GC has 14 new COVID-19 cases today, starting tomorrow all New Yorkers age 60 and up are eligible for vaccine

Data Update – 

  • Genesee County received 14 new positive cases of COVID-19.
    • The new positive cases reside in the:
      • West Region (Alabama, Darien, Pembroke)
      • Central Region (Alexander, Batavia, Bethany, Elba, Oakfield) 
      • East Region (Bergen, Byron, Le Roy, Pavilion, Stafford)
  • The individuals are in their 0-19s, 20s, 30s, 40s, 50s, 60s and 70s. 
  • Ten of the previous positive individuals have recovered and have been removed from the isolation list.  
  • Four of the current positive individuals are hospitalized.
  • We are very sad to report the COVID-related death of one of our county residents. The individual was over the age of 65. We do not provide any further information to protect the privacy of the individual and their family. Our deepest condolences to the family and friends during this very difficult time.

Orleans County received two new positive cases of COVID-19.  

  • The positive cases reside in the:
    • West Region (Yates, Ridgeway, Shelby)
  • The individuals are in their 20s.
  • Both of the newly positive individuals were under mandatory quarantine prior to testing positive.
  • Five of the previous positive individuals have recovered and have been removed from the isolation list.
  • One of the current positive individuals is hospitalized.

Beginning March 10th, all New Yorkers 60 years and older will be eligible to receive the vaccine.

Public-facing essential workers from governmental and nonprofit organizations will be eligible beginning March 17th. This expansion includes public-facing essential building services workers.

Providers will be able to vaccinate any eligible New Yorkers, with the exception of pharmacies who will focus on individuals over the age of 60 and teachers, in line with federal policy beginning March 10th.

This is all subject to the availability of the vaccine to the providers. This new addition of more eligible residents still far exceeds the supply of vaccine received in our counties. Individuals who are eligible still must have an appointment in order to get a vaccine.

Jacobs introduces bill to make it easier for dairy farmers to hire migrant workers

Congressman Chris Jacobs (NY-27) introduced legislation that would make the dairy industry eligible for H-2A temporary agricultural visas.

“As I have traveled throughout NY-27 and met with farmers, one thing that has become clear is the need for dairy producers to have access to a steady and legal workforce," Jacobs said. "Currently, dairy workers are not eligible for H-2A status because of the way the current law is interpreted by federal agencies. This simple legislation would fix an urgent need while Congress works on broader reforms to the H-2A program.”

The Dairy H-2A Eligibility Act would amend the Immigration and Nationality Act to include “dairy workers” as eligible candidates for H-2A temporary agricultural worker visa status. Employers are currently only eligible for H-2A nonimmigrant classification if they offer a temporary or seasonal position. Though H-2A workers are themselves temporary, dairy production has been interpreted to not qualify for these visas because it occurs year-round.

“Dairy’s workforce crisis is especially severe because dairy farms, which operate year-round, can’t use the H-2A program, which is seasonal," said Jim Mulhern, president and CEO of National Milk Producers Federation. "NMPF has fought for decades for H-2A access for dairy. "We thank Congressman Jacobs for stepping up and making ag labor reform a priority issue, and we look forward to continuing to work with Rep. Jacobs to address the workforce needs of dairy farmers in New York and across the country.” 

David Fisher, New York Farm Bureau president, said: "Agricultural labor reform has long been a New York Farm Bureau priority. We must address the seasonal and long-term needs of agriculture, including for the state's dairy farms that currently do not have access to a year-round federal guest worker program. We thank Rep. Jacobs for his efforts to fix a broken system and moving the conversation forward for the betterment of our farms and food system."

“The bottom line is that we need a migrant worker program that respects and enforces our immigration laws while providing farmers with the workforce that they need,” Jacobs said.

NY Farm Bureau President 'frustrated' that Cuomo has yet to make farmworkers eligible for vaccine

"It is frustrating that Governor Cuomo visited a location synonymous with New York agriculture, the State Fairgrounds in Syracuse, to announce the expansion of the state's COVID vaccine eligibility list, yet he still refuses to protect farmworkers by including them in the ongoing rollout of phase 1b.

The CDC recommends that food and agricultural workers be eligible for their own safety and that of our food system. It is time do what is right and prioritize the essential workers who help ensure New Yorkers have food on their tables."

USDA extends summer meal programs for all children through Sept. 30

The U.S. Department of Agriculture (USDA) today announced the nationwide extension of several waivers that allow all children to continue to receive nutritious meals this summer when schools are out of session. These flexibilities are now available through Sept. 30.

USDA is extending these waivers to provide local program operators with clarity and certainty for the summer months ahead, when many children cannot access the school meals they depend on during the academic year. The waivers were previously extended only through June 30.

“We will do everything we can to make sure children get access to healthy, nutritious meals regardless of their families’ financial circumstances,” said Agriculture Secretary Tom Vilsack. “Our child nutrition professionals are doing a heroic job ensuring kids across the country have proper nutrition throughout this public health emergency, often times with limited resources.

"USDA is committed to providing local operators with the flexibilities and resources they need to continue offering the best meal service possible to their children, given their day-to-day realities.”

The waivers extended today allow for safe meal distribution sites that serve all children for free, regardless of income. In addition, the waivers:

  • Allow meals served through the Summer Food Service Program (SFSP) and Seamless Summer Option (SSO) – collectively known as “summer meal programs” – to be made available in all areas at no cost;
  • Allow meals to be served outside of the normally required group settings and meal times; and
  • Allow parents and guardians to pick-up meals for their children, including bulk pick-up to cover multiple days of feeding children.

Right now, up to 12 million children are living in households where they may not always have enough to eat. These critically needed summer meals will provide relief to many children in families who have been hard-hit by the COVID-19 pandemic and are fighting daily to put food on the table.

Summer meal sites are places where children and youth age 18 and under can receive meals at no cost in a safe environment. The meals are also available to persons over age 18 with mental or physical disabilities. Sites may be located in a variety of settings including schools, parks, community centers, libraries, churches and more.

USDA is issuing this guidance as early as possible to empower communities to establish as many meal sites as they can effectively manage this summer. To learn more about how the program works and the role of sponsors and meal sites, visit www.fns.usda.gov/sfsp/how-become-sponsor.

Mark Your Calendar: PCD Kiwanis Club's 14th annual Car Cruise and Fall Festival is Sept. 19

The Pembroke Corfu Darien Kiwanis Club's 14th Annual Car Cruise and Fall Festival will be held on Sunday, Sept. 19 from 11 a.m. to 4 p.m. at the Pembroke Town Park (next to Pembroke High School, Route 77). Cars/trucks/motorcycles are all welcome.

Preregistration is $10 per vehicle prior to Sept. 12 or $15 the day of the event. Our goal is to have the majority of the vehicles preregistered.

An advantage of preregistering are that you are guaranteed one of our unique dash plaques for the first 100 cars registered.

There are trophy classes, goody bags and great music, food and raffles.

There will be a HUGE basket raffle for Crossroads House, and free train rides on the Trackless Train.

There will be the third annual Free Kids Car Cruise from 11 a.m. to 1 p.m. for kids 8 years old and younger.

Connect Life will be also conduct a blood drive. It's not too early to preregister for the blood drive at connectlife.org.

Craft, business and food vendors are welcome. Fee is $25 for 10' x 10' space and $100 for food vendors.

UMMC League gives year supply of swaddles to foster safe sleep for newborns

United Memorial Medical Center continues its commitment to modeling a safe sleep environment for newborns and providing sleep education for parents with its newest SleepSack Swaddles.

Every newborn at UMMC will receive a Halo SleepSack Swaddle after their first bath, providing parents with a tool that gives their child a safe night’s sleep.

The UMMC League donated enough swaddles for a year’s supply, so that no baby leaves the hospital empty-handed. 

“This donation gives us the ability to send parents home with a gift that allows their baby to have a safer night’s sleep,” said Olivia Barren, Nurse manager of Maternity at UMMC. “These blankets are not only simple to use, adjustable and allow for growth of the baby, but they eliminate the risk of loose blankets.”

According to Cribs for Kids, 2,500 infant deaths occur every year due to accidental suffocation, asphyxia, or undetermined causes during sleep. Providing parents with Halo SleepSack Swaddles is another way that UMMC continues to honor its commitment as a Silver Certified Safe Sleep Leader, reducing infant sleep-related deaths by promoting best safe sleep practices and education on infant sleep safety.

One of the first babies to receive a Halo SleepSack Swaddle is Ivan Takach, son of UMMC nurse, Jennifer Takach.

"Out of the four babies I have delivered here, this was the best and most useful gift we have received from the hospital,” Takach said. “I have never had one of these blankets and I like how it can be used in five different ways."

10th annual 'Shooting For A Cure!' in Pembroke was a record-setter but still gunning for overall total goal by April 1

It was a record-setting night at Pembroke Jr./Sr. High School as the community came out to support the Pembroke Girls Basketball Team’s 10th annual "Shooting For A Cure!" game.

On Friday night, by game’s end, "Shooting For A Cure!" had raised more than $38,000. From open donations and apparel sales, to the Food Truck Rally and raffle tickets, the Pembroke community shattered the previous record of $33,050.20.

Throughout the evening and over the weekend, more donations continued to come in bringing this year’s total to $41,105.21, leaving them shy of their $48,000 event and $200,000 overall contributions goal.

The team remains focused on eclipsing the $200,000 mark by April 1st and is accepting online donations in support of "Shooting For A Cure!" at.

Since 2011, when the team decided to use their passion for playing basketball as a platform from which to host a fundraiser for breast cancer research at Roswell Park in support of community member, Toni Funke, the team has raised more than $192,500 in contributions for Roswell Park Comprehensive Cancer Center through "Shooting For A Cure!"

In addition to raising funds, the team wanted to show their support for Mrs. Funke as she battled cancer. The tradition of supporting, honoring, and remembering those impacted by cancer also continues.

Between the JV and Varsity games, the team held a ceremony to memorialize eight community members who have lost their battles with cancer as well as to honor 28 cancer survivors. Each varsity player lined up at center court and took turns sharing the names of a loved one, teacher, friend, or community member whose life has been touched by cancer. After each person was recognized by name, a rose was added to a vase at center court in his or her honor.  

“The halftime ceremony was emotional for me this year for many reasons,” said Ron Funke, Pembroke Girls Basketball coach. “It was so well done; it was simple, yet elegant and very moving. It also marked a decade since Toni’s initial diagnosis.

"As I continue to reflect on this game and its growth, I am overwhelmed by the love and support this community shows these players every season. The players and the event organizers have so much passion for this cause and Pembroke continues to rally around it more and more each year.

"It’s unbelievable to think what our small town is able to do. I mean, think about it, we’re closing in on $200,000 raised for cancer research in 10 years. That figure is just astounding to me.”

Senior Serene Calderón said "I can’t even explain in words all of the emotions that I felt on Friday. I am so grateful to have had a chance to be a part of something so amazing. This year was chaotic and challenging for me and my teammates, but what our community was able to accomplish made it all worth it.

"I was able to spend my last night as a player in that gym, playing for something so much bigger than just me. To think that Pembroke came together to raise over $40,000 is just incredible. I had set a goal early in this season to try to become the leading scorer in Pembroke history. To accomplish that during the Pink Game, with Breanna Johnson there, who held the scoring record and started 'Shooting For A Cure!,' was so overwhelming for me; it all just came full circle for me in that moment.

"I cried all weekend. Accomplishing that personal goal was a great feeling, but it’s an even better feeling when I reflect on what we’ve been able to raise for cancer research this season. I still can’t believe that we’ve raised over $40,000, it’s just amazing.” 

According to Allie Schwerthoffer, “ 'Shooting For A Cure!' gives you a sense of purpose.”

She added that there are so many ways to get involved and that any contribution, no matter how big or small, means the world to the team and to those at Roswell.

“Throughout my years of being involved in this game," Allie said. "I have been able to take a step back and recognize what is really important in life. Showing support for others in a time of need gives me a sense of gratitude that cannot be replicated. I have been blessed to be a part of such an incredible community that has each other’s backs no matter what.

"This game is an opportunity that I don’t take for granted. I have the power to make a change. This year we raised over $40,000 and it’s amazing what such a small family-like community can accomplish when we come together to help one another.”

Arron K. Brown, sixth-grade teacher, worked tirelessly all evening running around the parking lot, braving the freezing cold temperatures. Because of pandemic restrictions and protocols, he reimagined his "Snack Shack" as a food truck rally. Five trucks showed up for the event.

“The Pembroke community always comes out in support of this event every year. It was important to me to uphold this proud tradition we share. I’m extremely thankful that Macarollin’, Center Street, Pub Hub, Cheesy Chick, and Lloyd’s came out in support of our inaugural Food Truck Rally,” Brown said. “There was a steady stream of people from 4 to 8 p.m., waiting in the freezing cold, for dinner, all in support of this cause.

"The wind was whipping through the parking lot, the temps were definitely below freezing, yet the Pembroke faithful all came out to grab dinner and show their support for 'Shooting For A Cure!,'. Mr. Bailey and Miss Komosinski had the drumline going early on which added to the atmosphere! I’d also like to thank Mrs. Fenik, Mr. Kinal, Mr. Strzelec, and Mrs. Wilson for all of their help outside with directing traffic, parking cars, selling raffle tickets, and keeping the evening safe for all of our supporters. It was a complete team effort all around.”

GC Fair set for July 24-31, careful planning for safety and health continues

Genesee County Fair Supporters/Exhibitors: 

We are ready to move forward with the 2021 Genesee County Fair being an in-person event, but recognize the need to ensure that there is a plan in place that is supported by New York State Department of Health and Local Officials.

These plans are to help to ensure the safety of all exhibitors, vendors and visitors.

The Genesee County Agricultural Society has been meeting frequently to discuss all options on whether we can move forward with planning an in-person/ live fair this July.

During this time we will continue to communicate with our Genesee County officials as well as monitoring other large events in the county and state to ensure we can offer a safe environment in light of the coronavirus pandemic.

We will also be working closely with the Genesee County 4H Programs to come up with schedules, safety plans and items that are necessary when planning the 2021 fair. We want to ensure that our youth are given the opportunity to show and enjoy their animals and other projects.

Genesee County Fair dates are planned for July 24th through July 31st.

Our hope is to be able to host the Genesee County Fair in person for our community to enjoy.

We just wanted to thank you all for your patience as we are planning the event.

Nominations being accepted for O-A Alumni Hall of Fame until May 15

Nominations are currently being accepted for this year’s induction class of the Oakfield-Alabama Alumni Hall of Fame.

The Hall of Fame recognizes outstanding Oakfield-Alabama Central School alumni who have achieved distinction in their lives and chosen field after high school through significant contributions to their career, community or through personal achievements.

If you know a person who meets the following criteria, please consider nominating him/her for this prestigious honor:

1.     Nominees must be graduates of OACS or one of its predecessors, or have been active in school classes and activities during their senior year. (Nominees who left school while in good standing to perform military service are also eligible. Deceased alumni are not eligible for induction until the fifth anniversary of the year of their death.)

2.     Nominees must have graduated prior to 2006.

3.     Selection is based on achievement after leaving OACS, which includes a worthy record in more than one, and exemplary achievement in at least one of the following categories:

  • Job-related achievements;
  • Professional honors and awards, professional affiliations, publications;
  • Civic or community involvement;
  • Personal achievements/accomplishments;
  • Positive impact on the communities in the Oakfield-Alabama school district.

Anyone may submit a nomination for any person meeting the criteria stated above. Nominations must be made during the nomination period only -- March 1 – May 15th -- by using the Online Nomination Form or the PDF Nomination Form (see link below). Electronically submitted nominations are strongly preferred over mailed-in, hardcopy nominations.

Senator Rath introduces package of bills to help businesses recover from pandemic

Senator Ed Rath has introduced a package of legislation that would help our recovering businesses to reopen and rehire.  

“Our businesses and local economy have taken a huge hit during the pandemic," Senator Rath said. "Businesses from restaurants to bowling alleys to hair salons are struggling at no fault of their own. The goal of this legislation package is to provide some much-needed relief as these businesses work to reopen."

The bills included in this package are S.4691S.5140S.5141 and S.5408.  S.4691 -- these would create the “Save our Small Businesses Grant Program.” S.5140 would establish a “Hire-Now” tax credit. S.5141 would provide a tax credit for employers who hire individuals previously on unemployment. Lastly, S. 5408 would increase the child and dependent care tax credit.  

“The bills included in this package all focus on instrumental aspects of restarting our economy and helping both those who have found themselves unemployed as a result of the pandemic and the businesses who are working to rebuild,” Rath said.

Today is Gambling Disorder Screening Day and there's a new online tool to help assess risks

In honor of Gambling Disorder Screening Day (March 9) and Problem Gambling Awareness Month, the New York Council on Problem Gambling and the Western Problem Gambling Resource Center announce the release of an online self-screening tool for individuals who want to explore their risk for problem gambling.

The tool guides individuals through a set of questions to help them examine their gambling behaviors and the possible consequences of their gambling activity. Individuals who complete the questionnaire receive personalized feedback and resources based on their own answers. 

While it’s true that most individuals who gamble do so solely for entertainment and do not experience problems caused by their gambling, all gambling inherently involves risk. This risk is not only present in the activity of gambling, but also in the risk of causing negative consequences to their lives and the lives of those around them.

For these individuals and families, gambling can have devastating effects to their lives. Effects can range from financial issues all the way to damaged relationships and lost jobs.

Just as there are varying levels of gambling activity and negative consequences, there are also varying levels of motivation and awareness about our gambling activity and the risk involved.

While some people are ready to reach out directly for assistance, support and resources, others may be just starting to think about how their gambling is affecting their life. Others may only be curious about their gambling activity and the possible risk that they have.

In an effort to reach all individuals in New York State, those who are ready for assistance and those who are simply curious about how their gambling may put them at risk for future problems, NYCPG has a variety of resources available. The newest of these resources is the online self-screening tool. The tool is available online here.

International Women's Day: Their 'extraordinary contributions' during pandemic recognized

On this International Women’s Day, the New York State Association of Counties announced the adoption of a resolution recognizing the extraordinary contributions made by women throughout the COVID-19 pandemic. The resolution highlights the leading role that women play as leaders of public health, essential services and as mothers, teachers and caregivers.

“The story of the COVID-19 pandemic is largely a story of women," said Marte Saurbrey, Tioga County Chair and NYSAC President-Elect. "Sixty percent of county health officials in New York State and 90 percent of nurses and nursing assistants around the country are women. These public health heroes are the tip of the spear in the fight against this deadly virus and their skill and leadership has been critical to our efforts to end the pandemic.

"Additionally, we can’t forget the millions of women who served their communities as caregivers and essential workers during the pandemic. Their personal and professional sacrifice to their families and communities has made the difference in holding our society together during the last year and we owe them an immense debt of gratitude."

Martha Robertson, Tompkins County Legislature, said: “Women have been holding us all together during the pandemic. They are essential workers of all kinds: postal service, grocery, and childcare workers, first responders, teachers, as well as medical workers and of course mothers! With the vast majority of childcare and other-dependent care falling on women, the economic effects of the recession are compounding the health effects of the pandemic on women; their strength and perseverance in the face of these challenges need to be recognized."

NYSAC Executive Director Stephen Acquario said: “This pandemic has challenged every aspect of our society in ways that most of us never thought possible and every step of the way, women have been rising to meet those new challenges and lead the way through this pandemic. Whether it’s county public health officials and essential workers on the front lines of the pandemic, or mothers and daughters at home teaching their kids or caring for parents, women have been the glue holding our communities together this year more than ever before.”

The resolution was put forward by the NYSAC Women’s Leadership Coalition, a bipartisan organization that offers resources specifically for women in county government and women interested in pursuing county leadership.

Here is how you can still enjoy reading and movies at home. From the Services tab on our homepage at www.HollwedelLibrary.org, log into your account to search and request books, magazines, or the movies you would like.

  • If you prefer to submit your requests directly to staff, you can email us at hollwedellibrary@gmail.com.
  • Staff will sanitize and check out those library materials to you. Then they will be bagged for your privacy and protection.
  • During library hours, come to the front of the library for your items and call us to let us know you are there.

Our electronic services are also an option. You can download and enjoy ebooks, movies, audiobooks, TV shows, music albums and more with them using your library card. They are also available from links on our website homepage.

Hawley reads Dr. Seuss to schoolchildren virtually for 'Read Across America Week'

Assemblyman Steve Hawley joined students from his Assembly District in celebrating Read Across America Week by virtually reading Dr. Seuss' "What Pet Should I Get?” to elementary school classes in Monroe, Orleans and Genesee counties on Friday, March 5.

The Assemblyman would normally join classes in person but, due to COVID-19 restrictions, the Assemblyman joined classes virtually through Zoom instead.

“It was my pleasure to join students this year in celebrating reading by sharing a book from classic American children’s author Dr. Seuss,” Hawley said. “The passion they showed for reading and learning bodes well for our future, and I encourage everyone with children in their lives to join me in sharing the joy of books with our young ones.”

Classes participating included Mrs. Kristen Barber's first-grade class at Ginther Elementary School, Mr. Mark Skurzewski's second-grade class at Ronald L. Sodoma Elementary School, Mrs. Stefanie Clark's first-grade class at Oakfield-Alabama Elementary School, and Mrs. Michelle Patnode's first-grade class at Wolcott Street School.

Schumer: Finally, Americans and New Yorkers will get the robust COVID-19 relief & rescue they voted for

Just back from Washington, D.C., U.S. Senator Charles Schumer announced, today, that "help is on the way" to New York and New Yorkers as he detailed specifics from the American Rescue Plan he just led to passage in the U.S. Senate.

Schumer detailed the plan’s tentative impact to New York as $100 billion. The deal includes an additional round of direct stimulus checks, extends enhanced unemployment insurance benefits, will help solve New York State and Upstate New York municipalities budget woes.

The assistance marks a not-too-soon moment of relief for countless families, workers, restaurants, more independent venues and small businesses across the state. As part of the deal, more than $23.8 billion flows directly to New York State government(s) on top of increased education funding, transit funding and highways, vaccine distribution, COVID-19 health funding, emergency rental and housing assistance and more included for New York in this bill.

“Back in November, the American people and New Yorkers sent a crystal clear message to the previous administration: deliver the robust COVID relief this country needs or get out of the way," said U.S. Senator Charles Schumer.

"The deal we reached with the help of a new president, and a new democratic Senate marks real relief to the tune of $100 billion for workers, families, healthcare, small businesses, including our hard-hit industries like restaurants, and New York — the things we need to support to weather this crisis and then work to recover.

“This marks the second biggest stimulus bill in the nation’s history — second to the CARES Act — and it comes just in time, because Americans and New York still need real help to get through this."

The details and the impact on New York appear in the breakdown below. These numbers are tentative.

STATE & LOCAL FISCAL RELIEF

$23.8 billion for New York – Total amount of funding provided to New York State through the state and local fiscal relief fund, to keep first responders, frontline health workers, and other providers of vital services safely on the job as states and local governments roll out vaccines and fight to rebuild Main Street economies.

Funding can be used for assistance to households, small businesses, nonprofits, aid to impacted industries such as tourism, travel, and hospitality, investments in water, sewer, and broadband infrastructure, and to provide premium pay to frontline workers. Local governments of every size, including all counties, cities, towns, and villages, receive dedicated federal aid awards.

A new $10 billion capital projects program also support state broadband deployment efforts. Funds are allocated in New York as follows:

  • $12.569 billion for New York State Government
  • $6.141 billion for New York’s Metro Cities
  • $3.907 billion for New York’s Counties
  • $825 million for New York’s Small Cities, Towns, and Villages
  • $358 million for a New York State Broadband Investment Program

ADDITIONAL AID TO NEW YORK

  • $3.1 billion: Medicaid FMAP increase ($2.1 billion already delivered from Schumer pushing President Biden to extend through the end of the calendar year, in addition to $1 billion from a targeted enhanced FMAP for home and community-based services from this legislation);
  • $7+ billion: New York Area Transit ($6.5B to MTA). The New York State Department of Transportation will receive $12M directly to support rural transit systems. The remainder will support county bus services, and Upstate transit agencies;
  • $418 million: New York’s hard-hit airports to continue operating safely during the pandemic. Port Authority Airports will receive: $218M for JFK, $107M for LGA, $4M for Stewart, and $164M for EWR. This includes $60M in relief at the four airports for large and small concessionaire businesses that have been hard hit by the pandemic and unable to pay minimum guarantees to airports;
  • $1.7 billion – Relief for Amtrak to help maintain operations and other expenditures during the pandemic, especially in New York;
  • $15 billion – The CARES Act Airline Payroll Support Program which will save thousands of New York airline and airline contractor jobs by keeping workers on payroll without furloughs or reducing pay rates and benefits until March 31, 2021 New York will receive sizable share of these funds.

EDUCATION – K-12 SCHOOLS & INSTITUTIONS OF HIGHER ED

  • $9 billion – K-12 Schools – these flexible funds will support school districts in reopening safely for in-person instruction and addressing the many needs that students are facing due to the pandemic. A portion of the funds are targeted toward addressing learning loss, providing resources through the Individuals with Disabilities Education Act (IDEA), and implementing summer enrichment and afterschool programs;
  • $2.6 billion – Colleges and Universities – Institutions must distribute half of their allocation to students in the form of financial aid awards to address hardships caused by COVID-19. The remaining portion of the funds can be used on reopening costs, revenue losses, classroom retrofits, PPE, and other expenses;
  • $257 million – Private K-12 schools – these funds are administered by the state educational agency to provide public health and related assistance and services to private K-12 schools.

CHILD CARE & HELP FOR NY FAMILIES

  • $1.8 billion – Child Care – Through the Child Care Stabilization Fund and the Child Care Community Development Block Grants (CCDBG), these funds ensure that the child care sector will continue to assist working families, and to support child care providers in meeting their increased operation costs during the pandemic;
  • $59 million – Head Start – this is emergency funding that will continue to provide access of services for children and their families;
  • $7.03 billion: Child Tax Credit payment to New York families;
  • $786 million: Earned Income Tax Credit payment to New York families;
  • More than $1 billion in additional Emergency Rental Assistance and assistance for preventing homelessness;
  • $575 million in mortgage and utility assistance for homeowners;
  • $1.07 billion: Nutrition Assistance ($810 million for Pandemic EBT Benefits, $227 million for SNAP)

UI AND DIRECT CHECKS TO NEW YORKERS

An estimated $21.7 billion for NY in Enhanced Unemployment Insurance Benefits. This bill provides billions in additional federal relief for struggling New Yorkers – who are out of work through no fault of their own – by extending the historic unemployment insurance reforms established in the CARES Act, through Sept. 6.

Importantly, it continues the critical lifeline of the enhanced unemployment assistance, providing an additional $300 per week on top of all state and federal unemployment benefits.

The bill extends the Pandemic Unemployment Assistance program for the self-employed, gig workers, freelancers and others in nontraditional employment, as well as the additional weeks of federal unemployment insurance for workers who exhaust their regular state benefits. Notably, this legislation excludes up to $10,200 of unemployment benefits received in 2020 from taxable income, providing much-needed tax relief for workers making less than $150,000.

Over $22 Billion in Direct Payments for NY – The American Rescue Plan includes an additional round of Economic Impact Payments of $1,400 for individuals making up to $75,000 per year and $2,800 for couples making up to $150,000 per year. Eligible families will also receive an additional $1,400 payment per child and adult dependent, amounting to $5,600 for an average family of four. Nearly 9 million New York households will receive another round of direct payments, helping them to cover essential expenses like food, rent or mortgages, and medical bills during this crisis.

COVID VAX & TESTING EFFORT ACROSS NY

Roughly $4 billion to support more vaccines, testing and healthcare in New York.  

 

NEW RELIEF AVAILABLE FOR NEW YORK SMALL BUSINESSES, RESTAURANTS, NONPROFITS, ARTS AND CULTURE VENUES, AND TOURISM SECTOR

$28.6 billion for Restaurants – A new restaurant relief fund, modeled on the widely support, bipartisan RESTAURANTS Act, which will provide flexible grants through the Small Business Administration (SBA) as a lifeline for New York’s restaurant industry, one of the hardest hit by the economic effects of the COVID pandemic.

Food service or drinking establishments, including caterers, brewpubs, taprooms, and tasting rooms, that are not part of an affiliated group with more than 20 locations will be eligible. To provide comprehensive support to local restaurants, grants from the fund could be used alongside first and second Paycheck Protection Program (PPP) loans, SBA Economic Injury Disaster Loan assistance, and the Employee Retention Tax Credit.

The new restaurants relief fund will be designed to provide flexible grants of up to $10 million per restaurant group, $5 million per individual restaurant, that can be used to cover payroll, mortgages or rent, setup for outdoor seating, PPE, paid leave, food and other supplies, or debt and other expenses. Grants can be spent on eligible expenses from 2/15/20 through 12/31/21 and the SBA Administrator may extend the period through two years from enactment if conditions warrant.

Of the $25 billion total, $5 billion is reserved for restaurants with less than $500,000 in gross receipts in 2019 for the first 60 days of the program. During the initial 21-day period, the administrator will prioritize awarding grants to eligible entities that are owned or controlled by women or veterans or are socially and economically disadvantaged businesses.

$1.25B and a Key Fix for Save Our Stages – The bill provides an additional $1.25 billion for hard-hit independent live venues, performing arts organizations, independent movie theaters, and cultural institutions.

The bill also includes a critical fix that allows venues to access a PPP loan and a Shuttered Venue Operators Grant, deducting the PPP loan amount from the grant amount. Including access to both programs will provide a much-needed source of additional capital as these struggling businesses and nonprofits try to stay afloat during the crisis. 

$15 billion for SBA Targeted EIDL Grants -- This funding will provide hard-hit, underserved small businesses with increased flexible grant relief. These grants will be particularly helpful for very small businesses and sole proprietors, which include over 90 percent of minority-owned businesses that have been disproportionately devastated by this crisis.

Expanded PPP Eligibility for Nonprofits – This bill makes additional 501(c) nonprofits eligible for PPP. It also makes local offices of larger nonprofits eligible for PPP assistance as long as those locations are not larger than 500 employees for first PPP loans or 300 employees for second PPP loans, expanding access to vital relief for nonprofit organizations that are critical to local services and the economy.

Community Navigator Program for Underserved Businesses – $100 million is included to fund community organizations and community financial institutions with a focus on and experience working in minority, immigrant, and rural communities to serve as community navigators to help connect small business owners in these communities to critical resources, including small business loans, business licenses, and federal, state and local business assistance programs. 

$10 billion for Small Business Opportunity Fund – This funding available through the Treasury Department is modeled on the State Small Business Credit Initiative and will support state and local capital and technical assistance initiatives for small businesses responding to and recovering from the pandemic, which will be particularly beneficial to minority-owned and other underserved small businesses.

$3 billion for Economic Development Grants, Including for Tourism and Travel -- $3 billion is included for the Economic Development Administration to provide flexible grants for rebuilding the local economies of communities that have experienced significant job loss from COVID-19. A $750 million set-aside is included for assistance to states and communities that have suffered from job and GDP loss in the tourism, travel, and outdoor recreation sectors.

Extended Employee Retention Tax Credit – The bill extends through the end of 2021 the refundable payroll tax credit designed to help employers keep more of their valued workers on payroll during this economic crisis. This tax credit is available to struggling New York companies and nonprofits of all sizes, and is equal to 70 percent of qualified wages up to $10,000 per employee per quarter.

CONNECTING MORE NY FAMILIES TO BROADBAND

$632 million -- The American Rescue Plan includes $7.172 billion nationally to close the homework gap by providing internet and connected devices to vulnerable students and educators. New York is estimated to receive around $632 million in funding to help students and educators.

REDUCING POVERTY FOR NEW YORKERS

The American Rescue Plan includes a significant expansion of two of the most powerful and effective anti-poverty tools the federal government has – the Child Tax Credit and the Earned Income Tax Credit – for 2021:

  • Makes the CTC fully refundable and increases the credit amount from $2,000 to $3,000 per child age 6 to 17 (and $3,600 per child below the age of 6). An estimated 3.56 million children across New York will benefit from this expanded tax credit, and it will lift 680,000 children in the state above or closer to the poverty line.
  • Strengthens the EITC for childless workers, many of whom are in lower-paid but essential jobs on the frontlines of the COVID-19 pandemic response, benefitting 910,000 of these workers in New York.

PROVIDING FINANCIAL STABILITY FOR NY WORKERS AND RETIREES

The American Rescue Plan importantly delivers critical relief for ailing multiemployer pension plans – which have experienced significant additional challenges as a result of this economic crisis – without cutting the hard-earned benefits of retirees.

In New York State alone, there are more than 1.3 million participants in multiemployer pension plans, and around 624,600 New Yorkers are participants in plans that are expected to receive relief directly through this legislation.

Unattended propane heater cited as cause of garage fire Saturday

On Saturday, March 6 at 11:45 a.m. the City of Batavia Fire Department was dispatched to a garage fire at 344 W. Main St., Batavia. City Engine 11 and Ladder 15 arrived at 11:48 a.m. to find a 20’ x 20’ detached wood-frame garage engulfed in flames.

Two hose lines were deployed bringing the fire under control within 10 minutes.  

Destroyed along with the building was a 2014 Toyota Camry and several tools. Two nearby structures received minor damage from radiant heat. No firefighters or civilians were injured.

City of Batavia Fire Department investigators determined the cause of the fire to be accidental due to an unattended portable propane heater.  

The City of Batavia Police Department and Genesee County Emergency Dispatch assisted with the incident.
