Tenney urges Hochul to prioritize repayment of outstanding unemployment insurance loans

By Press Release

Press Release:

Congresswoman Claudia Tenney (NY-24), Member of the Ways and Means Committee, sent a letter to New York Governor Kathy Hochul urging her to prioritize repayment of the state’s billions of dollars in outstanding federal Unemployment Insurance (UI) loans.

The Federal Unemployment Tax Act (FUTA) imposes a 6.0 percent gross federal unemployment tax rate on the first $7,000 paid annually by employers to each employee, resulting in a maximum federal tax of $420 per employee per year. Employers in certain states may credit up to 5.4 percentage points of state unemployment taxes paid against the 6.0 percent tax rate, meaning that the typical FUTA tax is $42 per worker per year.

However, employers in states whose unemployment insurance funds have outstanding federal advances for two or more consecutive years, like New York, could have their FUTA credit reduced by an additional 0.3 percent for each year the outstanding balance is not repaid in full. This means that New York small businesses, through increased employer taxes, will bear the brunt of Governor Hochul’s irresponsibility and inaction in paying back the state’s federal UI loans.

“Governor Hochul’s inaction in paying back New York’s outstanding federal UI loans in a timely manner irresponsibly places that burden on our small businesses and hardworking families,” said Congresswoman Tenney. “At a time of skyrocketing inflation due to President Biden and Governor Hochul’s far-left fiscal policies, Main Street businesses across New York are struggling and are now facing even higher taxes as a result of New York failing to repay its outstanding federal UI loans. During the COVID-19 pandemic, far-left officials in New York forced businesses to shut down, causing disastrous effects on our economy. Now, these same businesses will be forced to help repay the state’s federal UI loans despite the fact that the state had other means to repay the debt. This is reckless management from Governor Hochul and only serves to further hurt New York businesses while they’re already reeling from many other pressures. Today, I sent a letter to Governor Hochul urging New York to prioritize repayment of the outstanding federal UI loans to prevent additional harm to our small, local businesses and workers in New York.”

Brockport attorney and village trustee announce congressional run, challenging Tenney

By Press Release

Press release:

David Wagenhauser announced today that he is challenging Representative Claudia Tenney for New York’s District 24 Congressional seat in 2024. Wagenhauser, who grew up in Upstate NY, has served as a Public Interest/First Amendment Attorney and Executive Director for a public interest group in Washington, DC. He was the Vice President of his family’s home care business for 15 years and served a full term as an elected Village Trustee in Brockport, NY.

Wagenhauser launched his website (DaveforUpstate.com) and released a video to announce the kick-off of his campaign. “It’s time Claudia Tenney came home.”  He continued, “Tenney has become more interested in fighting partisan battles, booking TV and radio time and inciting social media outrage, than in working to solve the problems she complains about daily.”

Wagenhauser notes he offers a clear alternative to Tenney’s often combative, ultra-partisanship that is the   “politics as usual” in DC today.  “Instead of simply blaming others for problems, we need to be working to find solutions. That means finding common ground for the common good.” He added, “You don’t have to agree with someone to work with them and improve the lives of our neighbors.”

Wagenhauser seeks significant government reform. “They go in rich and come out richer,”  he stated. “We need meaningful Congressional reform, including working to put an end to stock trading, an end to corporate financing of elections, and an end to gerrymandering.” He also called for the passage of term-limit legislation. “Washington is broken and needs leaders who will step up and lead by example.”

Are Social Security and Medicare endangered?  “It’s not a threat, it’s a plan,” he said - referencing the Republican Study Committee’s stated intention to cut these programs.  Tenney is a member of this group.  Wagenhauser also acknowledged the importance of reducing the cost of prescription drugs. “Steps have been taken to get these costs down, but Tenney has fought reforms every step of the way.” He continued,“Tenney is largely bankrolled by corporate interests and PACS, including Big Pharma titan Pfizer.” Wagenhauser’s website details many of these transactions.

“I will fight for the hard-working women and men of Upstate NY. That means jobs that provide families livable wages that keep ahead of inflation. I’ll support legislation such as the “CHIPS” act that will deliver tens of thousands of good careers to Upstate NY, giving opportunities for our kids here.” Tenney voted against that job-creating Bill.

“It has become clearer by the day that Claudia Tenney does not represent Upstate values - integrity, respect, civility, independence and helping our neighbors,” Wagenhauser stated.  “I invite everyone to join me as I run to reform a broken Congress, protect Social Security and Medicare and empower our hard-working families to prosper.”

Congresswoman Claudia Tenney (NY-24) made the following statement on the recent election of Speaker Mike Johnson (LA-04).

"Congratulations to my dear friend, Speaker Mike Johnson, on being elected Speaker of the United States House of Representatives. Mike Johnson is an inspirational conservative who will restore faith in our government and bring strong, principled leadership to America.

"Speaker Johnson is committed to restoring transparency to Congress, reining in runaway spending, holding our adversaries accountable, and strengthening oversight of federal bureaucrats. Though 70% of appropriation priorities have already been passed in the House, the remaining appropriations bills will be considered expeditiously.

"Speaker Johnson's first action was to immediately open the People's House in order to bring a bipartisan resolution to the floor in support of the nation of Israel, our most important ally in the Middle East. He is immediately addressing issues critically important to the American people. This starts with direct action on the border crisis, prioritizing legislation to address runaway inflation due to far-left spending under Pelosi and Biden.

"Speaker Johnson will renew our commitment to backing our courageous officers in blue, empowering parents' rights against the hostile agenda imposed by the Biden Administration and its weaponized law enforcement agencies, unleash American energy production which will lead to greater freedom, prosperity, and security for all Americans.

"House Republicans understand this historic moment for America and are laser-focused on providing leadership, restoring transparency and responsible government, and achieving real results for the American people."

Tenney introduces bill to promote production of generic medicine in the United States

By Press Release

Press Release:

Congresswoman Claudia Tenney (NY-24) today introduced the Producing Incentives for Long-term Production of Lifesaving Supply of Medicines (PILLS) Act to promote the production of generic medicines in the United States.

This legislation offers pharmaceutical companies various tax incentives to encourage them to shift all aspects of the manufacturing process for generic medicines, including materials and testing, to the United States. Currently, the generic drug industry is experiencing a trend toward centralization in India and China due to their significantly lower production costs. However, this shift raises concerns about inadequate drug safety measures and the potential for supply chain disruptions.

“In recent years, drug manufacturing has shifted away from the United States, threatening American jobs and the security of our vital medicine supply chains,” said Congresswoman Tenney. “To bolster domestic generic medicine production and guard against future supply chain disruptions, I introduced the PILLS Act to incentivize businesses to produce these important pharmaceutical products in the United States. This legislation is a crucial step to not only re-shore drug production but also to strengthen our domestic supply chains and create American manufacturing jobs."

"The PILLS Act is an incredibly important bill that would create massive incentives to strategically restore U.S. domestic production of generic medicines," said Zach Mottl, Chairman of the Coalition for a Prosperous America.

"Our country is facing a national health care crisis due to ongoing, and worsening, shortages of essential lifesaving generic drugs, which account for roughly 90% of all prescriptions dispensed in the U.S. Currently, the U.S. is dangerously dependent on foreign manufacturers—particularly in China and India—for essential, lifesaving generic medicines. Since 2002, imports from India have increased 35x, while the floodgates have opened to allow imports from China to rise to an astounding 165x their 2002 levels. This should sound alarm bells through Washington and highlight the need to pass the PILLS Act in order to address the shortage crisis and rebuild America’s domestic production of generics, antibiotics, and other key medicines."

Congresswoman Claudia Tenney (NY-24), and Representatives Joe Morelle (NY-25), Brian Higgins (NY-26), Nick Langworthy (NY-23), Marc Molinaro (NY-19), and Brandon Williams (NY-22) announced the approval of the New York Semiconductor Manufacturing and Research Technology Innovation Corridor (NY SMART I-Corridor) application for the Regional Technology and Innovation Hubs (Tech Hubs) Program.

The SMART I-Corridor will leverage existing and new investments in semiconductor and sensing technology along with regional expertise in advanced manufacturing. The bipartisan group of New York members built on the strengths of their unique communities in a historic effort to bring transformative federal investments to reinvigorate regional economic growth for years to come. Following enormous community effort and collaboration from their universities, field experts, and local and federal advocates, the NY SMART I-Corridor coalition has delivered a promising future for the Buffalo-Rochester-Syracuse region.

"By officially designating the Buffalo-Rochester-Syracuse corridor as a Regional Technology and Innovation Hub, we are set to witness a substantial increase in job opportunities while fortifying the nation's vital supply chains," said Congresswoman Claudia Tenney. "By designating our region, which was the home of the Industrial Revolution, as a tech hub, we will again see our community be at the forefront of innovation and drive economic and technological progress for our country. I deeply appreciate the bipartisan support from my colleagues, and I am eager to see the opportunities, jobs, and innovative advancements that this Tech Hub designation will bring to our community, our nation, and the world!"

“This historic federal commitment will power our local innovation economy, create jobs, and fortify our position as a leader in the global tech landscape,” said Congressman Joe Morelle. “I am incredibly grateful for the bipartisan support of my colleagues from the New York delegation – together we are leveraging the unique economic strengths of our regions to pioneer the industries of tomorrow and secure our nation's technological future.”

“Western New York is uniquely positioned to lead the nation in semiconductor production and this award demonstrates confidence that the workforce, research, and manufacturing infrastructure in place is prepared to deliver on this opportunity,” said Congressman Brian Higgins. “There is strength in collaboration. We are proud to support this project designed to bolster national security and deliver regional and national economic opportunities.”

“Western New York and the Southern Tier have a rich legacy of manufacturing innovation, and the approval of our Tech Hub application reflects our commitment to advancing technology, creating high-paying jobs, and securing our nation's economic and technological future,” said Congressman Nick Langworthy. “Our region's proximity to the world-renowned Micron facility in Upstate New York makes the NY SMART I-Corridor a natural choice for this transformative investment. Leveraging the expertise and resources of Micron, alongside our growing skilled workforce, reinforces our future as a premier destination for semiconductor research and production.”

"This is a significant investment into the future of Upstate New York. I am proud to be a part of the initiative that will transform our region into a prominent hub for innovation, job growth, and economic prosperity,” said Congressman Marc Molinaro. “Working alongside my fellow New York Members of Congress, we aim to continue developing advancements in technology and creating endless opportunities for Upstate."

“With a Tech Hub designation, we will welcome in a new era for New York—embracing a call to action and introducing transformational change, with our state becoming the semiconductor epicenter of the world,” said Congressman Brandon Williams. “Designating a Tech Hub for New York focused on the advancement of technologies, including the production of semiconductors domestically, will not only create jobs locally but will promote national security.”

Reps Tenney, Kildee introduce bill to help small businesses offer retirement benefits

By Press Release

Press Release:

Rep. Claudia Tenney (NY-24), alongside Rep. Dan Kildee (MI-8), introduced H.R. 6007, the Retirement Investment in Small Employers Act (RISE Act) to incentivize micro-businesses with fewer than 10 employees to adopt retirement plans, helping more workers save for retirement.

The SECURE 2.0 Act of 2022 enhanced the retirement plan startup tax credits for small businesses with fewer than 50 employees to create incentives to adopt new plans. SECURE 2.0 allows for 100 percent of retirement plan administrative and startup costs to be covered for new plans, up to $5,000 per year. However, the law did not amend the formula relied upon to determine the amount an employer may claim in retirement plan startup tax credits, leaving the smallest micro-businesses and their employees unable to take full advantage of the credit. The RISE Act rectifies this issue, ensuring that micro-businesses benefit in the same manner as larger businesses.

"Congress must empower and reaffirm our commitment to small businesses across the country by taking steps to grant them a competitive edge in our economy," said Congresswoman Tenney. "I introduced the Retirement Investment in Small Employers Act along with Congressman Kildee today to enable micro-businesses across NY-24 and the nation to offer their employees robust retirement plans and allow their employees to save for the future. I remain committed to advocating for tax policies that work in favor of our small businesses and hardworking families."

“In mid-Michigan, small businesses support thousands of good-paying jobs and fuel our local economy,” said Congressman Kildee. “I am proud to work introduce legislation with Congresswoman Tenney to help more employers set up retirement plans, ensuring more Michigan workers can save for retirement. This bipartisan bill is a win for small business owners and workers alike.”

“All businesses, regardless of size, deserve the same opportunity and access to tax credits to help offset the costs of offering a retirement plan to their employees,” said Michael Majors, Paychex vice president of HR Solutions. “Paychex is proud to endorse Rep. Claudia Tenney’s and Rep. Dan. Kildee’s legislation to expand tax credits for micro-sized businesses which give incentives to offer retirement plans to help their employees save for the future.”

Tenney stands with Israel introduces legislation to restock Israel’s Iron Dome Defense System

By Press Release

Congresswoman Claudia Tenney (NY-24) introduced the “Operation Swords of Iron” Iron Dome Supplemental Appropriations Act alongside Representatives Josh Gottheimer (D-NJ), Max Miller (R-OH), and Brad Schneider (D-IL) to appropriate $2 billion for Israel’s Iron Dome defense system.

Additional original cosponsors include Michael Lawler (R-NY), Andrew Garbarino (R-NY), Brad Sherman (D-CA), Chris Smith (R-NJ), Brian Fitzpatrick (R-PA), Zach Nunn (R-IA), Elise Stefanik (R-NY), Nicholas Langworthy (R-NY), Maria Elvira Salazar (R-FL), David Kustoff (R-TN), Jim Banks (R-IN), Jared Moskowitz (D-FL), Anthony D’Esposito (R-NY), Tom McClintock (R-CA), and Lance Gooden (R-TX).

The “Operation Swords of Iron” Iron Dome Supplemental Appropriations Act has received widespread support from a range of stakeholders, including FDD Action, JINSA, CUFI Action, the Zionist Organization of America (ZOA), and the Republican Jewish Coalition (RJC).

This past weekend, as millions of Israelis were celebrating Shabbat and Shemini Atzeret, Hamas launched a surprise air, land, and sea invasion of Israel. Hamas, which has ruled over Gaza since 2007, showed its savagery during this invasion by killing, raping, torturing, and kidnapping Israeli civilians, including children, women, and the elderly. As of Monday, the attacks have killed over 900 Israelis, including 11 Americans, and over 100 Israelis are being held hostage. These attacks have been supported by the Islamic Revolutionary Guard Corps (IRGC), and Hezbollah and Palestinian Islamic Jihad are starting to get involved.

“This week, we’ve seen the full depravity and inhumanity of the Palestinian leadership,” said Congresswoman Tenney. “This is not Hamas fighting a war against IDF soldiers; this is Hamas attempting to kill, rape, torture, brutalize, and kidnap as many Jews as possible, particularly civilians! In response to these abhorrent crimes and attacks, Israel announced Operation Swords of Iron, a full-scale mobilization of troops, and a massive ground operation in Gaza. I unequivocally support Israel’s right to self-defense and am introducing the “Operation Swords of Iron” Iron Dome Supplemental Appropriations Act to support Israel’s Iron Dome defense system. Without the critical Iron Dome system, which intercepts Palestinian rockets in the air, many, many more civilians would have been wounded or killed. Additionally, during the 53-day 2014 skirmish with Gaza, Israel’s Iron Dome intercepted approximately 700 rockets. Just in the last few days, Israel’s Iron Dome has intercepted over 3,200 rockets. The United States must stand with our Israeli brothers and sisters and support our strongest ally in the Middle East in its unequivocal right to defend itself and pursue justice for the Israeli and American citizens harmed by Palestinian leadership.”

“Radical Iranian-backed Hamas terrorists are kidnapping, torturing, raping, burning alive, and brutally murdering innocent babies, children, women, men, and grandparents in Israel — parading their bodies through the streets,” said Congressman Gottheimer.  “Rockets continue to rain down on Israel, and sirens blare in population centers like Tel Aviv and Jerusalem, where Israelis fear for their lives in bomb shelters. I will always stand with Israel — the democracy in the region — and support our partner’s right to defend herself from those who seek her destruction. The ‘Operation Swords of Iron’ Iron Dome Appropriations Act is critical to increasing American security assistance for Israel’s missile defense system, which is saving millions of innocent lives. The U.S.-Israel relationship will remain, as it has for decades, ironclad.“

“The United States stands in solidarity and strength with our ally Israel as they are attacked by Hamas,” said Congressman Schneider. “Hamas started this war massacring civilians and terrorizing communities across Israel with wanton rocket fire. Congress now must urgently provide assistance to Israel and Americans abroad. This bipartisan initiative will make sure that Israel has the resources it needs to defeat Hamas, rescue hostages, and protect innocent civilians.”

“Israel has the absolute right to defend itself and its people from terrorists who do not believe it has the right to exist, and it must have the means to do so,” said Congressman Miller. “Israel has long been our strongest, and only democratic, ally in the Middle East, and the United States must remain steadfast in our support for our great friend.”

Tenney issues statement on the removal of Speaker Kevin McCarthy

Claudia Tenney

Congresswoman Claudia Tenney (NY-24) today released the following statement on the removal of Speaker Kevin McCarthy and the upcoming House Republican leadership race.

"The American people are fed up with political gamesmanship and dysfunction in Washington," said Congresswoman Tenney. "Sadly, a small group of Republicans teamed up with the Democrats to plunge our conference into a leadership race and sideline our effort to pass conservative appropriations bills.

"Instead of working together to pass spending cuts, gain operational control of our borders, rein in Biden’s bloated bureaucracy, and hold the corrupt Biden family accountable through oversight functions, Republicans will remain divided amid important negotiations with Biden and Schumer. Speaker McCarthy’s magnanimous and courageous decision to step aside gives Republicans one last chance to unify, come together, elect a speaker, and deliver conservative wins for the American people."

Tenney votes to protect hunting and archery school programs

By Press Release

Congresswoman Claudia Tenney (NY-24) voted in favor of H.R. 5110, Protecting Hunting Heritage and Education Act, which authorizes the use of federal elementary and secondary education funds to purchase and use weapons for purposes of training students in archery, hunting, or other shooting sports.

This bill, which Tenney cosponsored, passed the House by a vote of 424-1.

Currently, the Biden Administration is intentionally misconstruing Congressional intent to advance its radical anti-Scond Amendment agenda.

The Administration is warping the “Bipartisan Safer Communities Act” to prohibit funds authorized under the Elementary and Secondary Education Act from being used to fund hunting, archery, and shooting sports programs in schools.

This bill specifies that this prohibition shall not apply to training students in archery, hunting, or other shooting sports.

“President Biden and Governor Hochul continue to undermine our constitutional right to bear arms, but this time, they are coming after our efforts to teach students how to safely handle firearms,” said Congresswoman Tenney.

“By defunding hunting, archery, and shooting sports programs, the Left is preventing young Americans from exercising their Second Amendment right and learning important life skills. I voted in favor of the Protecting Hunting Heritage and Education Act to defend our constitutional rights and support outdoor recreational programs!”

Tenney calls to consider an impeach inquiry into energy secretary Jennifer Granholm

By Press Release

Press Release:

File photo of
Claudia Tenney

Congresswoman Claudia Tenney (NY-24) questioned whether an impeachment inquiry should be considered to examine the unethical behavior of Energy Secretary Jennifer Granholm at a full Science, Space and Technology Committee Hearing.

Tenney’s query for an impeachment inquiry follows the Department of Energy’s Inspector General, sounding the alarm that one-third of DOE senior officials own stocks relating to their work. During the hearing, Tenney highlighted multiple situations where Secretary Granholm violated the law, had conflicts of interest, and lied to Congress under oath.

This includes President Biden and Vice President Harris, who have repeatedly touted the company Proterra while Secretary Granholm owned stock in this company. On a separate occasion, it was reported that Secretary Granholm's husband owned Ford stock while the Secretary was serving and made tweets promoting Ford. Additionally, Secretary Granholm testified under oath that she did not own any individual stocks and only later admitted that she lied.

“Secretary Granholm has admitted to lying to Congress under oath and committing perjury,” said Congresswoman Tenney. “Perjury grants Congress clear grounds for impeachment. This is yet another example of the colossal ego and arrogance of the Biden Administration that Americans despise most. It is far past time that Secretary Granholm is held accountable for these clear crimes and conflicts of interest. Secretary Granholm has made our lives unaffordable and pushed a radical green energy agenda all while lining her own pockets on the backs of the American people. Enough is enough.”

Tenney reintroduces Remembering Our Local Heroes Act

By Press Release

Claudia Tenney

Congresswoman Claudia Tenney (NY-24) today, alongside Congressman Chris Pappas (D-NH), reintroduced the Remembering Our Local Heroes Act to establish a federal grant program to provide financial aid to assist in the construction, maintenance, and restoration of local memorials that recognize the service of veterans, active-duty military, law enforcement, and firefighters across the nation.

“Our nation heroes, from veterans to police and firefighters, deserve to have their legacy remembered for generations to come,” said Congresswoman Tenney. “The Remembering Our Local Heroes Act provides communities across the country with the additional financial assistance they need to ensure these brave men and women are never forgotten. Those who serve our communities and protect our freedoms with bravery and distinction deserve our remembrance. I am honored to introduce this legislation to remember their sacrifice and service to our nation.”

“First responders, members of the military, and all those who have served our nation deserve to be honored and remembered for their service and sacrifice,” said Congressman Pappas. “The Remembering Our Local Heroes Act will help communities throughout the country build, maintain, and restore memorials honoring these courageous individuals and ensure they are never forgotten.”

Specifically, this bill:

  • Authorizes an annual allocation of $2 million for a span of five years.
  • Mandates that the Secretary of the Interior establish the grant program within 180 days of its enactment.
  • Allows local governments and nonprofit organizations to seek funding, which can be utilized for the construction, restoration, renovation, or maintenance of community memorials.
  • Requires that the individuals being memorialized have made positive contributions to their community, either through exemplary public service or by demonstrating exceptional bravery.
  • Sets a maximum limit of $100,000 for each grant awarded. Recipients are also obliged to provide non-Federal matching funds equivalent to at least 50% of the grant amount. This stipulation ensures both robust community endorsement for funded memorials and the effective leveraging of local funds.

Tenney and NY reps announce bipartisan support for regional tech hub designation

Congresswoman Claudia Tenney (NY-24), alongside Congressman Joe Morelle (D-NY), Brian Higgins (D-NY), Nick Langworthy (R-NY), Marc Molinaro (R-NY), and Brandon Williams (R-NY), announced their bipartisan support for the New York Semiconductor Manufacturing and Research Technology Innovation Corridor (NY SMART I-Corridor) application for the Regional Technology and Innovation Hubs (Tech Hubs) Program.

The bipartisan group of New York members together support this initiative as an opportunity to build on the strengths of their unique communities, collaborate across specialized industries and reinvigorate economic growth for years to come. Following enormous community effort and collaboration from universities, field experts, and local and federal advocates, the NY SMART I-Corridor application offers a promising future for the Buffalo-Rochester-Syracuse region.

“Over the past few years, we have seen how our reliance on foreign countries for semiconductors can cause shortages, economic harm, and the undermining of our national security,” said Congresswoman Claudia Tenney.

“Designating Western New York as a Tech Hub will help make our national supply chains more secure and self-reliant while bringing jobs to Upstate and Western New York. Home of the industrial revolution, with this federal investment, our community can continue to be a source of technological innovation and advancement. I am honored to join a bipartisan group of New York legislators as we work to boost innovation, support our local economy, and create opportunities for our businesses to thrive.”

“For generations, Rochester has been synonymous with innovation, and it has long been my priority in Congress to launch our next chapter of growth and prosperity with Tech Hub designation,” said Congressman Joe Morelle. “Federal investment in local innovation will build on the strengths of our unique communities and catalyze the growth of our domestic semiconductor industry benefitting all Americans. I’m grateful for the bipartisan support of my colleagues from the New York delegation and look forward to our work together reinvigorating the Finger Lakes region for the next generation.”

Tenney announces support for creating a Space National Guard

By Press Release

Press Release:

File photo of
Claudia Tenney

Congresswoman Claudia Tenney (NY-24), member of the House Science, Space, and Technology Committee, announced her support for establishing a Space National Guard as the reserve component of the Space Force. This builds on Tenney’s previous support for establishing the Space Force, which occurred during the Trump administration.

Under the current system, individuals who serve as de facto Space Force reservists are part of the Air National Guard. This could prevent these individuals from participating in official Space Force educational and training opportunities and cause organizational issues. Importantly, creating a Space National Guard would require no additional personnel, units, or facilities and would improve communication, reduce costs, and allow these dedicated space warfighters to continue supporting the Space Force’s missions at a high level.

Tenney recently cosponsored H.R.3048, the Space National Guard Establishment Act, to formally establish the Space National Guard as the primary reserve component of the U.S. Space Force. H.R. 3048 was introduced in the House by Rep. Jason Crow (D-CO) and Rep. Doug Lamborn (R-CO).

“Now more than ever, as our adversaries continue to ramp up their space capabilities, we must enhance our own efforts and continue to focus on space exploration and defense,” said Congresswoman Tenney. “By supporting the creation of the Space National Guard as the primary reserve component of the U.S. Space Force, we are leveraging the technical expertise of part-time reservists who work full-time in the private sector. The bipartisan and bicameral support for the establishment of the Space National Guard illustrates the importance of cooperation in advancing our military capabilities. Notably, this would have a direct impact on the 222nd Command and Control Squadron, based in Rome, New York, which is part of the 107th Attack Wing, based at Niagara Falls Air Reserve Station. This Air National Guard Squadron would be a natural fit for the Space National Guard. Further, the 222 CACS is particularly vulnerable to the potential risks of continuing to delay establishing a Space National Guard. I look forward to the positive impact this will have on our region and on our nation's ability to maintain its dominance in space."

“There are seven states and one territory that have a space mission as part of their Air National Guard Wing’s and New York State is fortunate to be one of them,” said John Cooper, Chairman of the Niagara Military Affairs Council. “The creation of a Space National Guard is critical to us in New York State as the 222nd Command and Control Squadron in Rome, N.Y. presently performs a space mission and is part of the 107th Attack Wing in Niagara Falls, NY. The establishment of a Space National Guard must be included in the operational structure of the Space Force and is critical to the future of the 107th Attack Wing. Failure to do so could negatively affect the State of New York and the Niagara Falls Air Reserve Station for many years to come. We are fortunate to have our foot in the door with the future of the Space National Guard through the existing work of the 222nd Command and Control Squadron and the 107th Attack Wing. We encourage our federal delegation to support any legislation that supports the creation of a Space National Guard as without it we will lose qualified and experienced Airmen who already perform this mission on behalf of our nation.”

“The 222nd Command and Control Squadron (222 CACS) of the 107th Attack Wing, New York Air National Guard, has a unique and enduring partnership with the National Reconnaissance Office (NRO),” said Colonel Andrew Carlson, Commander of the 107th Attack Wing, New York Air National Guard. “Our highly trained space professionals provide surge and contingency support to the NRO and are also involved with the State Partnership Program. My personal opinion is that the creation of a Space National Guard (SNG) would prevent the possibility of a future training void. This void could happen if the US Space Force decided to limit their space-based training programs to those service members with only Space Force Specialty Codes, and not Air Force Specialty Codes (members of the 222 CACS have Air Force Specialty Codes). It is also my personal opinion that an attempt to transfer Air National Guard space mission sets and space professionals into the Active-Duty component, even on a part-time basis, will potentially cost the US Space Force expertise that could require 7+ years to recapitalize. Lastly, it is my personal opinion that the creation of a Space National Guard would appropriately align the members of the 222 CACS to provide forces in accordance with US Space Force deployment models. In the 222 CACS members’ current status, they will align to the Air Force Generation (AFFORGEN) model as Air National Guard members, even though they are space professionals.”

Tenney reintroduces bill to retain qualified immunity for police officers

Congresswoman Claudia Tenney (NY-24), alongside Congressman Andrew Garbarino (R-NY), today reintroduced the Local Law Enforcement Protection Act, which protects qualified immunity for police officers serving at the state and local levels nationwide.

The legislation reinforces the principle established in the Supreme Court case Saucier v. Katz, which ruled that a police officer can only be held liable if there is a clear violation of an individual's constitutional rights. The Local Law Enforcement Protection Act prevents state and local governments from seeking specific federal grants if they strip away qualified immunity protections for police officers.

The year 2021 was the deadliest year for our law enforcement officers in over two decades, and 2023 is not much better. So far this year, 226 police officers have been shot, and 75 have died in the line of duty. With numerous states and localities significantly cutting police budgets and chipping away at qualified immunity safeguards, the Local Law Enforcement Protection Act serves as a crucial legal safeguard, providing necessary protection to police officers who dutifully serve communities with dedication and honesty.

“With crime rates continuing to surge across our country and assaults against our brave police officers on the rise, it is deeply concerning that Democrats in Congress and Albany continue to advocate for defunding the police and ending qualified immunity,” said Congresswoman Tenney. “Our law enforcement officers risk their lives every day for our communities, and they deserve to be able to perform their duties without fear of frivolous lawsuits. By introducing the Local Law Enforcement Protection Act today, Rep. Garbarino and I reiterate our call for members on both sides of the aisle to stand in solidarity with our police officers. I will always stand with our men and women in blue who risk their lives every day for our community.”

“The Left’s assault on essential police protections is inexcusable and only makes it harder for law enforcement officers to do their jobs keeping our communities safe and criminals off the street,” said Congressman Garbarino. “For years, qualified immunity has served as legal protection for law enforcement officers from being sued for lawful actions undertaken as part of their official duties. At a time when police recruitment and retention is at staggering lows and crime remains at record highs, I am proud to co-lead this legislation to discourage state and local governments from taking harmful policy action against our law enforcement community.”

Congresswoman Claudia Tenney (NY-24) released her American Values and Second Amendment Plans to highlight her commitment to supporting conservative and family ideals in Congress on behalf of New York’s 24th District.

Tenney, a long-time champion of upholding the Second Amendment, introduced the Protecting Hunting and Archery in Schools Act to protect hunting, archery, and shooting sports programs in schools. Her three-pillar Second Amendment plan builds upon the progress achieved by NYSRPA v. Bruen and shows her vision for safeguarding our Second Amendment rights. She also released her comprehensive plan to preserve American Values, such as equality of opportunity. Tenney would do this by ending anti-American racist policies such as Critical Race Theory and DEI, and protecting the rights of the unborn. Tenney has also been a fearless leader in promoting legislation that protects equal opportunity for women and girls to compete and succeed in athletics.

“As the voice of New York’s 24th District in Congress, I will always be a steadfast advocate for American Values and Second Amendment rights,” said Congresswoman Tenney. “Today, I demonstrated my commitment by unveiling two three-pillar plans on how I will continue to strengthen American Values and defend our Second Amendment rights in Washington. I am dedicated to ensuring a future for our country that is anchored in liberty, equality of opportunity, and freedom while embracing the enduring principles that have defined our nation for centuries."

Tenney introduces housing assistance legislation for volunteer first responders

Congresswoman Claudia Tenney (NY-24), alongside Congressman Andrew Garbarino (R-NY), introduced the Volunteer First Responder Housing Act, legislation to expand eligibility for qualified volunteer emergency responders to participate in certain federal housing assistance programs.

Original cosponsors of the legislation include Representatives Elissa Slotkin (D-MI), Mike Lawler (R-NY), Dan Kildee (D-MI), Frank Lucas (R-OK), and Derek Kilmer (D-WA).

Specifically, this bill would expand eligibility for the Single Family Housing Guaranteed Loan Program through the U.S. Department of Agriculture’s Rural Development Division and the Department of Housing and Urban Development’s Good Neighbor Next Door Sales Program. The Single Family Housing Guaranteed Loan Program assists approved lenders in providing loans to low and middle-income households to help build, rehabilitate, and improve homes in eligible rural areas.

“Rural communities across New York’s 24th District and the country rely on volunteer first responders to keep our communities safe,” said Congresswoman Tenney. “The Volunteer First Responder Housing Act will expand federal housing assistance to these dedicated individuals in the communities they serve. Providing housing assistance to volunteer firefighters will help to reduce response times by enabling volunteer firefighters and EMTs to live closer to their stations. This bill provides much-needed and well-deserved housing incentives and benefits to our next generation of volunteer firefighters and EMTs so they can continue their brave work serving our communities.”

“Long Island relies almost entirely on volunteer firefighters to prevent, combat, and extinguish fires while also providing other emergency services and, according to the National Fire Protection Association’s 2017 U.S. Fire Department Profile, 65 percent of firefighters nationwide are volunteers,” said Congressman Garbarino. “Recruiting and retaining volunteer firefighters is critical for thousands of communities, yet local volunteer fire departments continue to find it difficult to meet staffing needs. With a high cost of living making it more difficult than ever to buy a home, the Volunteer First Responder Housing Act would provide a helping hand to those who give their time, at great personal risk, to safeguarding our communities.

Congresswoman Claudia Tenney (NY-24) unveiled her agriculture plan and tax plan that work to support small and locally owned businesses and family farms across New York’s 24th District.

Earlier this month, Tenney visited multiple family farms and local businesses in Cayuga County and Wayne County to discuss their concerns and the Congresswoman’s efforts in Congress to support our farming and business community. To outline her work to support our NY-24 producers and employers, Tenney unveiled her three-pillar agriculture plan and tax plan.

Her agriculture plan focuses on supporting NY-24 specialty crops, bolstering New York’s dairy industry, and protecting American farmland from foreign interests. Her tax plan centers around her work on the House Ways and Means Committee to build on the successes of the Tax Cuts and Jobs Act, revitalize our communities, support our families, and ensure essential taxpayer protections.

“Small businesses and family-owned farms will always be the backbone of NY-24’s economy,” said Congresswoman Tenney. “I’ve toured numerous small businesses and farms across the district to learn more about their daily operations and the challenges they face. It is imperative that we put forward policies in Congress that address these concerns and deliver lasting results for our community. Today, I released my agriculture plan and tax plan to highlight my efforts to unleash the potential of our rural communities and to give farmers, producers, and small business owners the certainty and opportunities they need to succeed.”

Tenney introduces legislation to enhance R&D tax credit to increase American innovation and competitiveness

By Press Release

Press Release:

Claudia Tenney

Congresswoman Claudia Tenney (NY-24) introduced the Fostering Innovation and Research to Strengthen Tomorrow (FIRST) Act, to enhance the research and development (R&D) tax credit for small businesses and startups, allowing them to create jobs and boost American innovation.

“Now more than ever, the United States must work to out-compete and out-innovate our adversaries by investing in proven policies like the R&D tax credit,” said Congresswoman Tenney

“Once a leader in promoting R&D, the United States has recently fallen behind other countries around the world who are offering greater R&D incentives. China, in particular, has chosen to invest heavily in R&D by providing a “super deduction” for R&D expenses. By enhancing the R&D tax credit, we can help small businesses and entrepreneurs across America invest in innovation that will unleash economic growth and create jobs on American soil. The FIRST Act is a crucial step in boosting American innovation and advancing our competitiveness on the world stage, reinforcing our nation’s position as the economic powerhouse of the 21st century.”

“Manufacturers in the United States perform more than half of all private-sector research and development in the nation, driving more innovation than any other sector," said Chris Netram, Managing Vice President, Policy, at the National Association of Manufacturers. "The Fostering Innovation and Research to Strengthen Tomorrow Act recognizes the importance of R&D in creating well-paying U.S. jobs and supporting innovation. We thank Rep. Tenney for her leadership in ensuring that manufacturers in the U.S. continue to be the world’s leading innovators.”

Specifically, this bill would:

  • Increase the "Traditional" Credit to 40 Percent: Established companies would see their current traditional credit rate, determined by a complex formula, boosted from 20 percent to 40 percent of the increase in R&D spending.
  • Raise the Alternative Simplified Credit (ASC) to 28 Percent: The existing ASC rate, calculated through a simpler formula, would be raised from 14 percent to 28 percent of the increase in R&D spending.
  • Significantly Enhance the Credit for Firms with Limited Research History to 14 Percent: Companies without any U.S. research track record in the past three years would experience a more than twofold increase in the credit from 6 percent to 14 percent of R&D spending.
