Town of Batavia leaders developing plan to 're-imagine' Town Hall's operational function

While Batavia Town Board members are thankful that municipal operations during the COVID-19 pandemic have continued with minimal disruption, they’re also hopeful that a plan to reopen the Town Hall on West Main Street Road comes to fruition in the days ahead.

The board, along with Town Engineer Steve Mountain, gathered via videoconference on Wednesday afternoon to tackle the issues surrounding how to move from “brick and mortar thinking” to a next generation virtual Town Hall or operations center, including the future of the space used for Town Court proceedings.

With construction design for a new Town Hall postponed indefinitely, Supervisor Greg Post posed the question, “How do we move forward from what has been a traditional (form of operating) to something closer to what we’re really doing now?”

Post mentioned the dire forecast contained in the latest coronavirus impact report from the New York State Association of Counties – possible losses of up to $9 million in both sales tax and state aid to Genesee County – as a reason for the Town to take steps to reduce overhead and to make sure that the pipeline for sustainable economic development does not become clogged.

Currently, the engineering, building and inspection departments have been able to maintain a high level of activity, he said, working remotely, using the telephone and utilizing the Town Hall only when necessary.

“They have said they can follow a schedule that will work for them that won’t require any additional footprint in the building,” Post said.

Other Town employees, however, most notably the clerk’s staff, regularly work at the Town Hall, which also serves the public in various capacities.

Council Member Chad Zambito suggested reconfiguring work spaces or cubicles for employees to use, potentially on a staggered system depending upon the day of the week.

Town Clerk Teressa Morasco said that could work “depending on how many are in here, but there needs to be more privacy if we get back to more people in the office.”

Council Member Patti Michalak wondered if the courtroom could be used for employee work space, prompting Post to mention the uncertainty surrounding the court system’s future.

“As it stands now, (the court) is inadequate and, obviously needs a several million-dollar makeover,” he said, adding that he doesn’t know if there will be one court or four regional courts in Genesee County.

Mountain recommended that each department head submit a restarting plan for the board to review, outlining ways to work remotely and specific needs related to using the Town Hall.

“It’s a reimagining of a new type of Town Hall,” he said, downplaying thoughts of expanding the building, which would have to be “much larger if we want to operate as we have in the past.”

Morasco said relief from social distancing mandates would determine when residents would be able to use the drive-thru window, while Council Member Sharon White noted that although the safety procedures have been working, “I would hate to see it continue forever as I miss the interaction with everybody.”

Post said he isn’t convinced that the virus won’t return, but he was able to find a silver lining as it relates to the construction of a new Town Hall.

“If this happens, and it is likely it will happen again, I guess the positive side is that it came before we spent $6 million on a facility and couldn’t use it.”

CPA: Town deemed financially fit to take on pandemic-related decrease in revenue

The Town of Batavia has the financial strength and stability to weather the inevitable loss of income brought on by the COVID-19 pandemic, according to the certified public accountant assigned to review the municipality’s books.

Reporting during a Town Board work session on Wednesday, Laura L. Landers, MPA, CPA, director of government services practice for Freed Maxick, said that the Town has “adequate assets … to absorb” a blow to its balance sheet.

“Management believes that tax revenues will be lower in 2020 than anticipated in the adopted 2020 budget,” she said, “but they’ve also assessed the financial condition and the potential impact on revenues, and it has been determined that the town has adequate assets of fund balances to absorb this potential decrease in revenues.”

The work session was conducted via the Zoom videoconferencing service.

Landers said that the Town, at the close of 2019, had unrestricted net funds of $9.8 million and a general fund balance of $6.6 million, with $5.4 million of that in the unassigned category.

Favorable percentages realized

“That unassigned equates to about 138 percent of expenditures versus the prior year when it was 140 percent, and total fund balance of a little over $6.6 million is 171 percent of expenditures versus 164 percent in the prior year,” she said.

She also noted that the Town has set aside a bit more than $1 million to balance the 2020 budget, a prudent move in light of the prospect that sales tax revenues will decrease.

“Unlike years past, I don’t see (sales tax increasing) in 2020. And even in 2019, where the general fund ended up with an excess of revenues over expenditures of about $983,000, I don’t see that’s going to happen (in 2020),” she said. “There may be some surplus; we’re going to have to wait and see where sales tax comes in.”

Landers also predicted that New York State would withhold most or all of the Video Lottery Terminal funds generated by Batavia Downs Gaming. In 2019, the Town received $160,000 from the VLTs.

Other pertinent financial figures:

-- On the revenue side, sales tax came in about $492,000 over budget in 2019, an increase of about $140,000 from 2018.

-- The Town received about $302,000 from state sources -- Revenue sharing, $29,000; VLT, $160,000; CHIPS (highway improvement grant), $58,000; and records management grant, $55,000 for records management grant.

-- General fund reserves are $130,000, with $56,000 for park improvement and $73,000 for economic development.

-- General fund revenues were $4.8 million and expenditures were $2.9 million, prior to the transfer of $942,000 to the highway/townwide fund.

-- The highway/townwide fund had a surplus of $129,000 in 2019 compared to $335,000 in 2018, and the highway/townwide capital reserve fund balance was close to $760,000.

Landers said that both the water and sewer funds ended 2019 with more revenues than expenditures, with water at $725,000 and sewer at $386,000. The unreserved fund balance for the water fund was at $1.7 million and for the sewer fund was at $2.1 million.

Tapping into fund balances is possible

“Overall, the Town as it stands at 12/31/19 has good fund balances and has built up its fund balances, but I see that – depending upon economic recovery – some of those fund balances are going to be utilized in 2020 because of the decrease that I see in state funding … and sales tax,” Landers said, adding that the financial statement referenced the impact of the coronavirus.

She said a single audit was conducted since the Town spent more than $750,000 (actually $1 million) in federal funds for highway planning and construction.

“The result of that audit we did not note any significant or material weaknesses in the internal control over financial reporting or compliance, or on compliance related to the federal programs that were tested,” she said.

On a separate management report, Landers said she found “one minor control deficiency” connected to utilities reporting, but no significant deficiencies or material weaknesses related to the operation of the Town or as a result of any audit procedures that were conducted.

First quarter investment review

Town Supervisor Gregory Post followed Landers’ presentation by reviewing the Town’s 2020 first quarter investment report prepared by the three+one investment consulting firm of Pittsford.

Per the report, the Town had an average of $9.8 million invested into certificates of deposits, ending the period at $10.8 million. This is up from the last period average invested of $9.1 million.

In the past 12 months, the Town has earned $176,625 in interest, with $29,674 being earned in the first three months of 2020. A key factor in the amount of interest earned is the Town’s policy of locking in CD rates for various periods of time, the report indicated.

The Town received five-star ratings from three+one in terms of percent of funds invested, liquidity proficiency and effective interest rates earned.

It fell just short of five stars in cash flow optimization, with a recommendation to use more electronic payments, and in investment policy, with a recommendation to update the list of allowable investments, including using pooled investment services.

'Well-positioned’ going forward

Post said he is encouraged by the Town’s financial standing.

“You can see that we’ve grown our cash position substantially in the last couple of quarters, and are well-positioned to meet the pandemic crisis financial concerns,” he said.

“That return on investment, coupled with not spending money appropriated for the design and construction management of the Town Hall expansion, should keep us in pretty good fiscal shape throughout this year and well into next year – even with as much as a 35 percent loss in sales tax revenue and no anticipated increase in property taxes.”

Post also addressed the “repopulating” of Town Hall, saying that the plan is “to bring back one or two staff members at a time as needed to get everybody in the building and inspection departments in as they need to be.”

He said health department officials have indicated they will be monitoring businesses and agencies in two-week intervals to watch for any medical problems that might arise.

Post, exercise authority given me under section 24 of the New York State Executive Law, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens of this municipality.

Municipalities working hard to keep a sense of normalcy during COVID-19 event

Batavia Town Supervisor Gregory Post is urging everyone to abide by “social distancing” mandates as he takes the necessary steps to continue providing services to residents while protecting the health of town employees.

“In order for us to get through this (COVID-19 pandemic), we continue to insist that people separate and practice social distancing,” Post said today while drafting a policy that, he says, “will maintain the status quo for the duration” of this situation.

Post said that Town offices will be closed to the public and that town employees will work from home to the extent that is practical. He said that Town Clerk Teressa Morasco will be available by telephone or email.

“Essentially, our town is well prepared for this event as we have had remote work stations and flex time for several years,” Post said. “It is not a leap to have staff work from home.”

He said he has reduced “in-house” staff to a minimum – no more than four employees in the building at any one time – and those on duty at Town Hall will work apart from each other as mandated by federal and state officials.

Post also said that the Town Court is closed with justices “on standby in the event of a significant case.” He also noted that engineering, highway and water/sewer employees are on duty and traveling in separate vehicles.

“We can take a sense of comfort in knowing that our day-to-day operations continue without any reduction, except for face-to-face meetings,” Post said, noting that internet and telephone options are being offered.

Darien Town Supervisor Steve Ferry Jr. said essential services such as picking up of debris and tree cutting by the highway department continue and that the Town Board is in the process of setting up governmental meetings on the internet.

“We don’t want the public to be shut out,” he said.

Ferry said he likely was speaking for all other Genesee County towns and villages when he said his primary concern was supporting the businesses in Darien while also making sure to protect the public’s health.

“Our biggest struggle is hoping that our town’s businesses will come out of this and continue to operate,” he said. “Plus, we hope that someone is keeping an eye on the welfare and unemployment situations.”

He said he believes that the decisions coming out of Albany, namely Gov. Cuomo’s daily briefings, are good ones and that most people are adhering to the mandates.

While all towns and villages have adopted the social distancing norms and have suspended face-to-face interactions, the Town of Oakfield also has enlisted a group of volunteers who will pick up and deliver food and household items to elderly and disabled town and village residents.

Volunteers are instructed to deliver the goods to the door and collect payment with minimal contact.

Those wishing to utilize this service are asked to call the Oakfield Town office at 948-5835, ext. 101, and leave a message if no one answers. A volunteer will return the call.

Batavia Town Supervisor declares state of emergency; town office, highway garage closed

Gregory Post, Town of Batavia supervisor, declared a State of Emergency at 6 p.m. on March 18, 2020 and issued an Emergency Order effective March 19, 2020 beginning at 12 a.m.

Town of Batavia Town Office and Highway Garage are closed to the public effective March 19, 2020 for five days unless rescinded earlier or renewed in five-day increments.

The Town will conduct business with the public remotely through the use of phones, computers, mail, or other means.

Town Board meetings will be closed to the public until further notice. Provisions will be made for the public to observe or otherwise remotely participate in Town Board meetings.

Taxes and dog license requests with required documents should be dropped off in the drop box located on the westside of the Town Hall, paid online or mailed in. They will be processed during regular business hours.

Town of Batavia working to continue to protect residents, staff and officeholders

The Town of Batavia has initiated the first phase of actions and precautions deemed necessary to continue to protect Town officers, staff and residents from the consequences of contagions such as colds, flu, and the coronavirus.

We will continue to clean and sanitize facilities as recommended by Public Health agencies. We will restrict nonessential trainings, reduce unnecessary contact between staff members and the public. We will post and distribute Health Self-Assessment Checklists to all staff.

We have identified essential staff and will be conferencing as many times a day as needed to address the rapidly evolving concerns related to the COVID-19 pandemic.

We will continue expanding our partnership with other public and private agencies to find efficiencies in our response.

Eleven GC residents earned certificates for fire officer leadership and supervisor skills

One of five modules required to earn the Fire Officer 1 certification, the Leadership & Supervisory Module was offered at the Genesee County Fire Training Center in February.

This module, consisting of 15 hours of instruction, provided current and potential fire officers with a fundamental knowledge of the duties, responsibilities and leadership required to be successful as a fire officer. Students were presented the basic responsibilities of the fire officer as they relate to human resource management as well as common administrative functions.

Thirteen students completed this 15-hour program; four of which met all of the requirements necessary to receive Fire Officer 1 certification.

Town of Batavia tentative budget holds property tax rate at $2.44 per thousand

Pointing to the Town of Batavia’s robust economy, Supervisor Gregory Post on Wednesday released the municipality’s tentative budget for 2020 – a $5.1 million spending plan that holds the line on property taxes.

“Our strong and viable economic development policy adds to the assessed value and increases our revenue without raising the (tax) rate,” he said. “We’re seeing PILOTS (payments in lieu of taxes) coming off, several instances of (company) expansion, and an increase in engineering review fees … and this will enable us to keep the rate flat for the foreseeable future.”

The general fund budget calls for $1.04 million to be raised by property taxes – with the rate of $2.44 per thousand of assessed valuation, the same as the rate in 2019. Last year’s tax rate was 20 cents per thousand less than the 2018 rate.

At $2..44 per thousand, owners of a home assessed at $90,000 would pay $219.60 for the year.

The Town Board has estimated 2020 revenues to be $3.077 million, which means that $992,310 will be used from an unexpended fund balance to reach the $5.1 million in appropriations.

Post said the board is projecting a $543,000 increase in spending over last year, but $500,000 of that is earmarked as a capital project line item pertaining to the Town Hall building.

“We need to establish it (capital project) if we want to explore refurbishing and remodeling of the Town Hall,” he said. “We have no authorization to spend that yet, but this is how the process begins.”

The supervisor indicated that water and sewer rates will go up slightly – about 3 percent – “which equates to a 7- or 8-cent increase per 1,000 gallons.

“We’re seeing significant increases in revenues, especially from the industrial use on the east side of the Town,” he said. “We’re truly blessed to have those businesses there (referring to the Genesee Valley Agribusiness Park on East Main Street).”

Post also said that personnel salary increases range from 2.5 to 3.5 percent, with raises determined on a “case by case evaluation.” He noted that the Town has been able to cap health insurance costs at the same level as 2019.

“We have been advised to anticipate additional work, particularly in the courts … 30 to 35 percent more administrative work and time spent in the courts, and we have to compensate for that.”

The Town Board will convene at 7 p.m. on Wednesdays to continue to review the spending plan, and is expected to adopt the preliminary budget at its Oct. 16 meeting. A public hearing is scheduled for Nov. 6, with a vote on the final plan set for Nov. 20.

Two dozen GC fire volunteers learn 'fireground strategies and tactics'

Responding to concerns over the length of firefighting training programs, the NYS Office of Fire Prevention and Control has redesigned the Fire Officer I (FOI) program into five individual modules. Completion of all five modules will earn the participant a Fire Officer 1 certificate. 

The latest offering in the Fire Officer program held at the Genesee County Fire Training Center was "Fireground Strategies and Tactics for the First Arriving Companies." 

The Fireground Strategies and Tactics course prepares fire officers to act as the leader of a company or as an initial incident commander. The students received instructions in both fire and non-fire emergency operations with an emphasis on risk vs. benefit analysis while conducting operations.

The fifteen-hour module was completed by 26 volunteer fire personnel, nine of whom earned their Fire Office 1 certification.

UPDATED: NYS Association of Counties celebrates Climate Week

Across New York State, local governments are enacting local laws, adopting energy-saving initiatives, taking steps toward climate resiliency, and collaborating to develop programs for supporting more resilient communities.

“As we celebrate Climate Week, it must be noted counties across New York are investing in hundreds of initiatives to combat climate change and promote more climate resilient communities,” said Erie County Executive Mark Poloncarz.

Through state programs such as Climate Smart Communities and Clean Energy Communities, counties are acting to both mitigate their environmental impact and save taxpayer dollars in the process.

Counties will also be key partners with the state in meeting the goals established by the recently-enacted New York State Climate Leadership and Community Protection Act. This legislation set the most aggressive greenhouse gas emission (GHG) reduction goals of any major economy and will put New York State on a path to carbon neutrality.

“Our county leaders are in a unique position to work with state, federal, and local agencies on environmental issues, and to develop partnerships to mitigate and prepare for the impact of climate change on our communities,” said NYSAC Executive Director Stephen Acquario. “During this Climate Week, we are highlighting the programs underway in our communities.”

***Genesee County received a Smart Growth grant from the NYS Department of State for climate resiliency planning: 

When the grant was announced last September, Genesee County Legislature Chairman Robert Bausch said, "The Smart Growth grant program has provided some of our State's most vulnerable counties with the resources they need to ensure they are prepared for the next severe weather event.

"We can never be sure when the next disastrous storm will hit. With this funding to build more resilient communities and fight against the devastating effects, Governor Cuomo is creating a more sustainable New York for all."

Genesee County was among five Upstate counties chosen to divvy up a total of $1 million to develop resiliency plans and identify projects while incorporating the principles of smart, sustainable growth and development.

The plans funded through the grant will address:

  • An increase in frequency and severity of storm and precipitation events;
  • Sea-level rise;
  • Storm surge;
  • Coastal and riverine flooding;
  • Drought; and
  • Debris and ice jams.

For the first phase, they mapped the whole county and worked closely with four municipalities (see below). Now, for Phase 2, they're hoping to work with as many communities as possible.

Public hearing on 2020 budget to be held Oct. 8 for East Pembroke Fire District

A public hearing will be conducted by the East Pembroke Fire District in the East Pembroke Fire Hall, 8655 Barrett Drive, Batavia, from 6 to 7 p.m. on Oct. 8.

It will be held to permit public review of the proposed budget for the East Pembroke Fire District for the calendar year of 2020, pursuant to Town Law 176.

A copy of the proposed budget has been filed with the town clerks at Alabama, Batavia, and Pembroke, and is available for review.

All persons residing within these areas served have the right to be heard in person or by representative at the public hearing. This includes all persons, firms and corporations owning real property within the service area, and all persons, firms and corporations whose business interests or employment would either be benefited or adversely affected (regardless of whether they reside or own property there).

This hearing is called by the Board of Fire Commissioners of the East Pembroke Fire District, towns of Alabama, Batavia, and Pembroke, Genesee County, New York.

Volunteers successfully complete training at GC Fire Training Center

One of five modules required to earn  the Fire Officer 1 certification, the Company Training & Community Risk Reduction course covers the basic responsibilities of the fire officer as they relate to community relations, company-level building inspections and community risk reduction.

Additionally, this course provides potential fire officers with the basic knowledge of how to determine company-level training needs, teaching from a lesson plan, documentation of training activities, and different methods to conduct company-level training.

One of five modules required to earn  the Fire Officer 1 certification, the Leadership & Supervisory Module was offered at the Genesee County Fire Training Center earlier this year. 

This module, consisting of 15 hours of instruction, provided current and potential fire officers with a fundamental knowledge of the duties, responsibilities and leadership required to be successful as a fire officer.

Students were presented the basic responsibilities of the fire officer as they relate to human resource management as well as common administrative functions.

Twenty-eight students completed the 12-hour Company Training & Community Risk program representing nine county fire companies.

Town of Batavia issues travel advisory due to work on Ellicott Trail Project

Ellicott Street Road resident sets up meeting for Friday to discuss solar farm issues

The solar farm boom is upon us, which means that more and more rural residents are looking to their municipal leaders to inform them of rules and regulations pertaining to these green-energy producing systems.

That’s one of the reasons why Nancy Brach of 5168 Ellicott Street Road in the Town of Batavia is inviting her neighbors to attend an informational meeting at 6 p.m. this Friday (June 28) at her home. She said the meeting will take place rain or shine, and dessert will be provided.

“We’re having this meeting due to a lack of communication about these projects and to learn what is allowed,” Brach said. “Why are people not notified beforehand? And if something does come up again, we want to have contact information to reach these people (who live near a proposed solar farm site).”

Specifically, Brach and other Ellicott Street Road residents who attended a Batavia Town Planning Board meeting last week were upset about a proposed solar farm installation on land owned by Donald Partridge.

They felt they hadn’t received adequate advance notification of the project, which ended up being denied by the Town’s Zoning Board of Appeals due to the proposed size of 40 acres.

“So this could have taken place with no input at all if not for two people who printed out fliers and left them at our houses last weekend,” she said. “And that is not right. Bill (her husband) and I now read the (legal) notices in the paper, but I doubt we would have noticed that even if we had seen it.”

The Brachs are owners of Brach Machine, which is located at 4814 Ellicott Street Road.

Town Engineer Steve Mountain said the application by Truesdale Solar for the Partridge property could be resubmitted if it were reduced to conform to code (maximum of 20 acres).

He added that if a vote needs to be taken again, the same property owners within 500 feet of the proposed site would be notified by mail.

Although Brach’s home is more than 500 feet away, she believes more should be done to let people know about these projects other than being on the Town’s website.

Brach’s concerns over solar farms go beyond notification methods, however.

“Our meeting will be for awareness,” she said. “These projects benefit two parties -- the person leasing the property and the company installing the solar equipment. The town and the people of the town do not benefit.

“And the funds for these projects come from the taxpayers. These projects do not pay for themselves, they are only profitable with the subsidies we, as taxpayers, fund.”

She decried the expenses to the Town involved in zoning, planning and legal costs, and said that the projects are not self-supporting and should not be permitted until they are.

“And the 20-year bonds may or may not be enough to dismantle the equipment when the time comes, if they even last that long. Plus, people lose the beautiful country vistas that they hoped to enjoy for a lifetime.”

Brach said she thought that the Town of Stafford had a policy “more protective” of the rights of its residents, and hoped that some of Stafford’s ideas could be incorporated into Batavia’s policy.

In the end, she hopes Friday’s meeting will mobilize residents to speak out.

“As a taxpayer, I resent paying for projects that are not profitable just to benefit an individual and a company,” she said. “Luckily, I can afford it. But there are many people who cannot and we need to stand up for them, and for what is right.”

Matt Grover from Troop 6006 of the First United Presbyterian Church presented his Eagle Project to Greg Post of the Town of Batavia this past Wednesday evening at Kiwanis Park in Batavia in front of friends, family and contributors to the project.

The project started last winter with a constructed sheet metal form from scrap to pour six concrete bench legs along with wood and other materials to make three benches. They were installed on Labor Day weekend by friends, family and with the help of his scout troop.

Various area businesses in Western New York include Marlin Salmon, DDS, from Salmon Orthodontists in Batavia was a huge contributor to this project. Other contributors were Brad Veley Masonry from Varysburg, Joe's Pro Shop and Trophy’s Batavia, Unidex machine shop from Warsaw, Paul from T R Goldsmith & Son Inc. in Tonawanda, and Don Anderson from the troop. 

"The project was an amazing learning experience and had endless challenges, problem solving involved but at points proved very difficult and I often had no clue how I was going to solve a specific issue, but with the help of my personal engineer and father it turned out better than I could ever imagine," Matt said, adding that "the skills I have learned in this will help me in endeavors in college, the military and the workforce."

Town of Batavia and Village of Bergen earn Clean Energy Community designations from NYS

Governor Andrew M. Cuomo today announced more than 200 communities across the state have earned the Clean Energy Community designation, completing more than 1,250 total high-impact clean energy actions. Two of them are in Genesee County: The Town of Batavia; and the Village of Bergen.

The designation recognizes community leadership in reducing energy use, cutting costs and driving clean energy, all supporting the state's clean energy goals.

In the Finger Lakes Region, which includes the Town of Batavia and Village of Bergen, a total of 56 communities are participating in the Clean Energy Community designation efforts; a total of 139 Clean Energy actions have been completed to date; and a total of 22 communities have earned the designation so far.

The Clean Energy Community initiative advances the Governor's Reforming the Energy Vision strategy by demonstrating the importance of communities in helping New York achieve the state's goal to supply 50 percent of its electricity from renewable energy resources and reduce greenhouse gas emissions by 40 percent by 2030.

"New York is a national leader in combating climate change, and this significant milestone demonstrates that communities in every corner of this great state are committed to our efforts to create a more sustainable future," Governor Cuomo said. "These 200 communities serve as a model for cities and towns across this state and this nation to reduce energy use and preserve our environment for generations to come."

Announced by Governor Cuomo in August 2016, the $16 million Clean Energy Communities initiative supports local governments across the state by providing grants to eligible municipalities to implement energy efficiency, renewable energy and sustainable development projects in their communities.

"Communities across the state are undergoing projects to help cut costs and support clean energy," said Lieutenant Governor Kathy Hochul. "More than 200 communities in New York have earned the Clean Energy Community designation, further advancing our aggressive clean energy goals to reduce greenhouse gas emissions.

"New York is leading in our efforts to combat climate change, and municipalities statewide are helping to make sure our environment is clean and safe now and for future generations."'

Overall, the 1,255 high-impact clean energy action items were completed by communities representing more than 86 percent of the state's population in 60 counties and all 10 Economic Development Council regions. More than 450 communities are participating in the Clean Energy Communities initiative and have completed at least one high-impact action.

The Clean Energy Communities initiative was recently honored as a recipient of the Clean Energy States Alliance 2018 State Leadership in Clean Energy Award. Clean Energy Communities was one of six programs nationwide to win the 2018 award for its outstanding accomplishments with public benefits and results, cost effectiveness, leadership and innovation, and replicability.

Department of Environmental Conservation Commissioner Basil Segos said, "New York recognizes and supports community efforts to help achieve Governor Cuomo's ambitious greenhouse gas reduction goals. I applaud the achievements of the designated Clean Energy Communities across the state and hope that others are inspired by their outstanding example."

Richard Kauffman, chair of Energy and Finance for New York State said, "Congratulations to all the Clean Energy Communities for taking significant actions to reduce their carbon footprint and cut costs. Communities continue to play an important role in supporting Governor Cuomo's Reforming the Energy Vision strategy to advance and build a cleaner, more resilient and affordable energy system to combat climate change."

Alicia Barton, president and CEO, NYSERDA, said, "I congratulate the Clean Energy Communities across the state that are realizing the opportunities to reduce their energy usage and costs while providing a cleaner environment for their residents. Governor Cuomo has made it a priority to ensure local communities have access to resources and technical assistance to assist them in their efforts to reduce their carbon footprint."

Senate Energy and Telecommunications Committee Chair Joseph Griffo said, "There are now 200 communities throughout New York State that have received a Clean Energy Community designation, which is given to communities who have shown leadership in their efforts to reduce energy use. I would like to congratulate all the Clean Energy communities across the state for serving as an example of sustainable energy practice for all New Yorkers."

Assembly Energy Chairman Michael Cusick said, "Encouraging communities to use clean energy alternatives is an important step toward reaching our State's energy goals. By investing in green energy products, we are creating a more sustainable future for the next generation of New Yorkers to building a cleaner, more resilient New York for all. I'm encouraged by these results and look forward to seeing more communities implement clean energy practices."

Cities, counties, towns and villages that complete at least four of 10 high-impact clean energy actions are designated as Clean Energy Communities and are eligible to apply for funding of up to $250,000 to finance additional clean energy projects. Areas with fewer than 40,000 residents are eligible to apply for up to $100,000 in funding. NYSERDA is accepting applications for funding on a rolling basis through Sept. 30, 2019 or until funds are exhausted, whichever comes first. Grant funds are being provided as part of the Clean Energy Fund and the Regional Greenhouse Gas Initiative.

The 10 High Impact Actions local governments can to take to earn a Clean Energy Community designation and qualify to apply for grant funding include:

  • Benchmarking energy use at municipal and large privately owned buildings;
  • Performing energy efficiency and renewable energy upgrades to municipal buildings;
  • Replacing street lights with energy-efficient LED lighting;
  • Streamlining local approval processes for solar projects through adoption of the NYS Unified Solar Permit;
  • Undertaking a community-based Solarize campaign to reduce solar project costs through joint purchasing;
  • Providing energy code enforcement training to code officers;
  • Earning Climate Smart Communities Certification by reducing the community's impact on the environment;
  • Passing a local law to allow aggregation of residents to gain greater choice and control over energy use as a group (called Community Choice Aggregation);
  • Installing electric vehicle charging stations and using alternative fuel vehicles, such as electric cars, for municipal business; and
  • Establishing an Energize NY Finance Program that enables long-term, affordable Property Assessed Clean Energy financing for energy efficiency and renewable energy projects at commercial buildings and not-for-profits.

Clean Energy community coordinators are also available at no charge to help communities develop and prioritize clean energy goals; access easy-to-use resources, such as guidance documents and case studies; and take advantage of available funding and technical assistance opportunities.
