation and treatment.

DeFelice said a Batavia PD will put out a press release once they have more information about the fire.

From St. Jerome's to UMMC, this gift shop and volunteers are ready 'to be there for people'

While it has grown over the years from a closet of cards and candy to a boutique of women’s resort wear, purses, florals, jewelry and much more, St. Jerome’s gift shop has endured several moves, raised lots of money to support the hospital and, maybe most importantly, been an unassuming solace for visitors.

“I was there today, and a lady came in … and I just listened. You just listen to them, because sometimes they just need to talk to somebody, and sometimes they need to smile and laugh. It's nice to be able to be there if somebody just needs a smile, maybe they've experienced something sad and maybe we can make them laugh,” St. Jerome Guild President Annette LaBarbera said to The Batavian. “We like to be there for people.”

The Guild, which celebrated its 100th birthday in October 2017, has nurtured and sustained the gift shop’s presence the last 50 years, no matter where it has landed in a series of moves over the years, LaBarbera said. The shop's latest setting is inside United Memorial Medical Center on North Street, Batavia. 

Many locals can likely recall visiting someone at the hospital in those earlier days and picking up some candy, a greeting card or magazine for a friend or family member in a hospital room above. With the dawning of online shopping, there were many more choices, which made it more challenging to draw customers, she said. 

Of course, there were enough obstacles since founders Rosalind “Roz” Pricola, Helen Krantz and Jane Wilson filled that small closet with goodies and set up shop on the first floor of St. Jerome’s Hospital on Bank Street. They worked very hard with Sister Gerard and were very proud of that accomplishment and offering to the community, said LaBarbera, who took over the shop with Joan Marchese about 20 years ago. 

Its locations have also included downstairs.

Hospital leaders gave them “a huge gift shop” as part of a newly built emergency room wing near the cafeteria. At that point, it was filled with many more items to draw not only hospital visitors but women shoppers, LaBarbera said. 

That wasn’t the last move for the Jerome Center Gift Shop. Genesee and St. Jerome hospitals merged on Jan. 1, 2000, and the gift shop went to the Growney Building for about 18 months before going back to the Jerome site, she said. Meanwhile, two years ago Guild members were asked if they could open a second gift shop to fill a void left when the North Street shop at UMMC closed. They obliged and operated a satellite shop.

Mind you, the shop had first been operating from 8 a.m. to closing — some 12 hours a day — fully dependent on volunteers, who were plentiful and willing to help out. 

“We raised quite a bit of money. Women liked to shop,” she said. “It was fun to see how it progressed. We sold cards and candy, that was it. Now we have women’s clothing, jewelry we call The Jerome Collection, toiletries, a lot of floral, plaques, wine decanters, lots of home goods, ponchos, cruise wear, scarves, a little bit of everything. We try to carry things you don’t find in Batavia.” 

As the years wore on, volunteers have become more scarce, and shop hours have had to be scaled down accordingly, she said. It just made better sense to move the whole operation over to North Street, she said. At least for now.

“We just moved everything over last week, in hopes that our next move is going to be the new building on 98, that they’re going to give us another gift shop,” she said. “People are welcome to volunteer; we’re looking for volunteers.”

The Guild’s other fundraising functions have included dinner dances, a Mother’s Day breakfast, Noel Nook Christmas sale, a spring fashion show, roast beef dinners, and basket raffles. They have raised money for a refrigerator to house COVID vaccines and to help boost women’s healthcare at the hospital’s maternity ward, as just two examples, LaBarbera said. 

“The guild worked very hard to raise money for the hospital, and this was one more step to raising money,” she said of the gift shop. 

For decades, the Guild’s members have selflessly given their time and energy, volunteering thousands of hours in service to others, Associate Chief Operating Officer Sonja Gonyea said. The impact of their work cannot be overstated—whether through fundraising, organizing events, or offering the perfect gift to patients and families, “the Guild has touched the lives of many,” Gonyea said in a message to the Rochester Regional Health team. 

“The St. Jerome Guild has been a cornerstone of our community for over a century, offering immeasurable contributions to the healthcare landscape and the lives of countless individuals. Through their unwavering dedication, the Guild has not only supported local healthcare initiatives but has also fostered a spirit of volunteerism and compassion that has inspired generations,” she said. “We are deeply grateful for their decades of hard work, generosity, and tireless support. The St. Jerome Guild’s contributions are woven into the very fabric of our community.”

The gift shop is now at  UMMC, 127 North St., Batavia. Gonyea invites the public to stop by and “join us … to express our thanks and support to the St. Jerome Guild for their service, dedication, and care.”

Genesee County Health Department to invest $117K for worker retention

Genesee County's health department employees are in line to receive between $3,000 and $4,000 worker retention payments as long as they’ve been on the job for at least two weeks.

The county’s Human Services Committee agreed Monday to pass along the resolution for final approval by the full Legislature later this month. 

An expected total payout of $117,464 is to be paid by a PH Infrastructure, Workforce & Data Systems grant to provide for the worker retention payments — $3,000 for hourly employees and $4,000 for management employees –– in two equal payments in May and November.

A stipulation for payment is that an employee “shall be employed as of April 30, 2025 for the payment on May 16, 2025, and an employee shall be employed as of Oct. 31, 2025 for the payment on Nov. 14, 2025.”

The health department accepted funding from the Centers for Disease Control “to address long-standing weaknesses due to chronic underinvestment in New York’s public health system and strengthen preparedness to address new challenges and better meet the ongoing and future public health needs of New Yorkers,” according to the resolution.

“WHEREAS, the Public Health Department continues to experience high rates of turnover and vacancies due to employees leaving for alternative employment, and WHEREAS, to entice employees to remain in their employment with the County, the Public Health Department recommends using funds from the PH Infrastructure, Workforce & Data Systems grant to provide a worker retention payment,” the resolution states. “The Committees on Human Services and Ways & Means are in agreement and do recommend approval at this time.”

All expenses for the retention payments are to be offset by the PH Infrastructure, Workforce & Data Systems grant funds, with no cost to the county, the resolution states. The total estimated amount of retention payments with fringe is $117,464.

With a national movement to lessen diversity, potential funding, locals focus on 'safe and supportive' environments, NYS law

Uncertainty seems to be the sentiment of the moment — from local school and county officials to state senators — about recent presidential executive orders and an attempted funding freeze that was halted by a court order this week.

Two orders, titled Ending Radical Indoctrination in K-12 Schooling and Expanding Educational Freedom and Opportunity for Families, are posted on the U.S. government’s website and have not seemed to draw much public attention as of yet.

They involve the Education Department: divvying out funding for families to choose from a wider pool of public, private, faith-based, and military school options; and another order that pertains to less focus on diversity, equity and inclusion and bringing back “patriotic education” to the classroom.

The Batavian reached out to all eight of Genesee County’s public school superintendents and other county officials for responses to these and related orders, and the funding freeze, which Senators Chuck Schumer and Patty Murray not only publicly criticized this week but warned that the administration "will come back again and again and again” to try and implement some type of funding freeze, Schumer said.

Pembroke Superintendent Matt Calderón said, “certainly, I am always concerned about funding.”

“Because, as a small rural school with limited resources, we are already lean in regard to the programs we are able to offer, and we cannot afford to lose any of our current funding,” he said. “At the same time, I am not overly concerned about losing Pembroke students if educational options for families are expanded.  I suspect we would lose some students and gain some students.  

“As for the second order about restricting certain educational content, I don't believe this will have much impact on how we approach education in Pembroke due to the fact that we have never engaged in indoctrinating our students to subscribe to any specific ideology that may be politically motivated by either side of the aisle,” he said. “As educators, our responsibility is, in age-appropriate ways and in partnership with parents, to teach students about all the issues and perspectives that exist, to engage them in thinking and talking and reading and writing about those issues, with input from one another, from their parents, from community members, from experts and from an array of individuals who see things differently from one another.”

In addition to academics, he said that his district wants “to create a safe and supportive learning environment for all students regardless of who they are or what they believe.”

“We want to help students recognize and experience that they can co-exist, love and respect people who are different than they are and who may not view things the way they do,” he said. “We don't need the federal government or the state to dictate that we do this or how we do it because, ultimately, each school district is most accountable to its own local community.”

As for any future funding freeze that should come back into play, he and Le Roy School Superintendent Merritt Holly said that they do not have enough information or explanation about such a freeze from the federal level to make a statement about how it would affect their respective districts.

Batavia City Schools Superintendent Jason Smith agrees that “without details, the impact is hard to assess” for some of these measures, including the executive order pertaining to expanded school choice. 

“This is yet to be determined how this would impact public school funding.  Given our state aid is derived from student population and student need, this diversion of resources could potentially lead to greater inequality for public education,” Smith said. “Families do have choices now, and it is always difficult to make predictions when details are sparse.” 

As for the order to end racial indoctrination, Smith was more definitive. Batavia City School District “is committed to protecting and serving all students, regardless of race, ethnicity, religion, or gender,” he said, adding his comments about reinstating patriotic education. “Local history is taught in fourth grade, and all seniors take a Participation in Government class, which is a NYS graduation requirement. In addition, United States History and Government is taught in Grades seven, eight, and 11, which follow the New York State Learning Standards for Social Studies.”

Since the funding freeze was “very broad, had few specifics, and was brief,” it is unclear at this time what the impact would have been, he said. 

How would the district compensate for the loss if such a freeze is enacted down the road? 
“The District would fund as much as possible through the general fund, but because these programs are funded through federal grants, the District's general fund could not sustain many of these programs, and there would need to be adjustments to the services provided to our students,” he said. “If the freeze is reinstated, the District would need to evaluate the programs funded through these federal grants and determine to the extent that they can be added to the general fund.”

Will you plan for such impromptu measures in this year's budget process?
While our budgets are built conservatively, and while we plan for worse-case scenarios, this would be an especially challenging situation,” he said. “So yes, to the extent possible, we will be planning for such measures.”

As with everyone else, County Manager Matt Landers didn’t know what the “true exposure is of a freeze” because he doesn’t yet have a good understanding of which areas would be selected for this measure, he said. 

“I don’t want to speculate without more details. For example, the county receives federal monies for airport and bridge infrastructure projects, but I have not seen anything that indicates this funding could be in jeopardy, nor do I think those pots of money are under any particular scrutiny.

If, as Senator Schumer has predicted, the current presidential administration attempts again for a funding freeze, how would that affect Genesee County? 
In the short term, the funding freeze could potentially impact cash flow for Genesee County government, but fortunately, we have a fund balance and cash reserves that should get us through this period,” Landers said. “I can’t speculate on how a permanent freeze would impact the County because we have numerous federal funding streams that affect different operations.  Predicting which programs could be more than temporarily impacted would be just guessing at this point.  Nonprofits in the community face a more difficult challenge if their federal funds get frozen because many of them operate on a shoestring budget where a delay in reimbursement could be devastating.”

How would you deal with it and recoup the loss? How much loss in funding could it mean? 
“If the County were to lose federal funding, we would look to see if we could end the program that the funding supported,” he said. “Unless the program is mandated, in which case this would be another example of an unfunded mandate.”

Do you think that the DEI protocols/restrictions will be implemented on a local basis, and tied to funding? Your thoughts about that? 
“Even if the federal government removes DEI language from their funding, NYS has equally or more stringent DEI policies in place, so I don’t anticipate much changing for county government,” he said.

City fire department plans for closer training site, $10K earmarked for 2025-26 budget

A $10,000 yearly investment will alleviate overtime and inconvenience for firefighters, while boosting opportunities for training with a new fire training center set up on Law Street, Chief Josh Graham says. 
 
The new training area is a multi-year project located on City owned property, and the ultimate goal is "to create a training building constructed from connex boxes (shipping containers), which will serve dual purposes for both structural training and prop storage."
 
"This year we are spending 10K of VLT (video lottery terminal) funds. The plan is to spend that annually until it's finished in a few years," Graham said to The Batavian. "This will be nothing like the County FTC and as such will be much cheaper.
 
"This new training facility will enable our members to practice life-saving skills while on duty, reducing the need for off-duty personnel to attend training and alleviating the stress on our staff," he said. "It will provide regular training opportunities, rather than the current limited schedule and overtime. It will generate cost savings by reducing the need for overtime pay for off-duty training. Importantly, this facility will operate without any environmental concerns or risks to the surrounding community.   

Would this be used year-round or seasonally? 
"Initially, it will be set up for spring to fall; however, as we progress, we will open more options to train in year-round," Graham said.

In a news release, he said that "as the Chief of the City of Batavia Fire Department, I have analyzed our costs and training practices along with command staff and have determined that the City can conduct more training at a lower cost by having training space located within the City.

"Currently, the City of Batavia Fire Department conducts six training events annually at the Genesee County Fire Training Center, located outside the City of Batavia," he said. "When conducting training, off-duty personnel report to the training center on their scheduled days off, while our first-due engine (first responding vehicle) and ladder truck and crew must remain in the City.

"City Fire's primary responsibility is to ensure the safety of the City of Batavia, and therefore, we must have an on-duty shift present to guarantee a swift and effective response. Consequently, the city incurs overtime costs to accommodate training on these six occasions. Additionally, due to family obligations and other concerns, personnel are not always able to attend training during their time off, which can lead to additional strain on our members and cost to the City," he said. "The new training center will not be a live-fire training area, meaning no actual fires will be burned at the location. Modern technology allows us to use smoke machines that simulate low-visibility conditions encountered by our firefighters.

"This simulated smoke is non-toxic and dissipates quickly once it exits the structure. We will also use the facility for vehicle extrication training, employing vehicles that have been drained of all fluids, with batteries and hydraulic pistons removed. This ensures that there are no environmental hazards.

"The City does not use firefighting foam containing Perfluoroctane Sulfonate (PFOS). The state restricts its use to extreme life-or-death situations, and the associated costs make its use impractical for training. Instead, alternatives such as dish soap will be used when necessary."

Is maintenance of the grounds/containers required, and if so, how much do you expect?
"This will be extremely low maintenance with general clean up around the grounds," he said.

How many times do you expect to have personnel out there in training mode, in addition to the six times at the other county training site?
"Again, this is just the start, as we add to it and create ways to train on different disciplines, we will be out there more frequently," he said.

Have you calculated the cost savings in overtime?
"I do not have a hard number. We open the annual training at the FTC to all off-duty members on these dates. Any given time, we have 27 firefighters off duty, so there could be anywhere from a handful to in the 20s," he said. "Each training session is generally around four hours. Additionally, we occasionally have to send members out of the area for more specific training that we cannot facilitate currently."

The fire department is on City Council's agenda for the next budget discussion set for 5 p.m. Monday Tuesday at City Hall.

City Council considers increasing gym perk to $500 for employees, council members

Coupled with a discussion about the astronomical rise in healthcare costs Monday evening, City Manager Rachael Tabelski and City Council members also kicked around the idea of paying a larger portion of gym memberships for city employees and council members.

The proposal was to pay from $100 to $500 toward a membership to one of three city facilities, with the $500 going to the brand-new Healthy Living YMCA. Employees already receive the $100 perk for gym memberships, and the $500 and adding council members is new. 

The money would come from a slush fund of sorts, Tabelski said. 

“So as the city continues to incentivize health and wellness of our employees through various programs, such as our premium reduction for their health screenings, physical fitness incentives for firefighters and police officers and the $100 gym reimbursement, I believe the city should partner with the new Genesee County YMCA and offer a discounted membership for all city employees, including council members," Tabelski said during the conference meeting at City Hall. "I've had many employees come to me, council members come to me, saying, wouldn't it be great if we could provide some kind of membership or incentive towards using the new facility. 

"So I went and looked at this year's budget. We have interest in earnings right now at about $24,000 that might pop out around $50,000, so we could cover the majority of employees and council members if they were to sign up for this incentive," she said. "So I leave it to you to discuss and determine if this is something you'd like to move forward with.”

Meanwhile, the remaining budget talks included increasing the tax cap with an override that will require a future public hearing to deal with about $1 million more in expenses for healthcare and retirement this coming year.

The only council member who vocally seemed to have an issue with the proposal was Bob Bialkowski, who apparently was one of the people who asked Tabelski about such a perk.

Paying $100 to the other gyms and $500 to the YMCA, and all are “paying property tax, local tax,” seems “discriminatory,” he said.

“We could get rid of the $100 and force them to join the Y. It’s just an offering,” Tabelski said. “You're actually the council member that asked me about joining, right?”

To clarify, YMCA is a nonprofit and is exempt from paying county, city and school taxes. 

Council President Eugene Jankowski Jr. and Kathy Briggs were in favor of the gym proposal.

“It’s a perk for employees, I like it,” Briggs said.

Jankowski said that a YMCA membership is from about $600 for a single to $1,000 for a family membership per year, so the person would still have “some out-of-pocket costs.”

“I think it's a great idea. I think you could get rid of the $100 if you'd like, and just do the $500 to the Y. I don't know that we'd want to incentivize $500 to any gym across America, you know what I mean, because it'd be way too hard for us to track,” Jankowski said. “I like the idea. I like where we're going with it, because in the long run, when you stay healthy, it saves us money.”

No one brought up the inclusion of council members in the package. If they are covered and all of them choose YMCA, that would mean an additional $4,500 in the budget, plus their annual salaries of $5,000 per council member and $7,000 for council president.

Council took a vote to move the topic to the next business meeting on Feb. 10, and approved it by 6-1. Members Briggs, Jankowski, Al McGinnis, Rich Richmond, David Twichell and Derek Geib voted yes and Bialkowski voted no. Paul Viele and Tammy Schmidt were absent.

SUNY to include AI requirement to ensure it's used 'ethically'

With all of the availability of artificial intelligence — AI for short — and the myriad apps available to help with research, to answer questions, and figure out how to do most anything, comes a new dilemma for educators wanting to ensure their students aren’t misusing the technology, State University of New York Chancellor John King says.

“We actually just added artificial intelligence to our general education requirements around information literacy, because we think our students will need to understand how AI works, how to use it ethically,” King said during a recent visit to Batavia. “And so we’re now building that into the general education requirements for all undergraduates across SUNY, and we’re doing a lot of professional development with faculty thinking about both, how do you teach students about using AI, but also, how do we think about the role that AI plays in the classroom?”

That might change how teachers dole out homework, he said, moving them from at-home assignments to asking students to complete them during class time.

“Because you want to make sure that students are engaging with the material themselves and not just relying on AI. You know, some of the work is actually helping students understand how best to use AI, you know, the prompt development, for example, the kind of question you ask matters a lot with what you'll get back from AI, and so helping students think about, how do you design the right question?” he said. “Also helping students be skeptical readers of what they find, whether it's on the internet or from AI, they have to ask, is this right? How do I know? Let me go check these sources.”

There are so many interesting things that college faculty members are working on with AI, he said, including simulated conversations in foreign languages.

“It’s such an incredible tool if used well,” he said. 

The State University of New York — of which Genesee Community and Empire State colleges are included — will require undergraduate students to take courses in AI and civic discourse as part of their general education curriculum beginning in fall 2026. 

The courses will be part of the university’s effort to prepare students to engage with emerging technologies and evaluate information, as King said, ethically. 

According to SUNY's website, students will be learning how to use AI tools to locate information, evaluate that information from different sources, understand the ethical implications of using AI, how to weigh information for bias, truthfulness and other factors and how to navigate and assess the impact of AI in society. 

City manager talks $1M additional budget expenses, tax cap override

With $1 million more in expenses, an expected flat sales tax per the state comptroller and unstable revenue sources such as video lottery terminal money, the city should consider a tax cap override this year, Manager Rachael Tabelski says.

She talked Monday evening about the juxtaposition of raising the tax cap due to increased property assessments, even though the tax rate itself is to decrease by 50 cents per $1,000 assessed value.

“I believe the city has been extremely fiscally responsible in restraining tax hikes for our citizens, but keeping up with the inflationary demands of our expenses continues to remain challenging. This year, we face a million dollars of additional expenses for health care and retirement alone, as well as a nearly flat sales tax projection, so we need to rely on more revenue from other sources, including, in this case, property tax,” Tabelski said during City Council’s conference meeting at City Hall. "Obviously, the city needs to be careful and conservative in projecting our revenue, especially the sales tax, and find a balanced approach to raise enough money to support current services with our property tax while also using reserves, unassigned fund balance and other revenue sources to keep a healthy financial position. 

“Recently, the state comptroller's office was very vocal in advising municipalities to stay flat on your sales tax numbers because we didn't know what the economy was going to do with the new administration,” she said. “And it's only a few days in, and we're still finding out how quickly the economy will change and move.”

That tax cap is not absolute, she said and can be overridden by a vote of 60% of the local governing body. Because the tax cap “seldom actually equals 2%,”  it's extremely hard for governments to use this formula and remain under 2% while expenses for employees, wages, health care and retirement continue to grow, she said. 

“The only way that the tax cap is fair is if the tax cap actually equals the inflation rate, so therefore, it can keep up with the additional spending just to provide the same core services we do today,” she said. “Right now, inflation is three, three and a half percent. As you see, our general fund budget, as proposed at this time, increased by 2.6%, which is $600,000 over last year. Even with the override consideration, property tax owners will see a 50-cent decrease per $1,000 in their taxes this year. 

“At this time, I recommend the City Council move forward to schedule the tax cap override legislation to be considered at the February business meeting, and the legislation does call for a public hearing.”

A public hearing is to be set at the next business meeting on Feb. 10. On that date, the council is also expected to set hearings for the 2025 budget and both the proposed water and sewer rate increases.

Council also had its first budget session, at which Tabelski reviewed city data numbers for the $38.8 million total proposed 2025 financial plan and the municipality. These are the numbers that tell a story of decreased population from a high of 18,210 in 1960 to 15,596, according to the latest census, with males tipping over at 52% and females at nearly 48%.

The median age in the city is 40, and healthcare and social services jobs weigh in at a hefty 4,240, with manufacturing in second at 3,488 jobs, retail at 2,080, and public administration at 1,778. Healthcare was at its peak in 2022, with more than 6,000 jobs here, which fell to 4,186 a year later. 

The 64% white-collar and 35% blue-collar workers total 9,476 employees in Batavia, and more than half of the businesses — 54.96% — employ one to four people, followed by nearly 21% employing five to nine people, and the lowest of 2.36% having 100 or more employees under their roof. 

At least 34% of the population has obtained a high school degree, with more than 39% going on for an associate’s degree or higher.

Demographics aside, property owners are to pay a projected $8.46 per $1,000 assessed value, or $846 for a home assessed at $100,000, and a $50 decrease from last year if assessed property values remain the same. The current rate is $8.96 per $1,000.

Tabelski arrived at that decrease by pulling revenue from several other areas, including $526,000 from the unassigned fund balance, $310,000 from retirement reserves, a $300,000 water fund transfer and $250,000 departmental income. 

“You're basically saying that you're using a bunch of variety of funding sources to balance the budget so that we're not taking too much out of savings, and we're balancing it between the decrease and the reserves. So we're trying to get a little bit from everything to kind of balance it all out,” Council President Eugene Jankowski Jr. said. “Hopefully, we'll see more information in the next year, and we'll have a better prediction of how inflation is going to either level up or increase. We don't know yet, so right now, we're being cautious about funding. Correct?”

That’s right, Tabelski said, and if city officials could have raised sales tax, “we wouldn't have needed to have done the override.”

“Particularly if we could have had a flat year in health care and retirement, same thing, but those costs are essentially out of our control,” she said. 

It’s about trying to “rough it out,” Jankowski said. These calculations help.

“It’s not a huge savings, but it is a big savings, “ Jankowski said. “And I think that's where we should continue to work on is trying to keep that tax rate as low as possible, and even lower, if we can do that extra with good sales tax and possible, the governor increasing the AIM aid on a permanent basis instead of throwing a little out here and there. 

"I just think it’s amazing this is the lowest tax rate we’ve had in 17 years,” he said. “It’s nice to see that even though inflation is going up.”

Water rates are to increase by 1% or 6 cents to $6.52 per 1,000 gallons and sewer by 3% or 9 cents to $3.23 per 1,000 gallons. An average family of four can expect to pay about $850 to $900 a year, including meter and capital improvement fees, Tabelski said. That does depend on consumption at the property and a home with no leaks, she said.

Police and fire expenses make up 47% of the budget, Tabelski said, and with healthcare, it's more than 55%. Property taxes go toward services, including police and fire response to emergencies 24 hours a day and for similar responses from the public works department, she said. Taxes also go for repair and replacement of infrastructure, including streets, sidewalks, parks, water and sewer plant and lines, storm sewer and parking lots, and investing in economic, business, job, housing and community development, plus maintenance of street lights. 

Given the close proximity that homes were built to one another at one time, Jankowski is grateful to have a paid fire department nearby, he said. 

“It's important to have a fire department that can respond very quickly, or else, my house goes up when my neighbor’s house goes up and the next neighbor, but you end up in a chain reaction kind of thing. So that good response time, I think you said you're approximately three to four minutes … when I had the experience of my neighbor's house was on fire, and it was a dramatic one years ago, it's nice to have the fire department there very quickly to bring it under control and contain it,” he said. “I mean, we're an old-style city, so everything nowadays, they spread things out. But that's important. Same thing with police and fire police as well. I think a lot of people I talk to when they live in the city, kind of expect a paid fire department, a paid police department, DPW, actively involved, because it's just the nature of the business of having that many people in a small area. 

“So I think it's important that that's why Council focuses on public safety, police, fire, DPW, those are our core funding. So for our tax base, that's what people want. They want their infrastructure, want their police, they want their fire,” he said. “So that's the feedback I'm getting. So that's where we've kept our focus, and we're not looking for pet projects here and there that maybe would cost a lot of money to try to stay focused on.”

The next budget session will include a review of the fire department, general government and administrative expenses. It’s set for 5 p.m. Feb. 4 at City Hall.

BHS educators are counting on '26 Shirts' fundraiser to help out colleague after cancer surgery

 At 21, Leah Wroten was diagnosed with cancer, and life as she knew it changed for the foreseeable future, special education teacher Natalie Keller says.

“She had life-changing surgery," Keller said to The Batavian about her fellow Batavia City Schools colleague. "She had not been working for six months.” 

Wroten, a BHS 2020 graduate, had major surgery, chemotherapy and related treatments since her diagnosis in 2024. School staff members have had football square and Dress Down Day fundraisers, and one coming up in February is expected to be the biggest so far, Keller said. It will be a 26 Shirts for Leah.

As a special ed teacher’s aide, Wroten was not paid during her time off, and it hurt her financially during those six months off. Keller has been aware of 26 Shirts, a Buffalo company that does popular one-of-a-kind shirt designs for worthy causes, and staff added their friend to the waiting list last April.

Wroten’s shirt design will be sold online for two weeks beginning Feb. 24, with $8 from each purchase going to her. Designs usually involve sports themes, such as with Buffalo Bills, and Keller is hoping that the Bills win the Super Bowl and the design can incorporate that. She has heard good things about the 26 Shirts company.

“They’ve been doing this for six or seven years. They said they make about $6,000 to $8,000 for each shirt design,” she said. "Some of this will be getting her back on her feet.”

Given that Wroten began in October 2023 and hadn’t been at the district very long when she got sick, she has rather quickly made a difference at the school, with adults and students alike. 

Special education teacher Chris Gorton works in the same room with Keller and Wroten, and has enjoyed the experience of this teacher’s aide. 

“Leah is amazing,” he said. 

Keller also shared how she works with people.

“She’s very patient, she’s a good balance to me. She’s very patient with the kids at school and with my daughter, Sara. I think this group of kids that she works with a high school, she kind of found her people,” Keller said. “I don’t know that she was interested in doing that kind of work, but once she started, it’s just very natural for her to be caring and patient but to challenge the kids too.”

Sara, 16, has Down Syndrome, and Wroten has been taking her to youth group while working three jobs and preparing to continue her own education to become a special education teacher or study library science, Keller said. Her plans were temporarily shifted when she was diagnosed with ovarian cancer at 21, and had to take time off from work for surgery and treatments. 

She is in remission but still has to get scans and have follow-up appointments, “which means every time she takes off, she’s still not getting paid for those days; it’s hard to amass any time when you’re off,” Keller said.

“I’d like her to be in the position that if she has to go to a doctor’s appointment, she doesn’t have to worry about food and rent,” Keller said. “We’re hoping to get her back in a good place.”

About 26 Shirts
According to the website, 26 Shirts sells different limited edition Buffalo-themed t-shirts that give back. After a shirt's respective fundraising campaign is over, the design is retired and (usually) never sold again.

For every shirt sold, a donation is made to a specific family in need or charitable organization. 

“Our primary focus is needs associated with health/medical concerns or unexpected family emergencies,” the site states. “Our goal is to provide customers with the highest quality, softest fabric shirts. So not only will they be designs you love, they'll be on shirts you love wearing.”

Wroten’s shirt will be released on Feb. 24 on the website and be available for purchase online for two weeks.

SUNY chancellor tours programs, investments and checks on needs at GCC

While surrounded by a group of onlookers, Madeline Wilson dramatically pumped a male’s chest with crossed hands repeatedly Thursday while watching a nearby heart monitor to see whether her actions were effective enough to resuscitate him.

Not only was she under pressure with the cardio maneuver, but she had an audience for her first attempts.

“So, especially in this, we can apply this knowledge to the community when we go into clinical and work,” the nursing student said during the demonstration at Genesee Community College’s Med-Tech building. “So if this did happen to our patient, we would be totally prepared and know what to do.”

Unlike old-school upper torso mannequins that don’t really resemble human persons besides crude physical mechanics, this male was a full-body specimen with working features. GCC purchased the $28,000 mannequin, an accompanying defibrillator and other equipment with 2024 state funding of $8 million to expand community college healthcare workforce training and mental health programs. 

This investment will allow students opportunities for hands-on learning with the most up-to-date technology, officials said during a tour of the nursing, child care center and HVAC wings with SUNY Chancellor John King and Senator George Borrello.

Nursing faculty member Rebecca Herlan gave a close-up view of a mannequin, encouraging King and Borrello, who noted that the patient was even blinking, to touch the skin and feel the pulse from hands to toes.

“One of the things that we love about nursing simulation is mannequins is we can use them throughout the program. So one of the nicer things for these particular mannequins is you can see the chest, right? So some of our older model mannequins, you can't necessarily see that, and that is actually how we teach students to check, like a respiratory rate. So this is a more realistic mannequin for the students to work on,” Herlan said. “Other things you'll notice, if you actually touch the mannequin, it's more realistic skin. You can actually feel the pulses. So our old mannequins did not have great pulses. You have radial pulses, also pedal pulses, which our old mannequins definitely did not have.”

Herlan said that “we have IV access for this patient,” pointing out an adjacent IV monitor atop a pole.

“Actually, just now, Rochester hospitals are thinking of expanding what they allow students to do in terms of IV medication. So having this in the lab lets them practice sufficiently so that when they're in the clinical space, they can sort of confidently do this, but obviously, you want to have that instructor with them at all times,” she said. “But we really utilize our mannequins throughout the program, and these mannequins, as opposed to our previous mannequins, sort of have better functionality and more true to what students are actually going to see.”

The models in that room ranged from $5,000 for lower fidelity to $60,000 for a full functionality mannequin, she said. Another much more compact cut useful piece of equipment, she said, is an arm sleeve used to practice inserting an IV — “you can kind of see some of the veins” — that gets hooked up to fluid that flows through the needle to simulate when drawing blood.

King thanked Borrello for his help in getting a bill passed that increased the amount of time training nurses could spend in these simulation type exercises.

“I want to appreciate you because two years ago, we had the bill to allow the simulation to count for a third of the clinical hours. So if not for the support of the legislature, we wouldn't be able to leverage the simulation experience as effectively,” King said. “And then last year, with the $8 million in operating aid, we were able to dedicate $5 million across the system, at community colleges to healthcare workforce, and that made these purchases.”

The tour continued into the next room, which included a CPR simulation by students. The monitor has a feedback feature that shows if the compression is deep enough, are the hands in the right position, and gives “feedback in real-time,” Harlan said. Instruction also includes logistics, such as whether a student is tall enough to perform the maneuver or if a stool is needed, or if there’s no stool, “we’re climbing on the bed,” she said. 

“This particular mannequin can give us that feedback on whether we're doing it appropriately. There's a lot of moving parts. So it's not a great idea to do CPR on any mannequin, but this one is specially designed, and it's really great,” she said. Like I said, we are showing the students some of the heart rhythm, help them kind of see what we were talking about in class.”

Some stats about the nursing program: there are 214 students and about 100% of them will walk away and right into a job. An amount of $310,000 was earmarked for GCC’s new Health Care Programs recruitment specialist, four new adjunct professors for the Physical Therapist Assistant and Respiratory Care programs, and to purchase equipment for respiratory care simulation education. Part of the program upgrade also includes enhanced student mentorship.

King asked what the limiting factor was for there not to be 300 students. Faculty and space, Herlan said. 

Most of the students are adult learners, some come from the military, and another limitation for students living in New York City is transportation, she said. They often don’t have their own vehicle, and there’s no regular public transportation to and from GCC. After some quick head math calculating how many miles would be traveled in the program with clinicals, King nodded.

“This seems solvable,” he said, adding later that it’s a topic he will carry back with him for further discussion. 

From nursing to puppies
King and his entourage, which also included GCC President Craig Lamb, stopped by the Child Care Center across the road at the main campus. Kids were excitedly chatting and playing, hitting upon a favorite subject of puppies. Lamb pulled out his phone and showed a photo of the one he has at home while King talked to a youngster at the child’s play station. 

Center Director Kayleen McEwan talked about the services, facility and the fifth classroom that opened in August 2024 with funding the college received last year. No sooner had the additional room opened, and it was full, she said. When asked by King what she could she do with more resources — a question he asked of every department — McEwan didn’t take long with her answer.

“We could open eight rooms,” she said, with the caveat that staffing is a challenge. 

King is aware and said so is Gov. Kathy Hochul, that childcare needs are great in New York, and SUNY’s growing population of adult learners is ripe for that service. 

Keeping cool under pressure
Heating and cooling was also part of the tour, and instructor Bill Hayes exuded the enthusiasm that perhaps only a veteran HVAC business owner could display. He shared the importance of imparting his 30-year experience to students, especially when it comes to proper maintenance of appliances.

“I have a lot of people that really talk about this class. It's really a groundbreaking opportunity here for people that just walk out of here, be able to look at a furnace, look at an air conditioner, put the gauges on there, change the maintenance, oh my gosh. Maintenance is probably 50% of the problem with any type of service call; stuff's not being maintained,” Hayes said. “The college is invested here, has invested into their staff, their maintenance staff, to take this course so they can do a lot more of the HVAC work here and not have to bring in outside contractors. 

"That's a huge investment for people, not only here, but also when that word gets out, there's going to be other facilities out there," he said. "They're going to want to send their people here so they can save some money. That's the game plan.”

Closing in at nearly two hours, the group ended with a talk about mental health issues and counseling challenges that most believed have been exacerbated since COVID. 

Worrying about mental health
Certainly, the use of social media can be a cause of stress, and counselors also see “suicidal ideation, anxiety and panic disorders, personality disorders, autism and ADHD and major depressive disorders,” said Macy Reyngoudt, assistant director for counseling services.

“There’s lots more, but those are the biggest patterns that we see almost daily,” she said. 

Remedies have included quiet meditation spaces, counseling, lots of talk and communication to let students and faculty know the counseling center is available, yoga, Mindful Mondays, and focused health talks, Assistant Dean for Student Services Monica Romeo said.

One population that hasn’t needed as much assistance is the older adult learner, Reyngoudt said, because “they’re ready” when they come to college and don’t seem to have the same problems or distractions as younger students do. That’s good news, given that Hochul’s proposed 2025 budget includes $28 million for free tuition, books, supplies and fees for adult learners to obtain an associate’s degree or certificate at community colleges in the state.

“We're very excited about the governor's proposal for free community college for folks 25 to 55 in high-demand career areas like nursing, like advanced manufacturing, like cyber security, renewable energy and green jobs. And so we're pleased that she's put real resources behind that," King said. "I think that will make a big difference as we think about what our community colleges need as we grow those high-demand workforce programs. We also need to continue to invest in equipment. We need to continue to invest in faculty, one of the big challenges for nursing. We’re looking at ways we can partner with healthcare providers to have job shares so that we have the faculty that we need. 

"We need more child care in New York. You know, they have a long wait list, particularly as we try to attract more adult students to community college campuses, child care is going to be a significant factor. So that's something I'll be thinking about," he said. "It's great that they were able to use the additional resources from the governor and legislature last year to support more counseling, more services around meeting mental health needs, but more is needed, and you heard that so clearly that there is a lot of pain that folks are carrying and experiencing, some of it carrying over from COVID, and we've got to make sure that we help our campuses support student mental health needs."

City planners 'happy' with Byrne Dairy project, move it to next steps

Although the city’s Planning & Development Committee recommended Tuesday that Christian Brunelle return in February with details and a site plan for a Byrne Dairy & Deli at 606 E. Main St., Batavia, committee members walked away pleased with his 35-minute presentation at City Hall.

Brunelle, senior executive vice president of Sonbyrne Sales, Inc., reviewed loose plans for a gated store that would be moved back from houses, include landscaping and trees, a Dumpster enclosure, two unrestricted curb cuts, one each a canopied gas and diesel station, sidewalks leading to the store porch, three signs, including a digital reading board, and outdoor lights designed to minimize unwanted light pollution.

“We use 100% Dark Sky, which is the most stringent light … why do I do that? It’s so expensive but well worth it. We go above and beyond the idea of this every meeting, because usually I’m used to much tighter residences,” Brunelle said. “We give you kind of a funnel image from an engineer. I’m gonna send this to the lighting engineer down south. He will send something back.” 

He ran through his talk well rehearsed and knowledgable, quickly answering questions without a waver. Six-foot tall evergreens, per city code, would meet the code requirement as a sufficient buffer, and they are also considering replacing some trees and adding red maples, he said. The set-up doesn’t require pedestrians to cross the gas station area, so that “no one has to cross the driveway,” he said. 

The applicant has requested a variance because there is less than 500 feet between the store and Whole Life Fitness, a gym at 624 E. Main St. Committee Chairman Duane Preston asked about options.

“Would you be opposed to a fence?” he said, surmising that maybe the neighbors would appreciate some visual separation.

Brunelle had no problem with that, or a row of trees, he said. “You guys tell me what you want,” he said. 

Code Enforcement Officer Douglas Randall suggested that either a row of trees or bushes would be a good idea for catching debris from the dairy to the gym.

Preston also asked if there’s a plan to install electric vehicle pumps. There is no such plan now, Brunelle said, however, when and if there’s a need in the future, those could be added.

“If there’s a need for those in three or four years, we have enough room,” he said. 

What about a generator on site?

While there wouldn’t be one at the store permanently, there are two — a 125 KW and 100 KW — in a warehouse not far away, he said.

“It can be brought here in one and a half hours,” he said.

Committee member Jim Krencik asked how much of the property would not be paved. Six feet that then goes back 15 to 20 feet would remain unpaved, Brunelle said.

Brunelle said the company has already conducted a survey and is ready for the next steps with a targeted spring construction, likely to begin in April if the approval process goes well. 

Since the property is along state Route 5, he has already sent plans to the New York State Department of Transportation for review, he said.

“It’s a very nice proposal, very amenable,” Committee member John Ognibene said.

The plan was impressive, Preston said. Brunelle may not need to go to the Zoning Board of Appeals if he addresses variance issues for the size of signs and space between properties in the final site plan, Preston said.

“I’m very pleased with it; definitely very happy. It's a quality-driven product. I’m very glad the east end of the town, the city, got a nice plan. We've got a nice gas station,” he said after the meeting. “It’s looking like there are a lot of bright things for this year. We’ve got Burger King finishing up. We’ve got the new Byrne Dairy. It just seems like more opportunities are opening up, which is good.”

As for that town project that was put on hold by concerns from the county Planning Board, it won’t matter any more. Brunelle said he’s pulling a potential Byrne Dairy on Lewiston Road in the town of Batavia off the table. 

He is looking forward to pursuing this venture on East Main Street to add to the 77 stores he manages, he said.

“We've opened a bunch of stores in Monroe County. We have one in Brockport for this to the west and we want to go further west, and originally, the other site over there came up, and we've been looking to Batavia for several years now, and we noticed this site right away,” he said. “It was vacant for several years, and we've been working on getting under contract for a while. It's under contract contingent upon approvals. If we get approval from the city in February, from both boards, we'll close on our property within 30 days, and we'll start construction probably within 30 days after.”

The site plan will also have to go to the county Planning Board for review. Brunelle said there will be 25 full-time equivalent employees at the store, with 35 to 40 combined part- and full-time people. 

“It’s a several million dollar project,” he said. 

He is to return to city planners Feb. 18.

Honoring MLK Jr. Day with hands-on service from volunteers, brothers

Monday was an important day, not just because the holiday gave people an extra long weekend and it was in honor of civil rights leader Martin Luther King Jr., but it provided opportunities for Jasper Thomas to bring his research on the fallen hero to life.

A sixth-grader at Batavia Middle School, Jasper prepared a presentation about King, and he and two fellow Brother’s Keepers members read it to a group of women preparing to roll up their sleeves for King as well. 

“I thought that he fought for civil rights for everybody, and he had a dream for black and white people to come together,” the student said after his talk early Monday afternoon at First Presbyterian Church in Batavia. “I wanted to do this to share with these people here that skin color does not matter, and I wanted to share my presentation.”

The church hall happened to be a good venue and practice session for Jasper and the two other presenters before they headed off to 400 Towers to conduct a sharing circle and a repeat performance, the group agreed. 

There were a dozen of My Brother’s Keeper participants, led by Kristen Gomez and co-group leaders Tom Bringenberg and Daniel Rhodes, dispersed throughout the group of about 30 women at a lunch provided by Batavia’s Original to kick off the next few hours of community service by all. 

That effort originated years ago with eight women — seven from Batavia and one in Oakfield — looking for a project, organizer Loren Penman said. After a slow start, they eventually landed on an idea to gather interested volunteers together for some hands-on service to honor Martin Luther King Jr. and demonstrate that adults can spend a day off providing assistance to nonprofits that need it. 

“We didn't want to start something brand new. Didn't want a new nonprofit. There's lots of great nonprofits, but we wanted to support all the good that's in, especially Batavia, but Genesee County. And we floundered for a bit, but then found a couple of random small things that we hoped were impactful in very small ways,” Penman said. “And then when we knew that MLK Day was coming up, and heard about what the kids were doing at My Brother's Keeper, that they were kind of a group in search of a project, as we were. So we put together this concept of, let's have an MLK Day of Service.

“And I think it went great. People have enjoyed the camaraderie. We were up at 7:30 making phone calls, ‘What do you think about the weather? Is it too cold? Is it too snowy?”

The deciding factor was when Batavia City Schools’ Extended Day Director Kristen Gomez told Penman that the kids would be heartbroken if they couldn’t attend and participate in the planned activities. It was a go from then on, Penman said. 

After all, how can it be too cold for an event when that group — a dozen youth, plus three adults — were willing to walk from the middle school to First Presbyterian, and then over to 400 Towers and back again to the school. 

Penman worked with the small group, which includes the Rev. Roula Alkhouri, who offered the church as a home base for lunch and a location for volunteers to work, to build a list of volunteers for the day.

They were separated into small teams to divide and conquer: there were fundraising tasks of affixing name labels and star decorations at Crossroads House; cleaning out rooms of items for the keep, donate or trash bin at the church; sorting through mounds of clothing donations at My Sister’s Closet; and other varied projects at GO Art!

Jo-Ann Bestine said that often, adults look to kids for providing a day of service.

 “And I think this was a good switch here that no, it's a day of service for everyone, not just the kids who have the day off from school. What about us mature people to give back to the day,” she said, seated at a card table making table placards at Crossroads House. “There’s also a big mix of people. I volunteer at a lot of different places, but I'm connected with St. James Church, and this gave me an opportunity to see people who are involved in community service in different churches or different organizations.”

Bev Hoy was also at the table, sticking on tiny numbers to star pins for the nonprofit’s upcoming fundraiser auction. She had been a nurse and is a volunteer at Crossroads, and a member of First Presbyterian, so she had a foot in both camps. 

“We formed this group, a bunch of friends got together, and we decided in the end, after talking a lot about where we should, what we should do with this group, we decided to just help the community, just kind of get out there and just help different nonprofit groups,” Hoy said. “And then Loren, I think it was, thought, let's do this on Martin Luther King Day, because … it’s a day of service to honor Martin Luther King. And so that's what we did.”

As someone who does the gardening at the nonprofit comfort home during warmer summer months, Sue Chiddy liked the idea of doing something in January, she said.

“It’s a nice opportunity to do something during the winter months when there are not so many opportunities for volunteering as there are in summer,” she said. 

By mid-afternoon, FoodLink and clothing donations had been organized; there were boxes full of completed table and auction accessories and piles of boxes and debris waiting to get tossed into the trash at the church doors. 

It was a fortunate collaboration that tied to My Brother’s Keeper, a federally grant-funded program with the objective of building young men with a purpose, co-leader Tom Bringenberg said. He doesn’t want the adults to serve as mentors as much as to have the kids be peer mentors to one another, he said. 

How have they been successful in getting young students to give up their free time to participate?

“These kids are always wanting to do something with us. We've been doing this with them. We started last January, and we started with a small group, and it's really expanded. Loren had reached out to me about coming as just a woman to volunteer, and I said, hey, I have this group of young men of purpose, that's what we call them, who would be more than willing to come and volunteer on Martin Luther King Day,” Gomez said. “We're going to go over to 400 towers, and we're going to perform a community building circle with the residents over there. And that's usually how we start our meetings with circles, which allows the kids to open up about feelings and get to know each other, make connections.

“And we want them to make connections in the community as well, which, for the long term, we want them to be invested here in Batavia, be successful and contribute positively, and steer them away from the negative that is so easily a road for these kids to go down,” she said. “So it's been very successful there. The sky’s the limit with this group, and I’m so proud of them.”

Likewise, the eight women who initially floundered have also found success, Penman said. 

“We were eight women in search of a project, and we found it today,” she said.

Connecting computers, machines and education to workforce development

Gunner Pietrzykowski, a Batavia High School sophomore, has an easygoing way of working with a CNC machine that’s new to the State Street engineering class as of fall 2024.

The 15-year-old was demonstrating the steps involved with the computer numerical control router, which takes a computer-generated design and cuts or chisels out the shape. 

“This is the first design we’ve made on this machine,” Gunner said Friday at the school. “It’s a sumo robot for Tech Wars.”

He and fellow 10th-grader Lawrence Chen were working on getting the machine’s blade at the right depth to completely cut through the piece of wood. It first made a perfect circle and then cut an arc out of the other half of the wood.

“I’ve always liked working with my hands and learning visually, and always liked computers and working with machines and tools,” Gunner said, sharing what he first learned in fourth grade Innovator’s Club. “We were doing Lego robots, small and simple. It was a start.”

Six years later, he has more recently been interested in aerospace engineering, with an eye toward designing airplanes or airships, he said. Since Charlie Voorhees’ class received this machine, funded by the district and Genesee County Economic Development Center, it has made a difference in executing projects, the teen said.

“It makes life a whole lot easier with cutting; it’s easier to get it right on the machine by doing it on a computer without wasting materials,” Gunner said. “Before, it took three or four designs, with all the angles and shapes.”

Using the machines is Lawrence’s favorite part of class, he said. He has especially enjoyed the sumo project.

“It’s really cool, we’re going to make robots and going to compete,” he said.

EDC Executive Vice President of Business and Workforce Development Chris Suozzi likes the fact that Gunner’s early start in the field has aligned with science, technology, engineering and math (STEM) studies, up through high school and into his newfound aerospace interests, he said. 

Offering this opportunity for hands-on learning with this machine opens another door for jobs and a career, he said. He visited the classroom last year and Voorhees told him of a need for the CNC equipment, which.

“I said, it's beautiful because I have opportunities from our agency that helps, and I'm trying to do a lot more in K through 12 to inspire kids about opportunities like this and tying that into local careers,” Suozzi said. “So we have legacy companies here, Graham Manufacturing, Liberty Pumps and Oxbo expanding and brand new Edwards Vacuum at STAMP is going to be coming online at the end of this year with over 280 jobs to start and ramp into 600 jobs, and their number one criteria for a job is CNC technicians. So there's an abundance of opportunities for kids to get into this track, into this career pathway.”

Why is this an important topic for the general community?
“Well, I think the important part of it is, this machine, in particular, is really close to what students would find out in the industry. So it's exposure to equipment that they could, right out of high school, they could go out and find a job, and already have had experience on this type of equipment in here,” Voorhees said. “It helps us do all kinds of different projects that normally we accomplish, but we use a lot of different hand tools, and there's a fair amount of error when you're dealing with hand tools and human error. So this really eliminates it. They draw it in a program called V carve Pro, and then they just send the program over to the CNC, and then it does all of the work exactly how they drew it.

“I think this is an opportunity to really prepare students for opportunities out in the workforce. It also provides our students in this class … principles of engineering,” he said. “So these are students that are interested in pursuing fields for further education and engineering, so that they could go to college to be an engineer and have real hands-on experience, and not just classroom experience.”

Suozzi added that students are coming out of high school if they’ve attended a BOCES trades program, making more than $60,000 a year, and after a company’s apprenticeship, can be making $80,000 in their fourth year, plus having skills for jobs that are in demand. Amada Tools is another of those local companies, and it helped to set up the CNC machine and often has jobs available, he said. 

“I always say workforce development is a team sport,” he said. “So we all are in it to win it but we all help each other to see these kids flourish and have great careers here locally in Genesee County.”

First peek at proposed 2026 city budget shows a lower tax rate, water and sewer increase, level services

When she suggested that the city of Batavia could lower its tax rate by 50 cents earlier this week, City Manager Rachael Tabelski reserved other aspects of her proposed 2026 budget for more formal discussions, including the biggest expenses, utility increases of $300 a year for an average family, and being able to maintain a same level of services.

UPDATE 1/18/25: Tabelski said on Saturday that the 2024 estimated water and sewer total of $600 that she provided was incorrect and did not include meter and capital improvement fees. That number should have been $850, making this year’s increase about $50 for a family of four.

City Council has agreed to a budget workshop schedule that is to begin Jan. 27. However, Tabelski agreed to review the $22.4 million general fund budget Friday, the first time she had done so before council workshops began, she said. 

What are some key takeaways?  
Two drivers of budget expenses are a $628,000 increase in health insurance costs and about $400,000 more in retirement fees, she said. 

The unassigned fund balance is at a healthy 21% level, which is close enough to the ideal percentage of 25%, she said. As a result, Tabelski is suggesting moving $526,000 from that fund balance into the general fund revenue to help balance it out with expenses. 

The property tax levy is expected to be $7.2 million from a total taxable assessed value that increased by $102 million from this last year, she said, and a flat sales tax to be at $7.8 million.

“We typically do not see an increase in value like this in the city of Batavia. Not only have residential property sales and comps and the hot seller's market contributed to this increase but so has the reassessment of commercial properties that have done work and added to their value. So we're seeing the economic development strategies starting to actually add value to the overall assessment,” she said. “And when we add new assessment, especially in our commercial buildings, we're spreading out the tax payments across the community and across the residential properties as well. So the point being, it's always great to add value, especially in commercial buildings to your city.” 

In 2017, the city started tracking all of the projects being managed by the private sector, in addition to what was being tracked in the public sector, “and we've had over 152 million in completed projects, 30 million right now under construction, and another 70 million planned by 2028,” she said. 

“So again, the investment in the private sector projects will equate to increased tax base over time,” she said.

Video lottery terminal revenue is not being used because there is no guarantee from year to year that the city will receive this aid and how much it will get, she said. The recent yearly amount has been $440,000.

Major expenses include $10.5 million for public safety, $5.1 million for public works, $4.9 million for health care, $2.9 million for retirement, $1.2 million for street and sidewalk repair and replacements; $540,000 of capital costs — vehicles, buildings, and parking lots/sport court resurfacing; and $1 million being put away in reserve to pay the first bond payment for a new city police facility when that time comes.

“The goal is to not let our debt payment affect the taxpayers,” she said. 

The city’s debt service, paying off prior purchases, still includes construction of City Hall, a fire truck, water project, and now the $15.5 million police station will get added to the list.

The property tax rate may decrease by 50 cents per $1,000, which would mean a rate of $8.46 per $1,000 assessed value, or a savings of $50 a year on a home assessed at $100,000 if assessments are stable from last year.

Tabelski has proposed water and sewer rate increases. A 1% water increase would add 6 cents per 1,000 gallons, and a 3% sewer rate increase would tack on 9 cents per 1,000 gallons. A family of four can expect its total annual bill to be about $900, she said, including water, sewer, and the meters and capital improvement fee (which are not slated for an increase).

In 2024, she estimated that the family of four’s total would be $149 per quarter, or a total of $600, making this new water and sewer bill $225 a quarter, or $300 more per year.  

In an inflationary world, with rising labor, supplies, and materials costs, “the city will need to continue to prepare for economic unpredictability and continue to invest in infrastructure and safety for our citizens,” Tableksi said in her budget message.

In order to do that, priority must be placed on security, health, and safety of city employees and residents, she said.

Speaking of infrastructure
More than $4 1/2 million has been invested into the water plant to “keep it going for the next, we’d say, 15 years,” she said.

“We’re about 85% done with the projects inside of that. We again partnered with the county with Phase Three moving forward of the water project, we still see the plant being able to continue to produce water with these investments for about the next 15 years. And then, if we need to continue to use the plant, we’ll have to look at more investments,” she said. The wastewater treatment plant, we're planning for multiple projects, including sludge removal, some bypass systems. Our wastewater plant is one of the most unique systems east of the Mississippi. There's no other plant like it in New York. It's a fully biological system, unlike all other wastewater plants in New York, which are chemical systems.”

The new ice rink chiller system will be installed once the season is over this spring, the Bank Street streetscape project will continue this summer, another main Cohocton and Walnut water project bid has just been awarded for a spring construction start, and the Austin Park playground has been delayed due to New York State parks legal easement language that had to be inserted into the documents since grant money is tied to that project, she said. 

Street and sidewalk resurfacing and replacement is scheduled in this budget for Kingsbury, Watson, Morton, Ganson, South Spruce and Union Square, using $900,000 of consolidated highway improvement program (CHIPs) funds and two parking lot mill and repavings near City Centre.

There will be a tree removal and planting project to add 1,000 trees to the city’s urban forest over the next three years, mainly in the Fifth and Sixth wards, with a portion also in the Second Ward, she said.

The first budget session is set for 6 p.m. Jan. 27 at City Hall.
